Herzegovina, Croatia, FYR of Macedonia, Kosovo under UNSCR 1244/99, Montenegro, Serbia and

TERMS OF REFERENCE
for Junior Short Term Expert (STE) for technical assistance to Serbia CSO in the field of
work promotion and visibility
Background of the assignment
The general objective of this project is to strengthen the overall capacities and accountability of the
Civil Society Organizations (CSOs) within the IPA beneficiaries and to guarantee the quality of
services of CSOs and a sustainable role of the CSOs in the democratic process. The main purposes
of the project are to:

Increase and improve the capacity and actions of CSOs and to

Improve the democratic role of CSOs.
An important activity within this framework is to make the work of the Civil Sector in Serbia more
visible to the public, thus improving the CSO image and inspiring more activism in citizens. The
purpose is to promote good CSO practices and positive stories in the general public, and to
strengthen CSO capacities for promoting and publicizing their own success stories. ,
Scope of the assignment:

To assist TACSO Serbia staff in providing technical assistance (TA) to up to 40 CSOs that
have been selected through open call. TA should gain increased CSOs’ awareness about
the importance of sharing good practice stories and promoting those stories to the general
public.

To select a number of best initiative stories each month and help the CSOs formulate them
into text suitable for publishing in printed media

To assist these CSOs in approaching local, provincial and national media with this content
and getting the stories published.

To publish these stories on the TACSO Facebook page and help promote them through
Youtube, Twitter and other relevant communication networks.

To help amend and adapt a “Media Communication Guidebook” for CSOs

To assist TACSO Serbia in preparing at least one story about TACSO activities per month
and getting them published.
The work will be coordinated by TACSO Communications Officer supported by the Resident Advisor

Deliverables/results
Selected STE during the assignments should finalise and deliver specific results:



Plan of work (fist month)
Monthly reports consisting of information on progress made, list of CSOs that had received
TA and press clipping and/or other means of verification
Final summary report at the end of assignment
Schedule and number of days for the assignment:
 7 junior expert days
Location of assignment:
Belgrade.
Duration and timing of the assignment:
The assignment is planned to take place during the following period: 01. November 2012 till 31. May
2013.
The final reporting is to be completed before June 15th 2013.
Profile of STE:
The STE should have journalist or other media background, with proven knowledge in local, rural
CSOs needs in the field of promotion, communication and public relations. Also they need to
demonstrate the following:

At least 10 years working experience in the field of media and communication

Very good understanding of CSO status and needs related to communication and public
relations

Strong knowledge and experience in media and communication technologies

Strong oral and written communication skills

Training delivery experience
Monitoring and evaluation of the STE
The activity will be monitored by the Serbia TACSO Communication officer.
