TERMS OF REFERENCE
For three Junior Short Term Experts (STEs)
In the field of CSOs promotion in Nis, Novi Sad and Kragujevac,
to support the implementation of the TACSO project in Serbia
Background of the assignment
The general objectives of the TACSO project are to strengthen the overall capacities and accountability of the
Civil Society Organizations (CSOs) within the IPA beneficiaries and to guarantee the quality of services of
CSOs and a sustainable role of the CSOs in the democratic process. The main purposes of the project are to:


Increase and improve the capacity and actions of CSOs and to
Improve the democratic role of CSOs.
The project has the following components: Project visibility; Research, help desk and guidance; Capacity
development; and Relationship between CSOs and External Stakeholders. This will include improving of CSO
image in public and it will help organizations to be better accepted from citizens and to have better position
and more influence in creation and implementation of different politics and measures.
TACSO Serbia office will organize CSOs promotion events in three towns in Serbia: Nis, Novi Sad and
Kragujevac. These actions will help CSOs to better present themselves and get closer to beneficiaries and
citizens.
The events are seen to be kind of local CSOs’ days consisted of several activities such as CSOs Fair ( stands,
promo materials communication with interested citizens; public discussion on relevant topic, local CSOs
meeting with public authorities on cooperation issues and/or burning local public topic; local media and
CSOs, etc.
The work will be coordinated by Serbia Project officer with assistance with Residential Advisor.
Scope of the assignment
Main purpose of STEs assignment is to assist in designing and organizing local CSOs Fair /CSO day in
particular assigned city in cooperation with city stakeholders , including media, local governments and
CSOs.
CSO Fair/ Days will be held in Novi Sad, Nis and Kragujevac
One STE will be assigned only for one city.

Activities to be carried out by selected STE







To prepare concept of the event
Identify local actors interested in the event
To prepare call for CSOs to participate in the event, select organizations and coach them to make
good presentations
To organize facilities for the Fair ( open space/adequate closed space) and adjusted activities linked
to the main event
To organize events public promotion - local media on the event
To organize activities linked to the event (round table, public debates, exhibition....)
Collecting relevant data and documents for reporting
Deliverables/results
Selected STEs during the assignments should finalise or deliver specific results:



Detail agenda for the event with activity plan
Comprehensive report consisting of summary and an evaluation section with conclusions and
recommendations for further promoting activities (in English)
Contact list of participating CSOs and other stakeholders, photo documentation and press realise
Schedule and number of days for the assignment
Preparation phase: July-August 2012
CSOs Days (one day each city): September and October 2012
Reporting: October, November
In total 15 expert days are available for all three STEs (five per STE)
Location of assignment
Nis, Novi Sad, Kragujevac
Duty station: Belgrade
Duration and timing of the assignment
The assignment is planned to take place from 1st of August to 15th of November 2012.
The reporting is to be completed 15 days after each Fair

STE is to be recognized as local CSO expert and activist , with proven knowledge of local context, with good
relations with local stakeholders, including media, local government and others, with strong organizational
and management skills.
Also she/he has to have:

University degree in the relevant field;

At least five years of experience working with CSOs;

Previous experience in organizing projects or action directed to csos promotion, public awareness,
media and dialog among local stakeholders

Excellent English talking and writing skills
Advantage will be given to candidates with residence in Nis, Novi Sad and Kragujevac
Monitoring and evaluation of the STE
The STE performance will be monitored by the Serbia TACSO Resident Advisor (RA).

For candidates who are already part of TACSO STE pool, CVs should not be sent again. Motivation letter will
be sufficient. All other candidates have to send both motivation letter and CV.
Motivation letter should reflect your idea how the local event should look like to achieve the best results and
gather majority of local organizations and stakeholders.
Information on city that you are applying for is mandatory. Information on expected daily fee rate should
also be presented in the letter.
