Herzegovina, Croatia, FYR of Macedonia, Kosovo under UNSCR 1244/99, Montenegro, Serbia and

TERMS OF REFERENCE
for Short Term Expert (STE) in the field of technical assistance to Serbia CSO for
registration in PADOR database
Background of the assignment
The general objective of this project is to strengthen the overall capacities and accountability of the
Civil Society Organizations (CSOs) within the IPA beneficiaries and to guarantee the quality of
services of CSOs and a sustainable role of the CSOs in the democratic process. The main purposes
of the project are to:

Increase and improve the capacity and actions of CSOs and to

Improve the democratic role of CSOs.
An important activity within this framework is to enable civil society organizations to apply for EU
funds and programs. One of the biggest foreign donor for CSO’s in Serbia is EU and many
organizations manage to secure their sustainability trough implementation EU projects. On the way
of EU integration, CSO will have more and more opportunities and chances to gain projects and
funds but they have to fulfill all standards and criteria who are establish by EU administration. Very
first condition for CSO’s to be eligible to apply for grants is to be regularly registered in PADOR data
base. Meeting this condition is very difficult for lot of organizations, due to language barriers or
because of different law and accounting system.
Scope of the assignment:
Main purpose of STE’s assignment is to assist TACSO Serbia office in providing technical
assistance to interested CSOs in the area of their registration in PADOR data base.
Activities to be carried out by selected STE:

To work with TACSO Serbia staff on selection at least 50 organizations to be recipients of
support for PADOR registration

To prepare a detailed schedule for period of four months of assignment

To conduct email, phone and/or Skype contacts to selected organizations and to offer
possibilities for direct communications with beneficiaries

To provide detailed written instructions for PADOR registration to selected organizations

To provide support and to complete process of registration for at least 50 organizations in the
period of four mounts
Deliverables/results
Selected STE during the assignments should finalise and deliver specific results:

To provide summary document with lessons learnt, recommendations, suggestions, FAQ in
relation to PADOR registration process and technical assistance methodology

To prepare and deliver final report annexed by the list of all CSOs that have received TACSO
TA for PADOR registration, including contact data and PADOR registered numbers for each of
organization.
The work will be coordinated by Serbia TACSO Project Officer
Schedule and number of days for the assignment:
6 Junior STE working days

Belgrade
Duration and timing of the assignment:
The assignment is planned to take place during the following period: 01. November 2012 till 28
February 2013.
The reporting is to be done at the end of assignment and no late then 15th of March 2013.
Profile of STE:
The STE should have a strong experience in rules and procedures for PADOR registration. Also
she/he needs to demonstrate the following:




At least 5 years working experience in the field of EU projects
Familiarity with conditions in Serbia civil sector, legal regulations and documentation
Strong oral and written communication skills
Familiarity with using e applications, specifically PADOR data base
Monitoring and evaluation of the STE
The activity will be monitored by the Serbia TACSO Project Officer

This is open Call and all potential candidates are invited to apply.
Deadline for sending application documentation is 26 October 2012, by 5 PM
For candidates who are already part of TACSO STE pool, CVs should not be sent again. Motivation
letter will be sufficient. All other candidates have to send both motivation letter and CV.
