Annex 5: TOR for outsourcing organisation in media, communication and public relations
Background of the assignment
The general objective of this project is to strengthen the overall capacities and accountability of the
Civil Society Organisations (CSOs) within the IPA beneficiaries and to guarantee the quality of
services of CSOs and a sustainable role of the CSOs in the democratic process. The main purposes
of the project are to:

Increase and improve the capacity and actions of CSOs and to

Improve the democratic role of CSOs.
An important activity within this framework is to make the work of the Civil Sector in Serbia more
visible to the public, thus improving the CSO image and inspiring more activism in citizens. As
indicated in the Needs Assessment Report and ToR of the TACSO project, two main purposes of
the project activities relating to CSO visibility are to promote good CSO practices and positive
stories in the general public, and to strengthen CSO capacities for promoting and publicizing their
own success stories, allowing for a more sustainable improvement in the position of CSOs within
Serbian society.
Scope of the assignment:

To produce a video film on CSOs achievements in local communities. The film should be 30
minutes long, including a short introduction segment (2-3 minutes) and five or six individual
stories, 4-5 minutes each, about the work of different local CSOs. The CSOs to be focused
on will partly be the winners of the “Places in the Heart” prize for best local initiatives and
partnerships during 2010 (prizes will be given out on October 11 2011), and a part may be
selected by a simple open call. The important aspect will be that the selected six
organisations will work in different areas of civil society (social protection, ecology,
education, advocacy, employment, etc.)

The film should be able to be viewed both as a single feature show, and as a series of
independent segments, consisting of introduction plus one CSO story.

To provide a plan for distribution and playing of this material through traditional means of
mass communication, i.e. on various TV stations (ANEM independent network, local TV
stations, some national TV stations if possible)

To provide a package of accompanying promotional materials using new media and
technologies (Youtube, Facebook, Twitter, etc), increasing the effectiveness and power of
promotion while minimizing costs

To ensure the material is made in a simple, direct language and speaks clearly to common
people, presenting the essence of these CSO initiatives in an engaging way.

To provide some guidance to the featured CSOs during the filming process, ensuring that
they are representing themselves in a way they feel is best, and allowing them to learn and
gain experience from the process about methods for self-promotion.
The work will be coordinated by TACSO Communications Officer supported by the Resident Advisor

 After selection of “Places in the Heart” winners, contacting the
selected organisations and agreeing filming details with them

Facebook, Twitter)
 Completion, post-production and distribution of created material

 Organisation of media event to promote the material
 Submit brief report on distribution (how many distribution channels,
approximate number of viewers)
Location of assignment:
TBA – depending on locations of winning/ selected CSOs.
Duration and timing of the assignment:
The assignment is planned to take place during the following period: 01. October 2011 till 31.
December 2011.
The preparation work is planned to take place from 01 October until 20 October.
The reporting is to be completed before 31 December.
Profile of outsourcing organisation:
The outsourcing organisation is to be recognized media production agency, with proven knowledge
in local, rural CSOs needs in the field of communication and public relations. Also it needs to
demonstrate the following:

At least 5 years working experience in the field of media production
Strong knowledge in CSO communication and public relations
Strong knowledge and experience of new media and communication technologies
A solid portfolio of original media content
Monitoring and evaluation of the Outsourcing Organisation
The activity will be monitored by the Serbia TACSO Communications Officer (CO)
