Annex 5: TOR for STE
TERMS OF REFERENCE
For one senior Short Term Consultant from Serbia
To assist TACSO office in organizing training on Developing and implementing EU projects
Background of the assignment
The general objective of this project is to strengthen the overall capacities and accountability of the
Civil Society Organisations (CSOs) within the IPA beneficiaries and to guarantee the quality of
services of CSOs and a sustainable role of the CSOs in the democratic process. The main purposes
of the project are to:


Increase and improve the capacity and actions of CSOs and to
Improve the democratic role of CSOs.
An important activity under this heading is to make EU technical assistance to CSOs visible, to
establish contact network of Serbia CSOs and to deliver information on existing and future chance
for Serbian CSOs, which is basically is about increasing their understanding about EU principles,
procedures and policies in preparation and implementation projects.
As indicated in the Inception report and TOR of the project, the main purpose of this assignment is
to organize three day training for CSO’s, to improve skills and knowledge of CSO’s on
project proposal writing, to provide relevant information on the EU procedures, rules and
policies, to give detailed explanation of EU founds structure and possibilities for CSO’s from
Serbia in the next period, to use this opportunity for CSO exchange information and
establish new contacts among each other, with the following objectives:

improve CSO’s skills for developing and implementing EU projects

inform CSO’s about upcoming calls for proposals and other opportunities for funding

enable networking and exchange of information.
The work will be coordinated by TACSO Resident Advisor with assistance of Project Officer and
Administrative and Finance Assistant.
Scope of the assignment:
The STE will provide assistance to the TACSO Serbia National Team and contribute to the
realization of the following key outputs:

To organize two three day training events, as described under TOR background section,
with minimum of 40 CSO’s representatives for both trainings.

To prepare a detailed agenda for trainings and trainings materials in Serbian language
(handouts, power point presentations, relevant documents).

To compose and deliver a comprehensive report consisting of summary and an evaluation
section with conclusions and recommendations for further training activities in English.

To produce at least 8 Logic frame (LF Annex C) with participants during the trainings

To create a contact list of participating CSOs
Schedule and number of days for the assignment
First training will be held in April and second from September to November 2012. Six Senior
Expert days are available for this assignment

Duty station: Belgrade
Performance station:

Duration and timing of the assignment:
The assignment is planned to take place from 1st of April to 1st of December 2012.
The reporting is to be completed 15 days after the training
Profile of the STE:
STE is to be recognized as the national trainer, with proven knowledge of CSOs needs. Also she/he
has to have:





At least 10 years working experience in the field of EU Project Preparation & Writing,
Strong facilitation skills,
Strong knowledge in EU calls for proposals, EU policies procedures, regulation and
methodology
Experience in implementation of EU projects
At least 5 years of direct training experience
Monitoring and evaluation of the STE
The activity will be monitored by the Serbia TACSO Resident Advisor (RA).

Deadline for sending expression of interest is: February 29th 2012, by 5 PM
As TACSO Office already possesses CVs of all STEs being pre selected for TACSO pool, CVs
should not be sent again. An application letter, stating main personal references related to the
training topics and expected daily fee should be sent to the following e mail address:
expert.rs@tacso.org with the subject title: STE application for “Developing and implementing EU
projects”
We will contact experts outside the TACSO Serbia pool if we don’t receive good enough
applications from the pool.
