TERMS OF REFERENCE
For 2 (two) Junior Short Term Consultants from Serbia
To assist TACSO office in delivering training course for selected number of CSOs in the field
of testing / monitoring discrimination
Background of the assignment
The general objective of TACSO 2 project is to strengthen the overall capacities and accountability
of the Civil Society organizations (CSOs) within the IPA beneficiaries and to guarantee the quality of
services of CSOs and a sustainable role of the CSOs in the democratic process. The main purposes
of the project are to:


Increase and improve the capacity and actions of CSOs to discover, monitor and prove
discrimination cases.
Improve the democratic role of CSOs.
An important activity under this heading is Component 3: Capacity development, within which
TACSO Serbia is organizing different types of national trainings and technical activities for Serbian
CSOs.
Training course for CSOs that wants to improve abilities to practice watch dog role in the field of
discrimination and human rights violence is based on needs identified through NA process
conducted during October 2011. Role of civil society in the field of monitoring and reporting on
cases of discrimination is still very weak. Serbian Commissioner for Protection of Equality(CPE)
has strong interest to encourage CSOs’ activism this field. The CPE is an independent and
specialized state authority established o prevent all forms, types and cases of discrimination, to
protect the equality of natural persons and legal entities in all spheres of social relations, to oversee
the enforcement of antidiscrimination regulations, and to improve realization and protection of
equality and TACSO will assist its efforts to build up capacities of CSOs to serve as reliable force in
fighting discrimination in Serbia.
The main purpose of this assignment is to organize and deliver three trainings, lasting day and a
half for forty representatives( in total) coming from twenty CSOs in order to improve their skills and
knowledge on situation testing as a tool for discovering, proving and documenting cases of
discrimination.

Essential topics to be covered with this course are:
1. Role of CPE, discrimination as a phenomenon,
2. Situation testing, legal status of situation testing
3.
Methodology and principles of situation testing
4. Planning and documenting of situation testing
5. Types of situation testing
6. Areas where situation testing is used
7. Target groups and specific problems
Scope of the assignment:
To deliver three, one and a half day lasting training events, as described under TOR background
section for maximum
of 40 participants from CSOs followed by practical assignment for
participants that will be to organize situation testing in order to discover, prove and document
discrimination of various vulnerable groups and submit complaints to CPE when discrimination has
occurred.
Each of training topics should be designed in the way to fully reflects needs of participating CSO
and to lead to actions that are relevant to social and political context in Serbia in the area of fighting
discrimination.
Final agenda has to be developed in close cooperation with Commissioner for Protection of Equality
This assignment should be given to two STEs, supported by experienced guest speakers if
applicable.
Deliverables:

To prepare detailed agenda for training (in English and Serbian) and trainings materials in
Serbian language (Presentations, handouts, relevant documents, case studies and similar)

To deliver training report consisting of summary, training description and evaluation section
with conclusions and recommendations and follow up section (in English and Serbian).
Location of assignment: Belgrade as duty station
Performance station: Novi Sad, Nis and Kragujevac

Duration and timing of the assignment: three workshops in September 2012
The training assignment is planned to take place during September 2012. Precise training dates will
be agreed with selected STEs, TACSO and Commissioner for Protection of Equality .
Total of 8 expert’s working days are available for the whole assignment ( 4 days for each STE)
The reporting to be done 15 days after the training.
Profile of the STE:
STE is to be recognized as a specialist and practitioner, trainer, with proven knowledge of Serbia
context regarding n challenges in the areas of human rights and combating discrimination. Also
she/he has to have:



University degree in social science or relevant working experience
At least 5 years working experience in the area of civil society, human rights and combating
discrimination
Experience in the field of CSO development, human rights, anti discriminative legislation in
the EU and Serbia and situational testing pertaining to discovering discrimination.
Extensive knowledge of the EU and national social, political and legislative context

At least 5 years of experience in delivering trainings

Monitoring and evaluation of the STE
The activity will be monitored jointly by Serbia TACSO Resident advisor (RA), and assigned
representative of Commissioner for Protection of Equality
