EuropeAid/127427/C/SER/Multi – additional services TERMS OF REFERENCE For Senior Short Term Consultant from Serbia To assist TACSO office in creation of the Review of Civil Society Organizations Networks in Serbia Background of the assignment The general objective of TACSO 2 project is to strengthen the overall capacities and accountability of the Civil Society organizations (CSOs) within the IPA beneficiaries and to guarantee the quality of services of CSOs and a sustainable role of the CSOs in the democratic process. The main purposes of the project are to: Increase and improve the capacity and actions of CSOs and to Improve the democratic role of CSOs. An important activity under this heading is component 2 : Research, help desk and guidance under which the Review of Civil Society Organizations Networks in Serbia is planned to be created. Within TACSO 2 Needs assessment it was found that networking and coalition building is still rather underdeveloped and TACSO 2 has put capacity building for the networks as one of its priorities. TACSO wants to further strengthen networks, coalition and partnerships for more successful actions. In order to make existence of networks more visible and to learn about their capacities and needs, the Review with assessment elements is needed to be made. The Review itself should also offer various opportunities for establishing formal cooperation and partnership of Serbian networks with other counterpart in the region and Europe. Scope of the assignment: The outputs of this assignment shall be used for: a. The introductory chapter will be including the role of civil society networks, legal framework for its operation, as well as different forms/modalities of networking in Serbia (coalitions, platforms, movements...) The main chapter will include the list of Serbia relevant networks defined by operation, title, objectives, activities, membership and contact available. The final chapter will be list of key words and phrases used as search engine (index). field of b. Promotion of the Review of Civil Society Organizations Networks in Serbia by presentation on the event organized by TACSO Deliverables: The consultant shall deliver Draft Review as well as Final Review according to the defined ToR in the technical format ready to be posted on website. Draft Review with integrated comments and input collected from the TACSO will be used for the finalization of the Report. TACSO will be responsible for the further promotion, dissemination and distribution of the Review. The deliverable should be in Serbian with abstract made in English . Location of assignment: Belgrade Duty station: Belgrade Performance station: Belgrade Duration and timing of the assignment: The assignment is to take place from beginning of March till end of May 2012, totaling 5 senior working days Profile of the STEs: At least University degree in the relevant field; At least of ten years of relevant experience; Previous experience with drafting similar documents and contents; Proven in-depth knowledge of contractual experience; Previous experience with analysis and research in the field of civil society development; Extensive knowledge of the legislative context and the status of the civil society organizations in Serbia; Excellent knowledge of the English language; Analytical and technical skills. Monitoring and evaluation of the STE The activity will be monitored by the Serbia TACSO Resident advisor (RA).
