For Senior Short Term Consultants from Serbia
To assist TACSO office in delivering Training course for selected number of CSO networks
Background of the assignment
The general objective of TACSO 2 project is to strengthen the overall capacities and accountability
of the Civil Society organizations (CSOs) within the IPA beneficiaries and to guarantee the quality of
services of CSOs and a sustainable role of the CSOs in the democratic process. The main purposes
of the project are to:


Increase and improve the capacity and actions of CSOs and to
Improve the democratic role of CSOs.
The general objective of this project is to strengthen the overall capacities and accountability of the
Civil Society Organisations (CSOs) within the IPA beneficiaries and to guarantee the quality of
services of CSOs and a sustainable role of the CSOs in the democratic process. The main purpose
of the project is to:



Improve the democratic role of CSOs.
An important activity under this heading is Component 3: Capacity development, within which
TACSO Serbia is organizing different types of national trainings and technical activities for Serbian
CSOs.
Training course for CSO networks is based on needs identified through NA process conducted
during October 2011. Networks and other type of common initiatives, platforms and coalition are
still below complex social and political demands. Three essential topics to be covered with this
course are: Advocacy skills: Strategic development of networks; Management of networks.
The main purpose of this assignment is to organize three days lasting training course for
representatives of CSO networks/coalitions/initiatives in order to improve their skills and
knowledge on planning and conducting advocacy activities, as well as to develop further own
strategic planning and management skills in order to make networks more efficient.

Scope of the assignment:
To deliver one three days lasting training event, as described under TOR background section for
maximum of 24 participants CSOs followed by practical assignment for participants.
Each of training topic should be designed in the way to fully reflects needs of participating CSO
networks and to lead to actions that are relevant to social and political context in Serbia.
This assignment should not be delivered solely by one STE, but rather by one leading trainer
supported by experienced guest speakers, or by team of two trainers.
Deliverables:

To prepare detailed agenda for training (in English and Serbian) and trainings materials in
Serbian language (Presentations, handouts, relevant documents, case studies, existing
manuals)

To deliver training report consisting of summary, training description and evaluation section
with conclusions and recommendations for TACSO (in English). The report should be
annexed with minimum of three Networks action plans or similar practical and usable
participants’ products (in Serbian)
Location of assignment: Belgrade as duty station
Performance station: To be decided
Duration and timing of the assignment:
The training assignment is planned to take place during May / June 2012. Precise dates will be
agreed with selected STEs. Total of 6 Senior expert’s working days are available for the whole
assignment.
The reporting and follow up is to be completed 15 days after the training.
Profile of the STE:
STE is to be recognized as networking specialist and practitioner, trainer, with proven knowledge of
Serbia context regarding networking/coalition building challenges in the areas of strategic
development, management and advocacy actions . Aslo she/he has to have:




University degree in social science or similar
At least 10 years working experience in the area of civil society
Experienced in the field of CSO development, capacity building including field of Strategic
planning, Management and Advocacy.
Extensive knowledge of the EU and national social, political and legislative context

At least 10 years of direct training experience

Excellent knowledge of the English language;
Monitoring and evaluation of the STE
The activity will be monitored by the Serbia TACSO Resident advisor (RA), supported by project
officer.
Application:
This is an Open call and all qualified o candidates from TACSO Serbia training pool, as well as
others experts are invited to apply.
Deadline for application is March 30th 2012, by 5 PM
Application set should consist of:
1.CV (only for experts not being part of TACSO pool)
2. Application letter (stating main personal references related to the assignment requirements and
expected daily fee)

Note: Applicants must be independent and free from any conflict of interest. Note that civil servants
and other staff of a beneficiary public administration may not be recruited as STE unless a prior
written approval has been obtained from the Contracting Authority
