Summary Statement: State the major function(s) of the position and its role in the university. The State Director is responsible for the overall management of the entire Nevada Small Business Development Center (NSBDC) program which includes all programmatic and financial aspects of the program. The primary function of this position is to manage the overall resources of the program to insure maximum business development assistance is provided to businesses/governments throughout the state. This requires the State Director to maintain strong ties between UNR, the business and government communities, major developers, financial and investment communities, trade associations, and all programmatic and financial partners. The NSBDC has a number of specialty programs under its management, including the Center for Regional Studies, Business Environmental and Energy Efficiency Program, Bureau of Business and Economic Research, State Demographer’s Office, Imagine 2012 (a Hispanic diversity program), and the Small Business Innovative Research Program, and provides oversight to a University marketing effort, the Business Services Group. Specialty programs are initiated and expanded under the State Director’s leadership to diversify its economic development capabilities beyond its core services of business counseling and training. NSBDC services are delivered through 11 statewide offices. Funding for the NSBDC and all its services are provided through a wide variety of external contracts, federal, state and local governments, private sector support, and program income. The NSBDC has approximately 45 contracts at any one time and combined with funding from the host program, UNR, the total annual budget is nearly $4.5 million. This supports approximately 40 full time professional employees and 15-20 student employees. 2. List the major responsibilities, including percentage of time devoted to each. Describe the level of freedom to take action and make decisions with or without supervision and how the results of the work performed impact the department, division and/or the university as a whole. Level of Freedom The State Director is responsible for the overall management of all statewide offices of the NSBDC and all its specialty programs. The NSBDC works directly with many external economic development organizations, state, federal and local government leaders, private businesses, and nonprofit organizations engaged in economic development. Impact The decisions made by the State Director impact the entire statewide program. The degree to which the Director balances the resources among the hosts (universities, community colleges, chambers and development authorities) and sponsors are key to the success of the program. If milestones/ program objectives are not met by each state program, funding for that program is in jeopardy. The incumbent’s decisions in such areas as funding, promotion of the program, budget allocation, personnel selection and office locations affect the performance of the program and ultimately its success or failure in the State of Nevada. It is imperative that quality assistance to constituents be of the highest caliber or it will have major repercussions for the University. Inadequate performance may result in contractual obligation failures and dissatisfaction resulting in loss of future funding. 4.
