Summary Statement: State the major function(s) of the position and its role in the university. The Administrative Director, Nevada State Public Health Laboratory (NSPHL), organizes all administrative and operational functions of the NSPHL and interacts directly with University of Nevada, Reno offices of purchasing, budgeting, computing, telecommunications, Buildings and Grounds, and Human Resources offices and with the Nevada System of Higher Education (NSHE) Controllers Office. The position develops marketing strategies for services to enhance fee revenue to cover operating expenses. The individual has responsibility for implementation of the Laboratory Information Management System (LIMS), prepares budgets for grant proposals, prepares contracts and requests for Proposals, and responds to queries from the Legislative Counsel Bureau and State Budget Office regarding NSHL programs, expenditures, revenues, and budgets. The position reports to the Director of the NSPHL within the School of Community Health Sciences (SCHS). 2. List the major responsibilities, including percentage of time devoted to each. Level of Freedom: The Administrative Director has full operating responsibility for the NSPHL which performs multiple, complex tests related to public health, including examinations of milk water (under the Safe Water Drinking Act and Clean Water Act), food in cases of suspected foodborne disease transmission, and human samples for communicable diseases. Due to its complexity, the NSHL is accredited by three Federal agencies: Health Care Financing Administration (HCFA, administering the Clinical Laboratory Improvement Amendments of 1988), the Food and Drug Administration (FDA), and the United States Environmental Protection Agency (EPA). The individual is responsible for laboratory-wide compliance with all pertinent Federal regulations promulgated by these agencies and develops systems or individual solutions to address deficiencies identified in periodic Federal inspections. Position Description – Administrative Director, Nevada State Public Health Laboratory Page 4 With responsibility for all budgeting and financial management of the SNHL as well as the above duties, the Administrative Director acts as second in charge under the Director, assuring financial solvency and mandates of State law to meet the requirements of the University to provide laboratory services. The position consults with the Director on long-term goals and strategic plans of the unit. Impact: If the above regulations are not followed and the NSHL is non-compliant, the NSHL would be closed which would impact the work of clients as well as the health and welfare of those needing the tests. 4.
