Summary Statement: State the major function(s) of the position and its role in the university. Attach an organizational chart with positions, ranges, and names for the division which reflects the position in it as well as those supervised in the department. The Deputy Director, Nevada Small Business Development Center, (DD), in conjunction with the State Director, manages the Nevada Small Business Development Center (NSBDC) statewide programs and its subcenters. The DD also manages and oversees the following specialty programs: Bureau of Business and Economic Research (BBER), Center for Regional Studies (CRS), State Demographer’s office, and Technology Development Program. The DD manages all program personnel and ensures overall financial management of the entire program. This individual oversees grant and project activities, including revenues and expenditures and ensures adequate resources exist to complete projects. This individual is an active participant in generating revenues and funded projects. The DD is a liaison between the State Director, faculty, clients, consultants, grantors, University departments, and NSBDC sub-centers to guarantee that all arms of the program function smoothly and operations adhere to standards set forth by the University, clients, and grantors. 2. Provide enough detail to enable a person outside the department to understand the job (percentage first with heading and then bulleted information). 70% - Program coordination and operations oversight Administer Statewide NSBDC activities throughout Nevada: o Ensure these offices are in compliance with program/contract agreements o Oversee counseling and training operations at all offices which includes auditing performance of counselors and training events and assisting with program operations Act on behalf of the State Director when unavailable or out of the office Ensure expenditures and procedures adhere to University and grantor requirements for all offices and monitor the integrity of all accounts and physical assets (state, federal, and private), including subcontracts for all sub centers Assist and supervise faculty, staff and students to include hiring, termination, evaluation and conflict resolution Act a liaison between State Director, grantors, hosting agencies, sub center personnel, University departments, sponsors, consultants, faculty, and staff Coordinate and assign projects Oversee client evaluation process Oversee general purchasing decisions Act as responsible individual for office policies and procedures to ensure operating efficiency for rapidly growing, dynamic office and implement quality control for all reports and documents Prepare estimates/bids for work done on revenue-generating projects and grants; calculate project benefits and cost of projects; and, monitor invoicing Organize and participate in advisory board activities 30% Grant preparation and Revenue projects Solicit, write, and prepare new grants and revenue-generating projects from various governmental agencies and businesses and develop partnerships with sponsoring agencies and hosting institutions Oversee projects (including surveys, data requests, and research) Participate, as needed, in the completion of project work which may involve performing research, gathering information, preparing budgets, summarizing data, and periodic reporting Write proposals and provide reporting for clients Position Description - Deputy Director, Northern Nevada SBDC Page 3 3. Describe the level of freedom to take action and make decisions with or without supervision and how the results of the work performed impact the department, division and/or the university as a whole. Level of Freedom: The ability of the DD to make decisions and judgments affects the statewide operations of the NSBDC program, College of Business Administration, and UNR. Incumbent must work independently with little direct supervision and with considerable latitude for initiative and independent judgment. When the State Director is out of the office, the DD must be able to act on his/her behalf and execute program decisions without immediate consultation and guidance. The DD must make accurate judgments about effective program operation and be able to take corrective actions if necessary. This individual participates on search committees and is responsible for hiring competent and qualified staff. In addition, this individual must analyze the validity of daily activities and make decisions on reporting and work flow; make judgments on benefits and costs of various projects and convey this to all parties involved; and is responsible for purchasing and development decisions. Impact: Actions contribute indirectly to university accomplishments to the extent that inadequate performance has a detrimental effect on the achievement of university goals. Errors extend inconvenience to other departments/programs and are detrimental to the reputation and services provided by the program. Inadequate performance may result in contractual obligation failures and dissatisfaction resulting in loss of future funding. 4.
