JOB SUMMARY: Responsible for directing, designing, implementing, and managing Enterprise software
solutions which include Enterprise databases, custom applications, mobile applications (apps), and data
analytics. This position leads the implementation of software infrastructure projects and people, proposing
and implementing strategy and controls to maximize availability and minimize costs.

Direct the planning, budgeting, and operations of the Applications and
Analytics department. Responsible for strategic and operational planning to
achieve organizational and departmental goals by prioritizing custom
application initiatives, and coordinating the evaluation, deployment, and
management of current and future applications and databases across the
organization.

2.
Provide technical leadership for the Applications and Analytics department.
Serve as a technical resource to departments regarding custom applications,
reporting, and data analytics. Support users by answering questions,
offering solutions for continuous improvement of processes and services.

3.
Design, implement, and manage enterprise database systems. Plan and
implement Disaster Recovery strategies and participate in annual Disaster
Recovery testing.

4.
Provide direction and guidance to developers on improving and securing
custom applications and solutions. Improve operations by conducting
systems analysis and recommending changes in policies and procedures.

5.
Review and approve custom application software solutions, code structure,
and data structure designed by developers and analysts.

6.
Provide personnel management activities of assigned staff; including
recommendation for employment, supervision, orientation, performance
evaluation and guidance and support concerning professional development;
mentor and train staff on policy and procedures.

7.
Participate in planning and advocate the improvement of software
applications and analytics solutions throughout the district.

REPORTING RELATIONSHIP: Vice President, Information Technology
SUPERVISORY RESPONSIBILITIES: Direct supervision of personnel assigned to Department.
BUDGET RESPONSIBILITIES: Direct oversight of assigned budget.
ESSENTIAL QUALIFICATIONS:
EDUCATION: Bachelor’s Degree in Computer Science, Management Information Systems or
related field.
EXPERIENCE: Five (5) years related experience, with at least two (2) years architecting and
deploying SharePoint applications.
SPECIAL SKILLS AND ABILITIES:

Design, code, and debug applications in various software languages;
Extensive experience of SharePoint (most current version and one
prior). Must be familiar with building custom applications on
SharePoint Platform;
Knowledge of C++, C#, Visual Basic, XML, .Net Framework, Microsoft SQL Server,
IIS, and Web Services;
Should possess knowledge in recent releases of Windows Server, Load Balancing,
and DNS;
Comprehensive knowledge and understanding of computer systems, hardware,
software operations and principles;
Strong interpersonal, written, and oral communication skills;
Must be able to work both independently and as part of a team;
Ability to plan, organize, lead, and control personnel and operations of a large
department;
Ability to establish and maintain effective working relationships with students, staff,
faculty and the public;
Experience with enterprise applications and process improvement methodologies;
Effectively using interpersonal and communications skills including tact and
diplomacy;
Effectively using organizational and planning skills with attention to detail and
follow through;
Ability to provide technical leadership for administrative applications;
Effectively managing projects related to administrative applications;
Ability to interact with executive management regarding large administrative
application solutions;
Ability to consult and advise departments in relation to software issues and concerns;
Ability to assess and prioritize multiple tasks, projects, and demands;
Effectively supervise, lead, and delegate tasks and authority;
Ability to maintain confidentiality of work related information and materials;
Ability to plan, budget, and operate within an information technology department;
Ability to manage and implement organization-wide administrative software
projects;
Knowledge of application and database design, and operations;
Knowledge of supervisory principles, practices, and methods;

Equipment Used: Personal Computer, imaging equipment, scanners, printers and a variety of
equipment associated with a general office and client server environment.
3.
Software Used: A variety of word processing, spreadsheet, database, e-mail, and
presentation software in addition to Microsoft server operating systems, desktop operating
systems, Microsoft SharePoint and SQL Server, third-party tools for SharePoint
administration and management.

occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include
close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust
focus.
