POSITION DESCRIPTION TITLE: FLSA STATUS: Manger Economic Development Exempt CATEGORY: GRADE: Professional G JOB SUMMARY: Prospect with local businesses to identify and grow training opportunities for El Paso Community College (EPCC) area of Instruction and Workforce Education. Research, network, advertise or other means of generating training interest from local businesses. Develop, negotiate and coordinate with internal and external entities to respond to these requests. Identify and assist in developing grants, contracts and cooperative agreements to grow and identify region training needs. ESSENTIAL FUNCTIONS: YEARLY PERCENT OF TIME 25% 1. Work with local businesses within the community to strategically plan, network and develop training opportunities to promote and support EPCC’s Instruction and Workforce Education programs. Conduct research to identify and address prospective customers, market and build partnerships with new clients; retain and grow existing training opportunities. Manage appropriate EPCC teams which include instructors to determine existing resources and develop a curriculum, work on proposals, bid the training and coordinate bids with Purchasing and Contract Management. 2. Research and assist in completing funding applications/proposals for grants, contracts, and cooperative agreements to generate new funding for the Workforce Education area. Ensure applications and proposals are completed and submitted in a timely manner to corresponding parties. Collaborate with the Workforce departments to develop new programs and expand existing programs. Coordinate with internal Instructional/Workforce departments to develop and implement a comprehensive strategy for Adult Basic Education. 20% 3. Monitor all externally funded projects to ensure compliance with short and long term goals and timelines. Monitor current contract expenditure levels; work with approved budgets and if necessary develop and submit amendments for extensions and renewals. 15% 4. Assist and work with the Vice President of Instruction and Workforce by submitting weekly reports on relevant training opportunities and resources needed to address future projects. Present updates to multiple groups including the Workforce Team and Leadership Team. Travel to meet with business contacts and attend meetings. 15% 5. Develop and manage a tracking system to monitor training opportunities, grants, contracts, and cooperative agreements. Compile research data for reporting purposes, and develop action plans to achieve project goals. Act as EPCC liaison between the business community and instructional departments, provide feedback when appropriate. Participate in business organizations such as Greater El Paso Chamber of Commerce, Rotary Club and other organizations to assist in networking and researching industry training needs. 5% 7. Provide personnel management, direction and guidance to staff and faculty including performance appraisal, coaching, personal and professional development. 5% 8. BUDGET RESPONSIBILITIES: Departmental budget/grants ESSENTIAL QUALIFICATIONS: EDUCATION: Master’s Degree. EXPERIENCE: Three (3) years related experience. CERTIFICATIONS/LICENSURES: Must have a valid Texas driver’s license and insurable by the district’s auto liability insurance carrier; must have a reliable vehicle. SPECIAL SKILLS AND ABILITIES: 1. Skills/Abilities: Strong and effective communication skills; both orally and written; Ability to write, interpret and respond to RFP’s, RFQ’s, and Contract Opportunities; Ability to oversee all phases of grant development to include grant writing; Ability to conduct research methodology, evaluation and assessment; Strong project management experience; Ability to establish and maintain effective working relationships with staff and the public; Strong problem solving skills; Ability to communicate and interact with individuals at all levels of the institution; Strong presentation skills and public speaking; Effective time management to include prioritizing and planning work activities; Ability to understand, analyze and interpret policies and procedures; Ability to work in a diverse environment and be sensitive to issues of diversity and inclusion. 2.
