The project plans are complete. Once the easement acquisition is complete the project will begin the bid phase. During this phase, competitive bids are taken from responsible contractors to perform the work. After City Council approval, the City awards the construction contract to the lowest responsible bidder. Bid phase typically takes six months and construction for this project is estimated to take two years. The monitoring p r o j e c t by State and Federal Agencies for the success of this project will take five years.
