I. Roll Call – Present - Bill Rupert, Stacy Dorethy, Carla Farniok, Holly Fecht, Charlene
Hammond, Tammy Klinedinst, Peter Skrypkun, Wendi Mattson, Kim Sedgwick, Alison
Shook, Karen Trusley, Tammy Fruetug, Pam Bowman.

II. Minutes
a. Motion to approve: Wendi
b. Approved by: Carla
i. All approved with modification of name as drafted from Kim to Wendi in
relation to the desire to purchase stationary.
III. Treasurer’s Report (Carla Farniok) – Reads through treasurer’s report:
a. For the general account (9900770), the beginning balance was $1,688.08. The
following items posted for the month: Raffle ticket sales deposit of $10.00,
luncheon ticket sales deposit of $1,296.00, employee of the month plaque and
plate expense from Engraving by Lin totaling $445.00. The current balance is
$2,549.08.
b. For the scholarship account (882046), the beginning balance was $11,340.66. The
following items posted for the month: contributions at $287.74, non-endow
investment revenue at $6.00, and book award expenses of $500.00. The current
balance is $11,134.40
c. For the endowment fund (884046), the beginning balance was $102,515.00, and
there was no activity for the month

d. Pro-forma Budget
i. Carla estimated expenses for general account in effort to prepare a proforma budget. She estimated annual expenses of $6,360. Revenue
estimated was based on the averages for the following: luncheon ticket
revenue-spring luncheon, raffle revenue- spring luncheon, luncheon ticket
revenue- fall luncheon and raffle revenue- fall luncheon. An additional
$3,700 of contribution revenue and $4,500 of interest revenue was
estimated. This brought the total estimated revenue to $16,860.00.
Total estimated expense is $12,900, including $6,360 relating to general
expense for luncheons, operations, and similar items, $9,000 for
scholarships, and $1,500 for book awards. This is an estimated net loss of
$3,960 for the year.
ii. Bill states we need to look at ways to make about $4,000 more per year or
we will have to cut the number of scholarships down from nine. We have
about a year to step up with money before we have an issue. Carla thinks
the Council needs a committee to address fundraising and how to make
money; Bill said we may need to look at other types of fundraising. He
would like Hilary and Wendi to step up on a committee (Hilary is going
off the Council in May) to brainstorm about fundraising ideas. A few
ideas are shared by the group, and Allison asks if non-attendees at
luncheons buy a lot of raffle tickets – consensus is “yes.” Bill also stated
the winners are now on the Website too, which should help.
IV. Director of Human Resources (Pam Bowman) – Pam talks about employee recognition
for years of service; it will be on April 2nd. She also talks about service awards and
distinguished service awards and asks for nominations to be made.
V. Vice President for Administrative Services Report (Julie DeWeese) – absent
VI. Group Concerns – None
VII. President’s Report (Bill Rupert) – There is an anticipated 4-5% budget cut for higher
education for next fiscal year from the state. There are some FY14 bills coming from
ASME for health, life, and dental insurance; it is anticipated retirees will pay for part of
their insurance.
VIII. Civil Service Employee of the Month (Wendi Mattson) – Peter McMeeken in OPS –
his presentation is March 19th at 11 am.
IX. Employee Advisory Committee Representative (Peter Skrypkun)- Every two years reelect now. Merit based voted to withdraw rule and rectify issue of people being outside
Civil Service who are in it. As college downsizes, people are doing duties across job
classes and makes it easier to push people out of Civil Service. Bill asks how defined
Civil Service positions are.
X. WIU Quad Cities Campus Report (Alison Shook) – Allison says issue with time cards
when closed and not the same as Macomb. Bill says they can differentiate and there has
to be special programing. Allison concerned about getting credit for the time worked.
Peter days you need to talk to supervisor and get “off the books” comp time. Bill said to
talk to Janet Cox in payroll if you have any questions.
XI. Representative Reports to Council
a. Affirmative Action Internship/University Diversity - (Hilary Churchill) –
Absent
b. Website and IT Issues (Jim Buffalo/Holly Fecht) – Holly- nothing new to report.
c. Training and Development (Carla Farniok) – Carla reported the following:
Enrich YOU at WIU is something that Sheila Downin has been working on. The brochure went out Tuesday and the Telestars was sent on Monday. Think Purple Appropriate -­‐ Monday, April 8th from 12:10-­‐1:00 in the Sherman Hall 3rd Floor Auditorium Facebook for FUN! -­‐ Friday, April 26th 1:00-­‐3:00 in Morgan Hall 122 May Day Garden -­‐ Wednesday, May 1st 2:30-­‐4:30 in the Sherman Hall 3rd Floor Auditorium Revise Your Resume -­‐ Wednesday, May 22nd 1:30-­‐3:00 in the Multicultural Center Board Room Reduce the Risk -­‐ Wednesday, June 12th 10:00-­‐11:30 in the Union Sandburg Lounge Anita is facilitating a Performance Evaluation training on Wednesday, March 13 from 9:30am -­‐ 11:00am in the Physical Plant large training room. She would love to see a big crowd for that. Employees can register through Sharon Chenoweth @ 298-­‐1971. Allison questions who for; Carla thinks for supervisors. Two individuals statedtheir department (Physical Plant/janitorial) didn’t get. There are different employees being "spotlighted" each week -­‐-­‐ check out (and LIKE) our Facebook page to see who it is! :) :) Stacey Dorethy was on it right now (see WIU HR) SOOOO much going on these days -­‐-­‐ She would love to have more employees "like" us on Facebook!

f. Social Events & Development (Hilary Churchill/Wendi Mattson)- Luncheon
coming up with theme of disco fever- hard time finding “themed” food.
Meatballs, (another meat), veggie, salad, side, dessert for $9 and we can do tea
and water. Discussion about second meat and everyone thinks chicken- decide on
fingers. Dessert- thinking- half brownies/half cookies. Wendi asks about table
cloths; Holly will check with foundation and Wendi will check with BCA. Wendi
asks if someone will do spreadsheet to track prizes- Charlene volunteers. Wendi
says to let her know if there is anything she is missing and to let her know of ideas
for disco games.
