Wells Fargo Center for the Arts Job Description Job Title: Department: Reports To: FLSA Status: Revised Date: Human Resources Manager Administration Executive Director Exempt 3-2013 Summary The Human Resources Manager is responsible for the delivery of Human Resources services for the Center. The Center has an operating budget of ~$10M, 100 employees half of which are full time, and ~300 volunteers. Major responsibilities include generalist functions and human resources administration. The Manager is accountable for ensuring legal compliance, timely project delivery and working across all departments for the success of the organization. Essential Duties and Responsibilities include the following. Other duties may be assigned. Generalist Identify legal requirements and government reporting regulations affecting Human Resources functions; ensures policies, procedures, and reporting are in compliance with all state and federal laws affecting Human Resources. Implement and update policies in Employee Handbook as necessary; respond to inquiries regarding policies, procedures, and programs. Work with hiring managers to recruit, interview, test, and select employees to fill vacant positions. Work with department managers to analyze job descriptions to keep them updated and complete. Administer performance review program to ensure effectiveness, compliance, and equity within organization. Plan and conduct new employee orientation to foster positive attitude toward company goals. Coordinate management training in interviewing, hiring, terminations, promotions, performance review, safety, and sexual harassment. Administer all Center benefits programs, including Workers’ Compensation. Administer COBRA program for compliance. Keep records of benefits plans participation such as insurance and pension plan, personnel transactions such as hires, promotions, transfers, performance reviews, and terminations, and employee statistics for government reporting. Advise employees and management in appropriate resolution of employee relations issues. Prepare employee separation notices and related documentation, and conducts exit interviews to solicit employee feedback regarding employment satisfaction. Coordinate and design (as appropriate) all-staff training programs. Participate in the coordination of employee and volunteer events. Human Resources Administrator Keep personnel and benefits files updated and complete. Ensure that files are secure, and employee privacy is protected. Initiate Personnel Action Notices for employees as employee changes occur. Work closely with Payroll/Finance to process employee paperwork including vacation/sick/personal time off, salary/title adjustments, leaves of absence, etc.... Complete government agency reporting requests and paperwork associated with requests. Represent organization at personnel-related hearings and investigations. Conduct wage surveys within labor market to determine competitive wage rate. Qualifications To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. A.) from four-year college or university or Master’s Degree (M.A.) in Human Resources preferred; five + years related experience at the Manager level. Strong consulting, relationship building, and conflict management skills. Excellent presentation, facilitation, verbal and written communication skills required. Detail oriented and able to effectively handle multiple priorities. Must be able to effectively interact with all levels of employees and maintain strict confidentiality. Must have ability to maintain a calm demeanor under difficult employee circumstances, ability to work independently and be self-motivated. Strong competence in all HR functions, and excellent working knowledge of compliance and analytics. To perform this job successfully, an individual should have proficiency in Microsoft Office Suite. Measures of Success Ability to drive for results as it relates to building organizational excellence and delivering HR programs. Ability to work with leadership to foster positive and lasting change throughout organization. Ability to interact with Board, Staff, and Volunteers in an effective manner. Ability to complete all HR related activities in a timely manner.
