Charleston County, SC POSITION: ASSISTANT FINANCE DIRECTOR GRADE: MNGR/03 Position #: DEPARTMENT: FINANCE Hiring Range: $62,795 - $107,993 Estimated Annual Salary) This highly responsible professional position directs various financial operations of the County under the direction of the Finance Director. A substantial and crucial responsibility of this position is preparing the annual Comprehensive Annual Financial Report (CAFR) for the County. Successful experience with preparing a CAFR is critical. Strong analytical, financial reporting, organizational and interpersonal skills are critical to be successful in this position. Other duties include: directing staff to ensure accuracy and timeliness of accounting records, acting on behalf of the Finance Director in her absence, personnel management, and reviewing financial reports for errors and omissions. This position serves as liaison with the County’s independent external auditors, prepares information for required regulatory reporting, and coordinates/prepares information for various debt issues. This position also manages and supervises the maintenance of financial accounts detailing assets, liabilities, revenues, expenditures, and equity of County funds in accordance with Generally Accepted Accounting Principles. The Assistant Finance Director is essential to the County’s Emergency Operations Center and is expected to perform duties during an emergency. Professional development is expected to remain up to date regarding the principles, practices and new developments as adopted by the Governmental Accounting Standards Board and Governmental Finance Officers of America. Candidates must have the ability to interpret accounting reports and records and to analyze accounting data for internal control and reporting purposes. Excellent verbal and written communication skills, extensive knowledge of Generally Accepted Accounting Principles (GAAP) for financial reporting as applicable to local government and related computer applications, and proven management, planning and presentation skills are essential. Candidates must also be proficient in WORD, EXCEL and PowerPoint. A valid SC driver’s license or the ability to obtain one prior to acceptance of the position is required. Requirements: A Certified Public Accountant (CPA) License is required. Additional requirements include a Bachelor’s degree in Accounting, Business or other related field, supplemented with 5 – 7 years of related experience in preparing governmental financial statements and audits; OR an equivalent combination of education and experience. Certification as a Government Finance Officer for SC supplemented with a Bachelor’s degree in Accounting and 10 years of related experience working in a local government may be considered.
