We operate over 200 facilities in England, Scotland and Wales and employ
around 2,500 employees. We recycle 1.2 million tonnes of waste each year.

Role Purpose
Reporting to the Operations Director GE+ and directly responsible for the
performance of Lincoln EfW facility, SHEQ compliance, management of the

operations for waste acceptance, plant management and electricity production.
Assisting in managing the contractual interfaces with Linconshire County Council
to ensure the smooth operation of contractual obligations and give client
confidence.
The role includes Health, Safety, Environmental, commercial and budgetary
responsibility as well as management of the operations and maintenance
contracts for the plant. A practical engineer with good commercial awareness will
fulfill this senior position within Green Energy + division. Direct experience would
be a key attribute in the management of EfW facilities, of operations and
maintenance staff, sub-contractors, critical plant, PPM scheduling and setting of
key performance targets to meet company objectives.
The individual must be a team player and able to integrate with an existing team
within GE+ as well as the ability to recruit and develop at team to operate the
facility. The role will include:

The Health, Safety and Welfare of all employees, sub contractors and
support staff at both Facilities, with the support of Group services.

Development of management systems and protocols for operating an EfW
plant..

Responsibility for running the operation within the framework contracts for
the operations and maintenance of Lincoln EFW Facility.

Setting and achieving of goals against an agreed set of personal and plant
objectives for this unit.

Maximising effectiveness and driving out cost savings to improve
profitability.

Maintaining focus on future and impending issues (forward direction) and
minimising (managing) the impact of changes in legislation e.g.: 



PPC
Emissions monitoring
Health and Safety issues.
Demonstrate leadership in developing the team and individuals so that
regular progress towards objectives can be made

Key Responsibilities
1. Health, Safety and Environment


To implement in conjunction with the SHEQ team the Company Health,
Safety & Environmental Policy and development of Safe Working Practices
for all aspects of operation to relevant HSE standards, Risk Assessment,
COSHH requirements, acceptance tests and inspections and application of
good engineering practice.
To be responsible for the overall safe operations and maintenance of all plant
and equipment with the area. To ensure that all employees, visitors and
contractors conduct themselves in a safe manner. To report and rectify any
unsafe equipment, acts or dangerous occurrences.
2. Operations and Maintenance








To ensure that the plant and equipment is operated and maintained to the
appropriate standard.
To ensure that PPM programme is implemented to minimise operational and
compliance risk
To ensure that waste scheduling and plant operations are coordinated for the
benefit of the customer, business targets and stakeholders
To ensure adequate records are kept for audits from internal and external
Stakeholders to demonstrate business competence and compliance.
To maintain KPI’s such that business unit performance can be measured and
monitored.
To ensure that proper and safe working routines and practices are in use and
adhered to across the operations.
To report plant and machinery issues that will impact on business unit
performance.
To develop and foster necessary working relationships with contractors,
suppliers and equipment manufacturers.
3. Financial management


Develop and implement financial budget for the area of responsibility in
conjunction with the FPA, to meet company objectives (annual budget, 5YP
etc)
Responsible for budget forecasting and expenditure controls to meet financial
objectives and customer contractual requirements.

Monitor and report variations against budget and implement necessary
actions to rectify performance against agreed targets.
4. Commercial and Contract Management



To act as the link between councils to deliver the commercial and contractual
interests of the respective contracts in place.
To gain best value for both the Councils and FCC in a fair and equitable
manner.
To implement strategy to develop the facilities.
5. Personnel and Resources




To implement Company Training and Development Policy. Including
development of personnel and team objectives ensuring continuous
development, training and improvement to provide a flexible, motivated work
force capable of maintaining and improving our existing systems.
To organise and allocate resources to company objectives. In particular to
support and where necessary co-ordination of daily activities of individual
contractors to suit the needs of business.
To communicate company and business unit objectives to staff, contractors
and other stakeholders. To foster positive team work and co-operation with
the workforce to meet the needs of the business.
To assist in defining our long-term operational targets, succession planning,
existing resources and future requirements to ensure the future demands of
the business are satisfied.
6. General duties





Promote a culture that satisfies customer needs, company image and
reputation, company values and objectives.
To provide management information relating to our operational activities for
business development activities.
Challenging existing work practices and seeking improvements to achieve
efficient and cost effective solutions.
Close liaison with other contractors and company staff to ensure individual
and business objectives are achieved in an efficient and timely manner.
Flexibility for this role is necessary, with the ability to accommodate flexible
working hours which may include weekend and Bank Holiday work, should
specific problems or business requirements dictate.

Qualifications and Experience (preferred)

Degree educated with a proven track record in an EfW Management
role.

Evidence of a strong technical background in EfW and Waste
Management in general.

Experience in the identification of opportunities that add value to the
bottom line and implementation through good project management
skills.

Experience of a professional and disciplined approach to management,
working in conjunction with operational teams ensuring performance
expectations, service standards and people development are met.

Demonstrable skills in achieving demanding work requirements and
ensuring customer needs are met.

Evidence of the ability to identify and implement change programmes
that have a positive impact on operational and business requirements.
