Presented by Mr. S. Wayne Murdock
Mr. S. Wayne Murdock, CPA is a Senior Managing Consultant with Beason & Nalley, Inc.
Wayne is an expert in Federal Acquisition Regulations, Cost Accounting Standards and all facets of
DCAA audit defense and risk mitigation. Wayne was a key player within the DCAA in developing
certain internal control (ICAPS) programs and training and leading agency initiatives in order to
comply with Generally Accepted Government Auditing Standards. He has a unique expertise in
business systems, information technology, operations and earned value management audits.
Wayne has developed and taught numerous classes on auditing computer based accounting and
management systems, and, currently teaches a class for Federal Publication Seminars on
“Government Audits and Resolving Audit Disputes.”
This event is open to both members and non-members.

President’s Message:
Welcome back everyone!!! I hope you’ve enjoyed a wonderful and relaxing summer and are ready for
an exciting 2011/2012! The Executive Committee has been hard at work planning another exciting
year for the Mid Florida Chapter. Jeff Stingle, Vice President of Programs, is coordinating four (4)
workshops planned for October, November, February, and April that we hope you will find
informative, interesting, and relevant. As always, we are open to suggestions on useful and
worthwhile topics. Our Vice President of Education, Todd Haas, will conduct certification classes to
facilitate member’s pursuit of the CFCM and CPCM. Ken Meyer, Treasurer, continues to forge
relationships with UCF students providing mentorship and familiarization with the Contracts
profession. Sandra Fumei, Secretary, will be supporting the Chapter in all areas. We hope you will
be able to join us and provide us your inputs/questions/comments, as your participation will greatly
enhance our chapter experience.

Featured NCMA Leadership Biographies
In an effort to introduce our membership to those of us who have volunteered for leadership positions
within the Mid-Florida NCMA organization, we will be providing two featured biographies in our upcoming
newsletters. We hope that this information will allow you to feel connected with the Mid-Florida Chapter
leadership.
Ms. Audrey Fogelman: President
Ms. Audrey Fogelman is currently a Contracts Manager for Northrop Grumman
Systems Corporation supporting Ground and Space Network for Information
Systems and a Certified Federal Contracts Manager (CFCM). Audrey has 30+
years experience in the procurement field with 20 years experience in defense and
aerospace industry across multiple disciplines including: Contracts, Subcontracts,
Proposal preparation, negotiations as well as internal and external audits and 10+
years experience in commercial Procurement with a Fortune 500 company.
Prior to joining Northrop Grumman, Audrey worked at CAE Military Simulation and Training, and has worked
at large companies i.e.; Loral Western Development Labs, SAIC as well as small companies. Audrey was a
consultant for five years advising international and small companies desiring to conduct business with the U.S.
Government. Audrey’s education includes a Bachelor of Science in Legal Studies obtained from Barry
University in Miami Shores, FL. During her free time, Audrey enjoys travel, spending time with family and
friends, and outdoor activities.
Mr. Jeff Stingle: Vice President (Programs)
Mr. Jeff Stingle is a Contracts Negotiator and Certified Federal Contracts Manager
(CFCM) with experience negotiating contracts with the US Government,
commercial, and international customers. He serves as the team lead at Lockheed
Martin Global Training and Logistics (GTL) Immersive Training market segment,
working primarily with the US Army PEO STRI. He also currently serves as GTL’s
representative to Lockheed Martin’s Contracts Training Working Group. He has
received excellence awards for his role in key captures of business with the US
Navy and the New Zealand Defence Force and Police.
Prior to joining Lockheed Martin, Jeff Stingle worked for Citrix Systems, negotiating enterprise software
licensing contracts with various Fortune 500 companies. He began his career working at Siemens
Westinghouse Power Corporation, on commercial power plant projects based internationally and in the
US. Mr. Stingle received his Business degree from University of Central Florida and his MBA from
Florida Atlantic University. Mr. Stingle has been a member of NCMA since 2007, was the Distinguished
Graduate of the Class of 2009/2010 NCMA Contract Management Leadership Development Program,
and most recently served as President of the Mid Florida Chapter in the 2010/2011 program year.
His interests also include under-training for triathlons, learning to become less terrible at golf, and doting
on his growing family.
Mr. Ken Meyer: Treasurer
Mr. Ken Meyer is currently the Supervisory Administrative Contracting Officer & Site
Manager for DCMA Special Programs in Orlando Florida. He entered the Army
Acquisition career field in 1992 with the Army Aviation Troop Command (ATCOM) in
St Louis MO and served as a Contract Specialist, Procuring Contracting Officer,
Contingency Contracting Officer and Deputy Program Manager. He joined DCMA as
the Middle East Land Forces Team Leader, in Riyadh Saudi Arabia and has held
various positions within DCMA including Program Integrator and Administrative
Contracting Officer for the Apache Sensors Program with DCMA Lockheed Martin
Missiles and Fire Control in Orlando FL.
Ken earned his MBA at Kansas State University, completed the Advanced Program Manager Course at
Defense Systems Management College (DSMC), is level three certified in Contracting, and a member of the
Army Acquisition Corps.
He has family in southeast Nebraska, is Chairman of the Board of Education & Youth for Peace Lutheran
School Kissimmee Florida, and enjoys travel and camping.
Ms. Sandra Fumei: Secretary
Ms. Sandra Fumei is currently the lead pricing analyst for Warfighter Support Services
programs at Raytheon Technical Services Company. Sandra has over 10 years of
experience in defense and aerospace industry across multiple disciplines of Finance,
including: Pricing, Program Finance, Government Compliance and Internal Audit, and
Financial Planning and Analysis. Prior to joining Raytheon, Sandra worked at CAE
Military, Simulation, and Training, as well as Lockheed Martin where she was a
graduate of the Finance Leadership Development Program (FLDP).
Sandra’s education includes a Bachelor of Science in Business Administration (BSBA, Finance and
International Economics) from the University of Florida, and a Master of Business Administration (MBA) from
Rollins College. She is currently pursuing a Master’s of Accounting (M.Acc.) degree at Florida Atlantic
University (FAU) in pursuit of her Certified Public Accountant (CPA). During her free time, Sandra enjoys
travel, playing piano, sports, and outdoor activities
Mr. Todd Haas: Vice President (Education)
Mr. Todd Haas is currently a Subcontracts Manager at Lockheed Martin Missiles &
Fire Control with over 20 years of experience in multiple disciplines of Materials
Management, to include Planning, Purchasing, Logistics, and Subcontract
Management. Prior to joining Lockheed Martin, Todd worked at other aerospace,
defense and contract manufacturing companies such as Honeywell, ITT, Rockwell
Collins, and Solectron. Todd’s education includes a bachelor’s degree in Management
from USF, and a MBA from UCF. Todd has been APICS certified in Production and
Inventory management (CPIM) and Greenbelt Certified with experience leading Lean
and Six Sigma events. In 2010, Todd passed the certification exam to become a
“Certified Federal Contracts Manager” (CFCM). Todd is married with three children,
and enjoys sports and outdoor activities in his spare time.

Certified Federal Contracts Manager (CFCM) - knowledge and capabilities of the government's
regulatory environment.
Certified Commercial Contracts Manager (CCCM) - knowledge and capabilities for the
commercial environment.
Certified Professional Contracts Manager (CPCM) - knowledge about all facets of contracts
management.

How to become Certified?




Need a Baccalaureate degree from a regionally accredited college or university.
Minimum of 1 year of experience in contract management or a related field (or 5 years for the
CPCM).
Continuing Professional Education - minimum of 80 hours of contract management or related
subjects training (or 120 hours for the CPCM).
Successfully pass NCMA certification exam.
Study Group’s for NCMA Certification Exams to begin in Jan. 2012
The Mid Florida National Contract Management Association (NCMA) Chapter will be forming Study
Group’s to prepare for the Certified Federal Contracts Manager (CFCM) or the Certified Professional
Contract Manager (CPCM) Exams to begin in January 2012. The scheduling format and meeting
locations for the Study Group’s can be flexible and determined based on the interest of the

would be willing to act as a Study Group Facilitator.

CPAG Calendar of Events
NCMA is a member of CPAG (Combined Professional Associations Group).
The CPAG is made up of the Program VP's or Presidents from the Orlando Area Defense
Professional Associations Chapter. The primarily purpose of the group is to address issues of mutual
interest and coordinate program activities. Attached is the CPAG Calendar for remainder of 2011 and
beginning of 2012; we encourage you to support any events that strike your interest.
