THE SOUTH AFRICAN BROADCASTING CORPORATION POSITION: Learning and Development Consultant (3 X positions) DIVISION: Human Resources SUPPORT TO: 1 x Commercial Enterprises and Group Services 1 x News 1 x Stakeholder Relations and Provinces (inland) JOB TITLE: Learning and Development Consultant REPORT LINE: Learning and Development Manager: Training Delivery Indirect report line to Divisional HR MAIN PURPOSE OF POSITION The incumbent will render a one-stop learning and development support and consultancy service to Divisions with specific emphasis on the implementation and evaluation of all learning interventions, and products to support the achievement of divisional and organisational objectives. Provision of an effective and efficient administrative and technical learning and development support service to the Learning & Development / HCS division as well as to internal and external stakeholders and customers, that ensures the professional co-ordination, implementation and facilitation of all learning interventions, that exceeds customer and learner expectations and complies with the relevant financial, procurement , operating performance standards and legislative requirements. KEY ACCOUNTABILITIES Implement the organisational and learning and development strategy to support business objectives. Spearhead the compilation, implementation and achievement of the annual workplace skills plan (WSP) and annual training report (ATR) of the division / province. Support line managers and employees to identify key and relevant learning and development initiatives to address and achieve individual and business requirements. Coordinate all learning and development projects as initiated by GE: Human Capital Services, GM: Learning and Development and divisional human capital services. Facilitate the compilation of vocational qualifications in the development of industry standards through the relevant standard generation bodies. Incorporate relevant unit standards and other legislative requirements into the learning and development materials for client division Source and manage specialist experts to address business specific updates and requirements in relation to legislation, codes and best practise within core business areas. Facilitate learning and development initiatives and programmes of all learning portfolios that is geared towards other HCS initiatives and organisational requirements such as Employment Equity, Performance Management, Retention, Personal Development Plans, DAF, Induction, soft skills Leadership and professional development and operational training programmes. Support the development and delivery of learning and development interventions where circumstances require, in saving costs, build internal capacity and to align and accredit programmes where applicable. Collaborate with line management and divisional and provincial SDC in planning and executing all learning and development interventions. Develop a cost effective and sustainable capacity to execute the division’s learning and development plan. Ensure that the division comply with the relevant SABC policies, labour and skills development legislation. Implement the learning and development operating framework and quality assurance procedures to ensure that all learning interventions are based on properly analysed needs and ROI assessments are conducted to demonstrate value add. Administer the learning and development budget in relation to the learning and development products and services, target population and unit costs. Source and administer registered and accredited providers where necessary to address learning and development needs. Partner with relevant learning institutions to ensure the NSDS, NDP, HRDSA and other related legislation and organisational objectives are achieved. Create awareness of the services rendered by the learning and development department and position learning and development as a strategic business partner. Formulate and submit reports as required by legislation, management and business in accordance to SAP, LMS and training metrics criteria. Develop and maintain healthy working relationships with all business teams and stakeholders. QUALIFICATIONS AND EXPERIENCE 3 year diploma / degree in Human Resource Management / Development Completion of NQF L5 ETDP programme Registered, Assessor, Moderator, RPL advisor will be an advantage Thorough knowledge and understanding of relevant divisional strategies, processes and systems Highly computer literate with MS packages and MS project management skills Professional Registration with SABPP / IPM Experience, knowledge, Attributes Minimum 3 -5 years related experience within the HRD / HRM field Group Dynamics and Diversity understanding. Willingness to work long hours when required and travel to different provinces where the SABC has presence when required. Ability to effectively influence and manage people. Understanding of the SABC mandate and News and Current Affairs, Stakeholder Relations and Commercial operations (where applicable) Thorough understanding of SAQA and NQF Ability to interact with senior and executive management. Knowledge and understanding of BCEA, EEA, LRA, SDA, NQF, NSDS, SAP, SAQA, NDP,HRDSA, and relevant SABC policies and broadcast legislation Operating knowledge of SETA’s and ETQA Skills Proven written and verbal communication skills.
