REQUEST FOR INFORMATION FOR THE MUSIC RESEARCH/AUDITORIUM MUSIC
TESTING
The information is requested to obtain a clear view of available solutions in the marketplace,
which will add the expected value within the budget and deliverables from the music research
project. The “Request for Information” allows a fair and equal opportunity for SA vendors to
advise and direct the SABC to the best available and fit for purpose solution to help the SABC
achieve its mandate.
1. AIM AND PURPOSE OF THIS PHASE
To gather information regarding the music research and auditorium testing solutions available
on the market that will enhance business functions and improve efficiencies of the SABC.
The purpose of this phase is to:
1.1 allow interested companies an opportunity to submit required information to SABC Radio
1.2 allow SABC Radio to evaluate information submitted by tendering companies
1.3 allow SABC to consider the affordability of submissions made by tendering company
1.4 invite companies to submit detailed proposals in the next phase
2. BACKGROUND
The SABC has progressed through its 76 year tenure in great thrust and with excellent ambition
and leadership. The road certainly has not been smooth nor easy, though its longevity tells the
tale is its ultimate success being anointed a South African Super Brand. The success of the
SABC’s reign, and that of the victor of every great battle, had a common thread – effectively
executed strategic thrust guided by great foresight and affirmed with comprehensive intelligence.
Music testing is a relatively young science and, over the years, a number of different ways of
testing music have been established (e.g. Call Out, auditorium, and the diary method).
In our highly competitive and volatile business, audience listening patterns change more rapidly
than ever before. Meaningful audience trends develop in less than four weeks and for this
reason call out music research becomes even more imperative.
SABC Radio is made up of 18 ICASA Licensed radio stations (3 public commercial stations and
14 public broadcasting stations and 1 community radio). The link below will assist in acquiring

Weekly call out music testing, was used recently by SABC PCS stations proved to be an
exceptional methodology given the fact that tracks were tested weekly, results provided in a
relatively short time period, and the SABC could thus use the information to compile their
playlist on a weekly basis. The Call-Out music research involved calling listeners weekly and
playing a song hook for listeners to rate.
In 2004 Auditorium music research was conducted for PBS radio stations where respondents
were recruited and invited to a central venue where research took place. A song hook and
genre compilations were to a room of +- 200 respondents who then had to rate the tracks on a
likeability scale as well as day part suitability.
Music testing is crucial for PCS stations as they are music driven formats with daily playlists that
have to remain relevant. PBS Stations results’ will provide stations with crucial intelligence for

revamping and managing current playlists in accordance with listeners’ track and genre
expectations.
In light of the above; SABC Radio invites suitable Research Companies to respond to this RFI
3. SCOPE
The prospective vendor will be responsible for the design; development and implementation of
the following deliverables and services: A solution for testing audience responses to music
played on SABC Radio stations (PBS and PCS).These must include:

An estimated cost of reaching; gathering data and reporting per respondents per
station in the market they operate in
4. CONTRACT DURATION
Looking at the complexity of a music research and auditorium research; SABC Radio intends to
enter into a contract for a minimum period of three years if the corporation decided to request
for proposals.
5. EVALUATION CRITERIA
The RFI evaluation is based on the information received. The detailed evaluation criteria will be
applicable in the RFQ / RFP should SABC decide to go this route.
6. BUDGETARY COSTING
The Tenderer shall bear all costs and expenses associated with preparation and submission of
its tender, and the Corporation shall under no circumstances be responsible or liable for any
such costs, regardless of, without limitation, the conduct or outcome of the bidding, evaluation,
and selection process.

SABC get an accurate costing and assist us by including the following as well:

7. CONSORTIUMS, JOINT VENTURES AND SUB-CONTRACTING REGULATIONS
7.1 SUB-CONTRACTING
7.1.1 A tenderer will not be awarded points for B-BBEE status if it is indicated in the tender
documents that such a tenderer intends sub-contracting more than 25% of the value
of the contract to any other enterprise that does not qualify for at least the points the
tenderer qualifies for, unless the intended sub-contractor is an exempted micro
enterprise that has the capacity and ability to execute the sub-contract.
7.1.2 A tenderer awarded a contract may not sub-contract more than 25% of the value of the
contract to any other enterprise that does not have an equal or higher B-BBEE status
level than the tenderer concerned, unless the contract is sub-contracted to an
exempted micro enterprise that has the capability and ability to execute the subcontract.
7.1.3 A tenderer awarded a contract in relation to a designated sector, may not sub-contract
in such a manner that the local production and content of the overall value of the
contract is reduced to below the stipulated minimum threshold.

8. DECLARATION OF INTERESTS
8.1 Any legal or natural person, excluding any permanent employee of SABC, may make an
offer or offers in terms of this tender invitation. In view of possible allegations of favouritism,
should the resulting tenderer or part thereof be awarded to:
(a) any person employed by the SABC in the capacity of Tenderer, consultant or
service provider; or
(b) any person who acts on behalf of SABC; or
(c) any person having kinship, including a blood relationship, with a person
employed by, or who acts on behalf of SABC; or
(d) any legal person which is in any way connected to any person contemplated in

8.2 Failure on the part of a Tenderer to fill in and/or sign this certificate may be interpreted to
mean that an association as stipulated in paragraph 1, supra, exists.
8.3 In the event of a contract being awarded to a Tenderer with an association as stipulated in
paragraph 1, supra, and it subsequently becomes known that false information was provided in
response to the above question, SABC may, in addition to any other remedy it may have:
recover from the Tenderer all costs, losses or damages incurred or sustained by
SABC as a result of the award of the contract; and/or
cancel the contract and claim any damages, which SABC may suffer by having to
make less favourable arrangements after such cancellation.

10. NOTICE TO INTERESTED TENDERERS
10.1
BRIEFING SESSION
No briefing session is required for this project.
10.2 REQUEST FOR INFORMATION DOCUMENTS
10.2.1 The Request for Information shall be used in preparation for the proposal; the SABC
assumes no responsibility for errors or misinterpretation resulting from the use of an
incomplete Request for Information.
10.2.2 The SABC will avail/send copies of the Request for Information on the above terms,
does so only for the purpose of obtaining information for the project and does not
confer permission for any other use.
10.3
INTERPRETATIONS
10.3.1 All questions about the meaning or intent of the Request for Information shall be
submitted in writing to the SABC on the set closing date. Replies will be issued via
Addenda through electronic mail to all parties recorded by the SABC as having
received the Request for Information response. Questions received less than three (3)
days prior to the submission date will not be answered. Only questions answered by email via the tender office will be binding. Oral and other interpretations or clarifications
will be without legal effect.
10.3.2 Interested tenderers should promptly notify the SABC of any ambiguity, inconsistency,
or errors which they may discover upon examination of the Request for Information

10.4 SUBMISSION PROCEDURES
10.4.1 Final tenders in duplicate (plus electronic copy) must be deposited into the tender
box on or before the closing date. Tenders must be lodged in the South African
Broadcasting Corporation's Tender Box, Main Entrance, Radio Park Office Block,
Henley Road, Auckland Park, Johannesburg, by not later than 12-noon on the closing
date as specified.
The tenders must be enclosed in a sealed envelope which must have inscribed on the outside:

10.4.2 Electronic Copy of Tendered Equipment List
Tenderers are requested to supply (in the tender response documentation) 1 (one) original
hardcopy, 1 (one) copy of the original and a soft copy of the tender document. The
equipment list and pricing schedule within the electronic copy shall be a Microsoft Excel
2002 or later version (editable) compatible (or importable alternative) spread sheet. Pricing
submitted in Acrobat is not acceptable. It must be submitted with the tender on CD ROM
media as size demands
