The “Request for Information” allows a fair and equal opportunity for SA vendors to advise and direct the SABC to the best available and fit for purpose solution to help the SABC achieve its mandate. 1. AIM AND PURPOSE OF THIS PHASE To gather information regarding the music research and auditorium testing solutions available on the market that will enhance business functions and improve efficiencies of the SABC. The purpose of this phase is to: 1.1 allow interested companies an opportunity to submit required information to SABC Radio 1.2 allow SABC Radio to evaluate information submitted by tendering companies 1.3 allow SABC to consider the affordability of submissions made by tendering company 1.4 invite companies to submit detailed proposals in the next phase 2. BACKGROUND The SABC has progressed through its 76 year tenure in great thrust and with excellent ambition and leadership. The road certainly has not been smooth nor easy, though its longevity tells the tale is its ultimate success being anointed a South African Super Brand. The success of the SABC’s reign, and that of the victor of every great battle, had a common thread – effectively executed strategic thrust guided by great foresight and affirmed with comprehensive intelligence. Music testing is a relatively young science and, over the years, a number of different ways of testing music have been established (e.g. Call Out, auditorium, and the diary method). In our highly competitive and volatile business, audience listening patterns change more rapidly than ever before. Meaningful audience trends develop in less than four weeks and for this reason call out music research becomes even more imperative. SABC Radio is made up of 18 ICASA Licensed radio stations (3 public commercial stations and 14 public broadcasting stations and 1 community radio). The Call-Out music research involved calling listeners weekly and playing a song hook for listeners to rate. In 2004 Auditorium music research was conducted for PBS radio stations where respondents were recruited and invited to a central venue where research took place. A song hook and genre compilations were to a room of +- 200 respondents who then had to rate the tracks on a likeability scale as well as day part suitability. Music testing is crucial for PCS stations as they are music driven formats with daily playlists that have to remain relevant. PBS Stations results’ will provide stations with crucial intelligence for 4 RFI Number: RFI/MR/14/05 Title: Music Research revamping and managing current playlists in accordance with listeners’ track and genre expectations. In light of the above; SABC Radio invites suitable Research Companies to respond to this RFI 3. SCOPE The prospective vendor will be responsible for the design; development and implementation of the following deliverables and services: A solution for testing audience responses to music played on SABC Radio stations (PBS and PCS).These must include: 3.1 Methodology and approach 3.2 Research design 3.3 Reporting 3.4 Project management and client service 3.5 An estimated cost of reaching; gathering data and reporting per respondents per station in the market they operate in 4. CONTRACT DURATION Looking at the complexity of a music research and auditorium research; SABC Radio intends to enter into a contract for a minimum period of three years if the corporation decided to request for proposals. 5. EVALUATION CRITERIA The RFI evaluation is based on the information received. The detailed evaluation criteria will be applicable in the RFQ / RFP should SABC decide to go this route. 6. BUDGETARY COSTING The Tenderer shall bear all costs and expenses associated with preparation and submission of its tender, and the Corporation shall under no circumstances be responsible or liable for any such costs, regardless of, without limitation, the conduct or outcome of the bidding, evaluation, and selection process. 5 RFI Number: RFI/MR/14/05 Title: Music Research Please gather the costing of the different elements within your proposed solution to help the SABC get an accurate costing and assist us by including the following as well: 6.1 The envisaged breakdown of the costing is required. 6.2 The cost of possible options. 6.3 Cost of possible development plus hours. 6.4 Indirect costs associated with the delivery of the service 7. CONSORTIUMS, JOINT VENTURES AND SUB-CONTRACTING REGULATIONS 7.1 SUB-CONTRACTING 7.1.1 A tenderer will not be awarded points for B-BBEE status if it is indicated in the tender documents that such a tenderer intends sub-contracting more than 25% of the value of the contract to any other enterprise that does not qualify for at least the points the tenderer qualifies for, unless the intended sub-contractor is an exempted micro enterprise that has the capacity and ability to execute the sub-contract. 7.1.2 A tenderer awarded a contract may not sub-contract more than 25% of the value of the contract to any other enterprise that does not have an equal or higher B-BBEE status level than the tenderer concerned, unless the contract is sub-contracted to an exempted micro enterprise that has the capability and ability to execute the subcontract. 7.1.3 A tenderer awarded a contract in relation to a designated sector, may not sub-contract in such a manner that the local production and content of the overall value of the contract is reduced to below the stipulated minimum threshold. 7.2 DECLARATION OF SUB-CONTRACTING 7.2.1 Will any portion of the contract be sub-contracted?
