Job Description – G - H Posts (Without Management Responsibility) Job Title: Strategic Land Use Officer Post No: CBC/ Grade: H Division: Built Environment Location: Cheltenham (Municipal Offices) Responsible to: Strategic Land Use Manager Responsible for: N/A Part A: Job purpose The post of Strategic Land Use Officer is one of 4 reporting to the Strategic Land Use Manager The post holder will support the Spatial Planning Manager in terms of service delivery, service management and development, policy advice and resource management for the areas of activity listed within Part C. Part B: Key result areas a) to keep in touch with current practice, changes in legislation, identify future trends and advise the Spatial Planning Manager and Team Leader accordingly; b) to prepare and present reports associated with own service area for relevant meetings, as requested by the Spatial Planning Manager and Team Leader c) to undertake risk management within the corporate policy. d) to ensure that the council’s equal opportunities policies are followed and actively practice social inclusion within own service unit. 2. Physical resources a) to ensure all resources (including IT hardware and software) are used safely, legally and efficiently. b) to undertake work in accordance with standing orders, financial regulations and all other council policies and maintain systems for ensuring financial probity; 1 of 6 Model JD grades G-H non management August 2009 3. Professional / technical a) to maintain personal professional/technical competence within the service area in part C; b) to monitor legislation and the technical press for new developments and bring them to the attention of the Spatial Planning Manager and Team Leader; c) to support the Director in meeting all statutory requirements, best practice standards and other performance indicators; d) to keep self up to date with current professional/technical practice; e) when required, to provide support to relevant meetings, and to offer professional advice. 4. Other responsibilities a) to respond to changes to the unit’s responsibilities arising from changes in legislation, good practice and other service pressures; b) to ensure personal compliance with the Data Protection Act, Freedom of Information Act, Regulation of Investigatory Powers Act (RIPA) and any other specific legislation that impacts upon, and exists to protect, the corporate health of the organisation, where relating to service delivery. c) to ensure compliance with responsibilities specified within the current Health, Safety and Welfare Policy commensurate with level of employment. d) to carry out any other duties that may be required commensurate with the general level of responsibility for the post. Part C - Specific Service Areas 1. To support the Strategic Land Use Manager in the production of the Gloucester, Cheltenham and Tewkesbury Joint Core Strategy within the defined timescales. 2. To support the Strategic Land Use Manager in the production of the wider Local Plan for Cheltenham and Supplementary Planning Documents within the defined timescales. 3. To prepare and give evidence at future public local inquiries for the Gloucester, Cheltenham and Tewkesbury Joint Core Strategy and the wider Local Plan for Cheltenham. 3. To identify spatial planning issues in relation to Council strategies and plans, and prepare reports for cabinet and council as appropriate. 4. To prepare objections and give evidence at public inquiries and appeals/hearings outside the borough boundary in accordance with decisions of the council or cabinet. 2 of 6 Model JD grades G-H non management August 2009 5. Working with the Group Directorates to ensure that the Local Plan and Joint Core Strategy support the community plan and the Council’s key corporate aims. 6. Working with the Strategic Land Use Manager and Development Manager (Built Environment) to ensure that the development plan policies for Cheltenham are implemented satisfactorily. 7. Working with wider Directorates of the Council to facilitate the development and implementation of the Council’s statement of community involvement. 8. To support the Strategic Land Use Manager in contributing to and responding to the development and implementation of planning policies/strategies developed at the national level. 3 of 6 Model JD grades G-H non management August 2009
