B. Bidders should have completed, within ten (10) years from the date of submission and
receipt of bids, a single contract similar to the Project, equivalent to at least fifty percent
(50%) of the ABC. The description of an eligible bidder is contained in the Bidding
Documents, particularly, in Section II. Instruction to Bidders.
C. Bidding will be conducted through open competitive bidding procedures using nondiscretionary pass/fail criterion as specified in the Revised Implementing Rules and
Regulations (IRR) of Republic Act 9184 (RA 9184), otherwise known as the “Government
Procurement Reform Act”.
Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations
with at least seventy five percent (75%) interest or outstanding capital stock belonging to
citizens of the Philippines.
D. Contractors/applicants who are interested in the DPWH civil works are required to register
prior to the set schedule of submission of bid while those already registered shall keep
their records current and updated. Contractor’s eligibility to bid on the project will be
determined using the DPWH Contractor Profile Eligibility Process (CPEP) and subject to
further post-qualification. Information on registration can be obtained at DPWH website
www.dpwh.gov.ph or Central Procurement Office (CPO), 5th Floor, DPWH Bldg.,
Bonifacio Drive, Port Area, Manila from 8:00 A.M. to 5:00 P.M.
E. A complete set of Bidding Documents may be purchased by interested Bidders from the
address below on July 17 to August 5, 2015 and upon payment of a nonrefundable
fee for the cost of Bidding Documents.
It may also downloaded free of charge from the website of the Philippine Government
Electronic Procurement System (Phil-GEPS) and the website of the Procuring Entity,
provided that bidders shall pay the fee for the Bidding Documents not later than the
submission of bids.
F. The Department of Public Works and Highways - Quezon City I District Engineering
Office will hold a Pre-Bid Conference on July 24, 2015 at 2:00 P.M. at Quezon City I
District Engineering Office Conference Room, which shall be open only to all interested
parties who have purchased the Bidding Documents.
G. Interested bidders may obtain further information from Department of Public Works and
Highways - Quezon City I District Engineering Office and inspect the Bidding Documents
at the address given below from 8:00 AM to 5:00 P.M.
H. Interested Bidders must submit Class “A” Documents and Financial Statements at least
seven (7) calendar days and the Technical Documents (complete/on-going projects) at
least fifteen (15) calendar days before the deadline for the submission/opening of bids
to the DPWH-Civil Works Registry, per D.O. No. 03, series of 2015 dated January 05,
2015.
I. Interested contractors are also required to present the originals of the following
documents for authentication and issuance of Bid Documents: a) PCAB License; b)
Contractors Registration Certificate (CRC); c) Certificate of Safety Officer Seminar from
DOLE; d) Phil-GEPS Order Form (DRL); e) Certificate of Materials Engineer Accreditation;
f) Equipment Proof of Ownership, prior to dropping of bids.
J. Bids must be delivered on or before August 5, 2015 at 9:00 A.M. at Quezon City I
District Engineering Office Conference Room-Sta. Catalina St., Brgy. Holy Spirit, Q.C. All
bids must be accompanied by a bid security in any of the acceptable forms and in the
amount stated in ITB Clause 18.1.
K. The Bidder’s proposed CSHP shall be in accordance with DOLE D.O. No. 13 series of
1998 and its Procedural Guidelines to be submitted as part of the first envelope
(Technical Proposal) during the bidding process and later the winning bidder shall
submit the same for approval of the DPWH Authority, subject to concurred of by the
DOLE.
Bids will be opened on August 5, 2015 at 1:00 P.M. in the presence of the authorized
bidders’ representatives who choose to attend at the aforesaid bidding. Late bids shall
not be accepted.
L. The DPWH-Quezon City I District Engineering Office reserves the right to accept
or reject any bid, to annul the bidding process, and to reject all bids at any time prior to
contract award, without thereby incurring any liability to the affected bidder or bidders.
