The OCEC, (Orange County Engineering Council) was held at the
Crown Plaza Hotel in Costa Mesa and entertained 200
participants. Amongst them were our ver y own LA SPE
nominated winners: Mike Utt (Distinguished Engineering Merit
Award), Alejandra Ulloa (Young Engineer Award), Kimberly
George (Outstanding Engineering Student Award), Mr Asim
Shakour (Outstanding Engineering Student Award), Mr Soham

The SFVEC (San Fernando Valley Engineers Council) was held at
the Sheraton Universal Hotel, Universal City and entertained
approximately 600 participants, and I was honored to have been
nominated for Distinguished Engineering Merit Award. We do
have more engineering winners and some surprises so please refer
to the special section of the newsletter under “Celebrating
Engineers Week” for all awardees.

• The second MESA Day (Mathematics, Engineering, Science,
Achievement) activities are being planned for Saturday (March
8th) and will be held on the CSULB School of Engineering
campus. Please contact Scott Hara (scotthara@yahoo.com)
Next month we will be “hopefully” advertising our revised Scholarship
program and I look forward to the leadership of Brian Tran one of our
newer Board of Directors and current Scholarship Chair to move this
forward. Under the new balanced budget criteria, which was voted in,
there will be $13000 available for the scholarships to be more
equitably distributed to all the SPE Student Chapters. I hope to get
the board of directors to vote for the new scholarship changes in
March so that we can actually get on with getting our candidates. I
want to personally thank Mike Utt who had created our first revised
scholarship plan based on a more equitable distribution to all the SPE
student Chapters and with a focus of returning the dollar amount
back to levels that we had typically seen in the past.

So who funds these scholarships? The lion’s share of the funds comes
from the annual golf tournament. I have been promised that this year
will be the most successful!! So look out for it in this newsletter it will be held at Los Serranos CC in
Chino Hills on May 2, 2014.
Finally our monthly meeting will be held at the Petroleum Club on Tuesday March 11th and we have the
pleasure of listening to Mike Flores, Luna & Glushon. He will be discussing “SB-4 and the Future of
Hydraulic Fracturing in California”. I suspect this will be a well-attended forum!!

SB-4 and the Future of Hydraulic Fracturing in California

Abstract
A discussion of SB-4 including the legislative journey to its creation, a look at the mandated EIR
process and an overview of the DOGGR Requirements for 2014.
The use hydraulic fracturing or "fracking" as the environmentalists like to call it, has created a weather
storm of critique aimed at the oil & gas industry in California not seen since the Santa Barbara
Channel oil spill of 1969. After much debate in the legislature, the release of two major studies stating
hydraulic fracturing does not pose any environmental risk, and the realization by the Governor that
the full exploration (including the use of hydraulic fracturing) of the Monterrey Shale may create an
unprecedented economic boon to the state, a compromise was reached and at the end of the 2013
California Legislative Session, Senate Bill 4 was passed and signed into law.
The bill established new rules for the practice of "well stimulation" activities undertaken by oil and gas
operators. In the bill, "well stimulation" practices are defined and they include hydraulic fracturing,
and other treatments that include increase the flow of oil and natural gas to wells and then to the
surface for recovery. Also, as per the statute, on January 1, DOGGR released Interim Well Stimulation
Regulations and then to follow, on January 1, 2015, permanent regulations are to be adopted.
Additionally, a statewide EIR is to be completed by July 15, 2015.
Biography
Mike Flores, a legislative affairs specialist with Luna & Glushon,
serves on the National Board of Directors of the American
Association of Professional Landmen (AAPL), where he is a
member of AAPL’s Legislative Affairs Committee and the Public
Lands Committee. He is a member of Independent Petroleum
Association of America (IPAA), the Western States Petroleum
Association (WSPA), and the Los Angeles Association of
Professional Landmen (LAAPL), where he is the Legislative Affairs
Co-Chair, and is a member of the Bakersfield Association of
Professional Landmen (BAPL) where he is the Legislative Affairs
Chair. In addition, Mike writes a monthly oil & gas legislative
update for the LAAPL and BAPL newsletters and authors the
California Field Report for the Landman2, AAPL's bi-monthly
national magazine. MIke is a graduate of UCLA and is a past Vice
President of the UCLA Alumni Association.

LASPE EDUCATIONAL OUTREACH PROGRAM
California State University, Long Beach, School of Engineering,
Saturday March 8 and April 12, 2014 from 8am to 1pm
UCLA, School of Engineering, Saturday April 5, 2014 from 8am to 1pm
Our LA Basin SPE Section has committed to work with over 1400 local high school and middle
school students who wish to attend and graduate from four-year universities with math,
engineering, and science-based degrees.
This is our opportunity to encourage these students, by engaging them with hands-on science
demonstrations, judging their projects, being a test proctor, and simply talking to them.
We will be working with the Mathematics, Engineering, Science Achievement (MESA)
program at their annual MESA Days. Middle and High School projects and rules can be found
at http://mesa.ucop.edu/mesa_day_rules. The Middle School MESA Day is March 8 at CSULB.
The Regional MS MESA Day is April 5 at UCLA and the Regional HS MESA Day is April 12 at
CSULB.
Volunteers can select which day(s) to attend and three ways to participate:
! Test Proctor for competitive Math curriculum tests for both the middle and high school
students; Arrive 8am, finish about 11am. Interact with students before test. Need 7-8
volunteers per day. These volunteers can later judge competitions, or be on a panel.
! Judge a MESA Day Project Competition. Pick a project and read rules; Arrive 8am, finish
about 1pm. Need 15-20 volunteers per day.
! Teach or Demonstrate Science-based principles to the students through hands-on projects
or speak on a panel session. Arrive by 8am, finish about 1:30pm. Need 8-12 volunteers per
day. We have some project ideas, and appreciate your input for several more hands-on
science projects. Looking for SPE YPs and Students for panel sessions.
Volunteers will be served a continental breakfast and lunch. This is a fun day to mingle with
students and teachers and serve our community. As you can see, we will need about 30-40
volunteers each Saturday, so please join us and encourage your friends and family members to
volunteer too.

over $40,000.

amount of their time to give a talk at the Local Universities, which have or are forming SPE Student
Chapters. These academic institutions include USC, CSULB, UCI and UCLA, who students are
interested in the Petroleum Industry and want to learn about the different jobs that are available in
the LA and surrounding areas.
Specifically we would like to hear from Drilling Engineers, Completions Engineers,
Production Engineers, Reservoir Engineers, Facilities Engineers, Geologists, Petrophysicts
and Management.

USC$Professor$Iraj$Ershaghi$Received$The$Highest$Honor$By$Becoming$A$Member$Of$The$
NaBonal$Academy$Of$Engineers
At a Feb. 18 reception in the Ronald Tutor Hall, USC President C.L. Max Nikias, USC
Viterbi Dean Yannis C. Yortsos and others honored two distinguished USC Viterbi School
of Engineering faculty who have just been named members of the National Academy of
Engineering (NAE), the highest professional distinction accorded an engineer.
Professor Ershaghi is the Omar Milligan Professor of Petroleum Engineering in the Mork
Family Department of Chemical Engineering and Materials Science, executive director of
the Center for Interactive Smart Oilfield Technologies at USC, and executive director of
UKC (USC - Kuwait Oil Company Center). Ershaghi has made innumerable contributions
to the university. Among his many distinctions and awards, in 2012 he received the SPE’s
highest distinction, the Honorary Member Award, and in 2010, the John Franklin Carll
Medal. Under his leadership of over 27 years as its chair, the USC Petroleum Engineering
Program has become one of the most renowned in the nation. An internationally known
expert in petroleum technology, Ershaghi also helped establish a number of innovative
programs in the curriculum, including the nation’s first and only master's in petroleum
engineering in smart oilfield technology. As co-director of CiSoft, a unique partnership
between USC Viterbi and the Chevron Corp., Ershaghi has played an integral role in its
success by helping to build teams of university scholars, scientists and students to undertake
important research. In recognition of its educational impact, the Orange County
Engineering Council last year named CiSoft as the OCEC Engineering Project of the Year.
The NAE was established in 1964 under the charter of the National Academy of Sciences as
a parallel organization of outstanding engineers. Members have distinguished themselves
in business and academic
management, in technical
positions, as university faculty,
and as leaders in government

Nicholas Perkins Hardeman Academic Leadership Award
Since Dr. Jalal Torabzadeh joined the Mechanical Engineering Department at CSULB in
1986, he has worked tirelessly on behalf of the university.
A member of the Academic Senate since 1999, Dr. Torabzadeh has helped draft and pass
many policies, including policies on Retention, Tenure and Promotion, University Awards
Committee, Research, Scholarly and Creative Activities, Undergraduate Advising, Student
Evaluation of Teaching, and the Graduation Writing Assessment Requirement.
He became a member of the Academic Senate Executive Committee in 2005 and served as
Vice Chair of the Senate in 2008-09. He also served on the Senate's Nominating Committee
and is a member of the Program Committee for the Academic Senate Retreats.
With service on more than 18 University committees, councils and task forces during his 27year career, Dr. Torabzadeh has had an impact on a wide variety of issues from enrollment
management to grade appeals and advising. In addition to numerous committees for the
department and the College of Engineering, including the Department and College
Curriculum Committees and the ABET Accreditation Committee, Dr. Torabzadeh has
served on the University Resource Council, University Lottery Committee, Faculty
Personnel Policies Council, the University's Western Association of Schools and Colleges
Accreditation Committee and served as the Co-chair of the WASC Subcommittee on
Student Success, University Task Force on RTP Policy and Procedure, just to list a few. His
professionalism, integrity, ethical values, kindness, willingness to hear others' viewpoints and
exceptional analytical skills have earned him the respect of his colleagues Universitywide.
Currently the interim chair of Mechanical and Aerospace Engineering (MAE), Dr.
Torabzadeh served as the Mechanical Engineering Program
Coordinator and Undergraduate Advisor and Vice Chair for
MAE from 2001 - 2013. He was an Adjunct Professor in the
Petroleum Engineering Program at USC from 2000-2009. He
has been a consultant with Chevron, The Gas Company, the
Petroleum Technology Transfer Council, West Coast Resource
Center since 2010. He is also active in numerous professional
organizations like the American Society for Engineering
Education, the Society of Petroleum Engineers, the Los
Angeles Council of Engineers and Scientists and the Orange
County Engineering Council. He is the recipient of many
academic and professional awards including Distinguished
Engineering Educator, TRW Excellence in Teaching, SPEI
Fellow, SPEI Distinguished Member, SPEI Outstanding
Ser vice, PTS Outstanding Ser vice, and CSULB CFA
Outstanding Service awards.

2014 OCEC Honors & Awards Banquet Recognizes the Best of Engineering In
Southern California
The 2014 OCEC (Orange County Engineering Council) Honors and Awards Banquet attracted more than
200 participants and was held at the Crown Plaza Hotel in Costa Mesa, on February 22 during the
National Engineers Week. The event was kicked off by an invocation and the pledge of allegiance. The
after-dinner keynote address by Dr. Yoseph Bar-Cohen, Ph.D., Senior Research Scientist and Supervisor of
t h e Ad v a n ce d Te c h n o l o g i e s Gr o u p a t J P L ( Je t Pr o p u l s i o n L a b o r a to r y ) , p r o v i d e d a n
informative perspective on the present and the future of Humanlike Robots.

Dean James Moore and Professor Iraj Ershaghi from USC, Professor Jalal Torabzadeh from Cal State
Long Beach, and Dr. Sam Sarem, OCEC Executive Director..
The subsequent presentations to the Award winners began with the recognition of Outstanding Students
from local academic institutions. Young Engineers from companies across Orange County were cited for
their exceptional contributions. Outstanding Engineering Merit Awards and Distinguished Engineering
Merit Awards were presented to outstanding engineers from industry and government. Key engineering
projects ranging from aerospace improvements to major civil constructions received Project Achievement
Awards. Similarly, academic excellence was recognized by presenting Outstanding Engineering Educator
Awards and Distinguished Engineering Educator Awards to faculty from academic institutions in
Southern California, and STEM Awards to High School and Middle Schools STEM Programs and STEM
Educators. This year, there was a tie for the Engineering Project of the year. The winners were the
Orange County Sanitation District-Plant No. 2 Headworks Replacement Project and Boeing Space &
Intelligence Systems’X-37B, the US’ most advanced state of the art reentry space craft. Orbital Test

Finally, as stated above, the most prestigious President’s Award was presented to Dr. Stephen C-Y Lu of
USC.

SPE STUDENT CHAPTERS NEWS
CSULB SPE Student Chapter Newsletter Feb 2014
February has been a great month for CSULB’s student chapter. Firstly we had a membership drive
where Baldev Gill, LASPE Chair, was kind enough to come out and give an interesting and informative
talk about the Wilmington Oil Field. During this meeting we signed up 21 new members! We also
walked them through the online SPE.org student signup.
February 17th to the 21st was E-Week, a national weeklong celebration of engineering. The College of
Engineering’s student organizations teamed up to have a week of exciting engineering themed events.
SPE members participated all week long in the E-lympics, a series of engineering based challenges
from a paper airplane competition to an Engineering Jeopardy quiz game. The kickoff to the week was
the Opening Ceremonies where SPE members and officers helped set up, hand out free pizza, and
cleaned up. We also had a table set up to talk to students about Petroleum Engineering and sign up to
become members. And on our table we were able to proudly display our new SPE chapter banner,
thanks to the support of LASPE. Thanks to all of the board members for their support!

We held special elections on February 18th to fill our vacant board. Our new board is as

Kim George for Outstanding Engineering Student. Congratulations to not only to Dr. Rahai
and Kim, but also to those honored from our sister chapters at USC and UCI.

USC SPE Student Chapter February 2014 Activities
USC SPE Spring Annual General Meeting
On February 4th, the USC SPE Chapter held its Annual General Meeting (AGM) of the spring
semester 2014. The event started with a brief social, allowing chapter members to mingle over light
refreshments. Following that, the current board members took to the stage to highlight past events
that have been put on by the chapter in the previous semester. They also presented a summary of
planned future events during the spring semester. The board then welcomed the Director of USC’s
Petroleum Engineering Department, Dr. Iraj Ershaghi who delivered a talk titled: “What can you do as
a Petroleum Engineer?” He detailed the career paths and roles of petroleum engineers in the modern
petroleum industry. Dr. Ershaghi also expounded on current advances in petroleum engineering
technology with the increasing application of information technology, smart oilfield technologies,
challenges related to deep water developments, unconventional resources, and other professional
activities including intellectual property laws, oil and gas investment and R & D. In total, more than
60 students were in attendance for the AGM, representing undergraduates and graduate students from
the USC Petroleum Engineering Program and other related departments.

USC SPE Student Chapter February 2014 Activities continues
USC SPE Chevron Paper Competition
On February 20th and coinciding with Engineering Week 2014, USC SPE, under the sponsorship of
PTE, CiSoft and Chevron, organized a challenge competition among the students in the Petroleum
Engineering Program and other departments. The competition saw teams consisting of 5-7 students
working on an assigned petroleum engineering problem. They later presented their solutions to a panel
of judges including two from Chevron, one of whom participated virtually and one on campus as well
as Dr. Don Paul, the Executive Director of the USC Energy Institute. A total of 5 teams participated,
where each team presented was given 10 minute to present their novel approach for solving the
problem. After each and every team had presented, the judges discussed their verdict. At the end, the
team consisting of Atefeh Jahandideh, Pannayod Kritsadativud, Diego A Vasquez, Lichi Deng, Zelong
Wang, Jianzhang Wu, and Watanapong Ratawessanun emerged as the winner. The winning team took
home participation certificates, Chevron gas cards, journals, flash drives as well as a SPE bag.

USC SPE Student Chapter February 2014 Activities continues
Engineering Week 2014 Technology Showcase
In conjunction with Engineering Week 2014, a week-long event that celebrates the profession of
engineering, USC SPE partnered with Viterbi’s Klein Institute of Undergraduate Engineering Life
(KIUEL) to put up a technology showcase panel. On February 19th, the chapter set up a table at the
university’s Engineering Quad where a variety of tools from the oil and gas industry were put on
display. Such tools included drill bits, casing strings, drilling mud additives and centralizers. In addition
to that, the chapter also played a video presentation detailing the usage of specific tools in the drilling
and production of oil wells.
The showcase panel drew the attention of curious students and chapter volunteers were on hand to
help explain to them the functions and uses of each tool. The event garnered a positive response as
many people visited the table, including officials from KIUEL. Furthermore, the showcase panel also
succeeded in obtaining several new student sign-ups and helped increase the visibility of the chapter
on campus.

UCI SPE Student Chapter Continues to Grow
The UCI SPE Chapter held its second general meeting on January 30th. The president of UCI SPE
Chapter, Asim Shakour had a compelling power point presentation on the UCI SPE Chapter and
giving back to the community. He touched about upon several benefits of being a UCI SPE Chapter
member and how one can grow as an individual/engineer by being involved with a professional society,
such as, SPE. The presentation was concluded with Q&A for the speaker by all who attended the
meeting (members and non-members). Also, all who attended had to state their name and tell
something interesting about themselves. This was implemented successfully at the end of the meeting
to simply break the ice amongst those who were contemplating about joining the UCI SPE Chapter.
On February 21,st the UCI SPE Chapter held its third general meeting. Our chapter had the wondrous
opportunity of having Dr. Steven Cheung be a guest speaker. Dr. Cheung gave a riveting power point
presentation on the different aspects of petroleum engineering and the essentials needed to be a good
petroleum
e n g i n e e r.

1. The meeting was called to order at 10:35 AM. A quorum was met.

3. Brian Tran moved that the November 13th 2013 meeting minutes be approved. Eric Withjack

4. Treasurer Reports:
For December 2013, income exceeded expenses by $261. Late receipts from the September Forum
($675) and the December Forum ($560) plus a donation through PayPal from Halliburton to fund the
YP’s December event ($728) more than offset expenses of $512 for the December Forum, $440 for
the newsletter and website and $750 for the December YP event.
The total value of LASPE’s assets was $63,941 as of December 31, 2013, consisting of $32,689 in
working funds and $31,252 in reserve funds.

will talk with Larry to see what will be the cost in case he receives info 1 week in advance.
11. Professional Outreach for speakers for Student Chapters, to be discussed later.
12. UCI Student SPE Kick-Off Meeting on January 16 requests $138 for refreshments and logistics; 3
Speakers to attend: Devon Shay, Baldev Gill, Ted Frankiwicz.. Steve Cheung moved to approve the
$138 for refreshment and logistics, Brian Tran seconded. Approved
13. WNAR Denver 2014 Meeting Update. April 17-18 will see in Denver the WNAR Meeting, we need
essentially more attendants and registrations, and more sponsors/advertisement. Also need to check
on the Petrobowl status.
14. Scholarship Committee will be chaired by Brian Tran, other committee members until 2014 will be Eric
Withjack, Steve Cheung, Mike Utt, Ted Frakiewicz.
15. Section Activities:
We are looking for Speakers and DL for February, March, April and June, Dan Clark is one of them.
USC, CSULB, UCI are setting up meetings for discussing SPE Memberships and election of Student
Representatives;
Scott Hara is in touch with Students Chapters to set up the HES “International Health Environmental
Safety” Meeting the 1st of this kind. A Kick-Off Meeting will be done soon.

A Message From The Tournament Chairman
Another year has gone by since we had the last LA SPE Annual Golf Tournament. I
am happy to announce that last year’s tournament generated $22,000 which was
used to award many scholarships. Everyone who participated in the tournament is
to be congratulated.
The development of today’s youth is the major focus of the Los Angeles Basin
Section of the Society of Petroleum Engineers. Through community outreach, our
members visit schools to tell the story of oil and its importance in our daily lives.
The LA SPE provides scholarships to high school and university students pursuing
and engineering or science curriculum. We support annual high school science fairs
and fund programs to introduce high school teachers to the petroleum industry.
The LA SPE Annual Golf Tournament is the major funding vehicle for the afore
mentioned programs and is the major oil industry golf tournament in Southern
California.
Please join us and enjoy a day of great golf, camaraderie and support for our
programs. Every year I meet new people and reacquaint myself with old friends.
