CEE22.13 MINUTES RESOLVED that the Minutes of the Meeting of the Council Efficiency and Effectiveness Overview and Scrutiny Committee held on 10 June 2013, having been previously circulated, be taken as read and confirmed as a correct record and signed by the Chairman. CEE23.13 FORWARD PLAN The Chairman asked Members if there were any queries with regard to the Forward Plan: As there was the Overview and Scrutiny Board to scrutinise the Overview and Scrutiny Committees, should there likewise be a Working BOROUGH OF POOLE – COUNCIL EFFICIENCY AND EFFECTIVENESS OVERVIEW AND SCRUTINY COMMITTEE – 22 JULY 2013 Party to scrutinise the various Working Parties? The Chairman responded that it would be included for discussion at the next scheduled Chairman’s Briefing. CEE24.13 Was there an update on the Corporate Performance Strategy? The Chairman explained that the date when it was due to come before Committee would be confirmed in the near future. When was the Beach Polo Petition due to come before Committee? The Chairman responded that the precise date was to be finalised, but likely to be in September. Did the Working Party have to finalise the Corporate Property Strategy and Corporate Asset Management Plan and if so, when? The Head of Financial Services explained that it was due before the Committee in October. EXCLUSION OF THE PUBLIC AND PRESS It was Moved, Seconded and RESOLVED that in accordance with Section 100A(4) of the Local Government Act 1972, the public and press be excluded from the meeting for the following item(s) of business on the grounds that it/they may involve the likely disclosure of exempt information as defined in Paragraph 3 of Part 1 of Schedule 12A of the said Act as the public interest in withholding the information outweighs the public interest in disclosing it. CEE25.13 REVENUE AND BENEFITS SERVICE – PARTNERSHIP OPPORTUNITY BOROUGH OF POOLE AND STOUR VALLEY PARTNERSHIP The Head of Financial Services explained key points in the Confidential Report, which were considered by the Committee, outlining the case for the Council to merge with the Stour Valley Partnership (Christchurch Borough Council, East Dorset District Council and North Dorset District Council) for the joint provision of Revenues and Benefits Services. RECOMMENDED that (i) Cabinet and Council Approve establishing a Partnership which brings together the Borough of Poole and Stour Valley Partnership for the future delivery of Revenue and Benefit Services. (ii) Establish a Joint Committee structure from October 2013 with two representatives from each Council and to be designated as the Stour Valley and Poole Partnership Joint Committee to oversee the establishment of the Management Team, agree performance targets and agree the Partnership Business Plan for 2014/15. BOROUGH OF POOLE – COUNCIL EFFICIENCY AND EFFECTIVENESS OVERVIEW AND SCRUTINY COMMITTEE – 22 JULY 2013 (iii) Approve that the Partnership implements a joint management structure with effect from the 1 April 2014 onwards to manage existing staffing resources at SVP and Poole. (iv) Approve the alignment of all other services identified in the Business Cases for consideration by the Joint Committee prior to approval by each Council. (v) Agree the cost sharing principles set out in the Business Case as detailed in the Confidential Report. (vi) Delegate to the Portfolio Holder in liaison with the Head of Legal and Democratic Services and the Head of Financial Services the ability to agree the final Partnership agreement.
