Welcome and introductions (Tiffany Dombrowski):
Tiffany (NAWCTSD AIM Program Manager) greeted the FRB attendees and thanked them for participating. She then introduced CAPT Oakes (NETC N7) who briefed the group on NETC’s perspective about the AIM program and how it fits into NETC’s long-term enterprise learning content goals.

NETC N7 status (Roy Hoyt):
Roy (NETC N74) briefed the group based on the PPT presentation posted on the AIM information Web page. He reported that all promulgated NAVEDTRAs are being revised and will be consolidated into a single comprehensive guidance document.
He also announced that effective 16 Apr 12, NETC will promulgate a NETC Note requiring that all future learning content development in the NETC domain will follow the business process in
NAVEDTRA 136 and use the CPM/LO Module tools for planning, analysis, design, development, and maintenance.
Roy confirmed that efforts to integrate the NAVEDTRA documents with the Naval Aviation
Training System (NATS) Handbook developed by Dr. Kelli Plagis will resume in about Sep 12 with
Leslie Mazzone of SLC leading the NETC community effort. This schedule is being driven by plans to complete ongoing revisions to the existing versions of the NAVEDTRA documents by that time as well as expectation that the new OPNAV N9 organization business processes will be formalized by then.
As far as current learning content business process guidelines are concerned, NETC N7 will update the NKO and ILE websites 16 Apr to reflect most current version. Roy requested that
FRB members provide feedback and recommendations to enable NETC to revise NAVEDTRAs.
During a wrap-up discussion about assessments in the new NETC learning content architecture,
John Wishall (NETC N72) encouraged the group to ensure that tests are initially built in the AIM
I/AIM II/LO Module test modules to begin migration to Atlas Pro. Bruce Bare (NETC N62) reported that there are still some problems in moving data between CeTARS and Atlas pro, but he confirmed that if test items are built in the AIM test module, there is a better chance of question types aligning to make that migration easier.

Bruce briefed the group based on the PPT presentation presentations on N6 issues and on
Enterprise Training Management Framework (ETMF) posted on the AIM information Web page.
Russ McNair (NETC N62 ETMF project technical lead) and Emmett Henderson (business process re-engineering consultant to NETC from H2PC) assisted Bruce in describing and explaining the business process and rationale behind the ongoing ETMF project.
Following Bruce’s presentation, Leslie Desenburg (NETC N741) provided the group a brief
Serena demonstration in support of the new NETC TPP approval and submission process.
4.
NETPDTC hosting of AIM tools (Peg David, Roy Hoyt, AIM team):
Peg (NETPDTC N62) briefed the group based on the PPT presentation posted on the AIM information Web page.
5.
Lessons learned from CNATT/CSFE NETPDTC hosting of AIM tools (CNATT/CSFE):
Current NETPDTC AIM I and AIM II Central Site users – CNATT, CSFE, CID, and SSP – provided feedback to the group and to NETC staff on their experience in implementing their particular
Central Site instances, the status of their new Central Site learning content business process, and issues that need to be resolved going forward to streamline those business processes and enhance user and manager productivity. POC information on those Central Site administrators and those planned for communities with Central Site instance implementation now in process are provided in Peg’s PPT in the previous item.

MT Continuum status (Gerry Cullison, Tiffany Dombrowski, Mark Campbell, Jamie Stewart):
Gerry (SSP SP-2056) briefed the group based on the PPT presentation posted on the AIM information
Web page. NETC staff and the FRB attendees generally asked Gerry a number of process questions and indicated considerable interest in the process that SSP has used to do this end-to-end NAVEDTRA
136/CPM-LO Module planning, analysis, design, and development process. Gerry assured CAPT Oakes that the CBT toolset used in the MT Continuum project, Venus.net from LSI Inc., is readily available to the government for use by government staff or other contractors and is supported by LSI for software updates. He also stressed that all phases of the MT Continuum training process, both ashore and afloat, ILT and self-paced, will be tracked by a GOTS LMS, SeaWare, developed and supported for the submarine force by NUWC Newport. Roy Hoyt requested that Gerry and his MT Continuum team accept responsibility for the ongoing revision of NAVEDTRA 136 to ensure that their business process and lessons learned get thoroughly integrated into the new revision. Review of Aug 11 FRB Meeting action items (Tiffany Dombrowski):
This item ( PPT presentation ) was deferred and consolidated with the review of new Action Items from this meeting as part of the wrap-up agenda item on 5 Apr.
8.
FRB NAVEDTRA 136 business process refinement (Tiffany Dombrowski, Roy Hoyt, AIM team):
Tiffany, Roy, Jamie Stewart, and Danette Likens briefed the group based on the PPT presentation posted on the AIM information Web page. Jamie briefed the team about CPM/JDTA and LO Module versioning with a separate PPT and posted JDTA and LO Module white papers on the AIM information
Web page for FRB review. Danette briefed the group on a proposed CPM-based approach to media selection modeling in the FEA process with a separate PPT and posted a white paper on the AIM information Web page for FRB review. Roy confirmed that NETC N74 has reviewed and approved the versioning and media selection model white papers and encouraged all FRB members to review them and provide detailed comments by 30 Apr 12.
Roy also confirmed that NETC N72 is in process of revising the NETC Business Case Analysis
(BCA) instruction and directed that the AIM team should not act on any BCA issues until that revision is complete. Based on a question from the group, Roy also confirmed that, for use of the process of separate contracting process for Front-end Analysis (FEA) under the
NETC/NETPDC IDIQ contract, any NETC Learning Center must have a TPP (POST-FEA/BCA) approved before letting the development contract.
9.
AIM/CPM Briefing & Demo on In‐Process and Potential Future Software Capabilities (Jamie
Stewart, Danette Likens):
Jamie and Danette briefed the group about in-process enhancements to AIM I, AIM II, and CPM-LO
Module and discussed recommended future upgrades based on the PPT presentation posted on the
AIM information Web page.
10.
Community involvement in JDTA and NAVEDTRA 136 learning content projects (FRB
community representatives):
Yvette Bartholomew (CPPD support from CTC) briefed the group on a new CPPD blended learning project with the CTC CBT authoring tool interfacing with AIM LO Module. This project is in the early exploration phase among CPPD, NETC N74, and the AIM team. Yvette briefly demonstrated the CTC toolset. This toolset will be available as GOTS to other government users as coordinated between CPPD and NETC N74, subject to resolution of who will support the toolset for wider Navy community use.
Karen Pohl (LSO at NAVSPECWARCEN) reported that her organization is also beginning to explore a possible prototype project using CPM/LO Module to re-develop an existing course into NAVEDTRA 136 structure/format and indicated she will have more to report at the next
FRB meeting as the project progresses.

AIM interfaces with technical data products (Jim Ferrall):
Jim (AIMEREON AIM Pgm Mgr) briefed the group based on the PPT presentation posted on the
AIM information Web page. He reviewed the status of traditional AIM-to-IETM interfaces, new
S1000D Issue 3 interface for E-2D program, and S1000D Issue 4.0 interface support per the ADL
CoLab Reduction of Total Ownership Cost (RTOC) project completed in Sep 11. He also discussed with the group the possible NAVSEA (PMS-401) implementation of ADL CoLab RTOC project lessons learned and prototype tools. There were no questions or requests for side-bars
/ follow-on Web meetings.

Tiffany, Yvette, and Dave Donnelly (LSO at CSFE) briefed the group based on the PPT presentation posted on the AIM information Web page.

ACR & FRM Requirements Refinement (Ron Zinnato, Roy Hoyt, all):
Based on the PPT presentation posted on the AIM information Web page, Ron (AIM Lead
Engineer at NAWCTSD) led the group in reviewing AIM Change Requests (ACRs) discussed and prioritized at the Aug 11 FRB meeting as well as those new ACRs generated since the last meeting. Roy Hoyt assured attendees that NETC N7 will resource all approved ACRs on CPM and LO Module as part of implementing the new NAVEDTRA 136 learning content business process.
He requested that the group select their top 10 priorities among the remaining traditional AIM
I/II ACRs and that NETC N7 will fund those priorities as well to smooth the process of migrating from NAVEDTRA 130 (AIM II) and NAVEDTRA 131 (AIM I) to the new NAVEDTRA 136 process supported by CPM and LO Module. He then directed Ron to archive the remaining traditional
AIM I/II ACRs but stressed that NETC N7 does not plan to invest any resources in acting on those items.
14.
Wrap‐Up & Review of Action Items (Tiffany Dombrowski):
Tiffany led the group in finalizing the draft Action Items from the presentations and discussions during this meeting. Final Action Items are posted on the AIM information Web page and will be tracked monthly by the AIM team. She also reviewed the status of action items originated at the Aug 11 FRB meeting.
Per Roy Hoyt’s direction, Tiffany plans to host the next FRB meeting in Orlando on 18-20 Sep. Roy encouraged all government attendees to get their travel requests in soon to ensure that their commands have adequate resources to support their travel to the September FRB.
