SAVE THE CHILDREN INTERNATIONAL ROLE PROFILE TITLE: Legal and Compliance Counsel (Maternity cover) TEAM/PROGRAMME: Legal LOCATION: London GRADE: TBC CONTRACT LENGTH: maternity cover - 9 months with possibility of extension CHILD SAFEGUARDING: Level 2: either the post holder will have access to personal data about children and/or young people as part of their work; or the post holder will be working in a ‘regulated’ position (accountant, barrister, solicitor, legal executive); therefore a police check will be required (at ‘standard’ level in the UK or equivalent in other countries). ROLE PURPOSE: The role holder is responsible for leading on the development and management of legal, regulatory and compliance processes in relation to its international program operations in over 60 countries worldwide. The Legal & Compliance Counsel will also provide regulatory and compliance assistance and advice, in relation to other activities of Save the Children International and its Swiss association parent entity. In the event of a major humanitarian emergency, the post-holder will be expected to work outside the normal job description and be able to vary working hours accordingly. SCOPE OF ROLE: Reports to: General Counsel Staff reporting to this post: Legal & Compliance Paralegal Budget Responsibilities: None KEY AREAS OF ACCOUNTABILITY : Legal, regulatory and compliance support and advice Provide high quality professional support on a range of legal, regulatory and compliance issues affecting international operations. This will include issues arising under UK law, local law in countries where the organisation operates, and internationally, in relation to global program operations. Advise on the organisation’s obligations for legal and regulatory compliance, including on fraud, terrorism financing, bribery and corruption, money laundering, sanctions, data protection and other applicable regulatory regimes. Procuring external advice where necessary. Develop, manage and support processes and tools to secure compliance with policies and procedures reflecting legal compliance requirements. Support and monitor training to assure compliance with legal and regulatory requirements and best practice. Recommend changes where appropriate to improve compliance and drive implementation of improvements by engaging internal and external stakeholders. Keep abreast of external developments in order to plan and prepare for future changes. Manage compliance reporting to the board, Save the Children members, regulators and law enforcement authorities, including serious incident reporting to the Charity Commission. Liaise across other centre and regional/country teams and with member organisations in relation to legal compliance matters as above. Carry out any other duties either additional to or instead of those outlined above which may be reasonably required. EXPERIENCE AND SKILLS Essential: Knowledge and experience of one or more of: UK company law, charities law, anti-fraud, terrorism, data protection and/or bribery laws. Knowledge and experience of other applicable regulatory regimes in the UK and internationally is highly desirable. Sound judgement and ability to manage multiple stakeholders and tasks in a pressured environment. Skilled at applying technical expertise to solving problems in a practical way. Proven ability to think strategically and to rapidly analyse and synthesise complex information from different sources. Strong time management skills and able to work to tight deadlines. Strong attention to detail. Proven ability to communicate technical and complex information and ideas to different audiences (both up and down the organisation). Diplomacy and excellent interpersonal skills. Remains calm under pressure and able to work with a wide range of people at all levels and across different cultures. Ability to work in other languages (French, Arabic or Spanish). Experience advising on and managing regulatory and compliance requirements and processes in the UK and internationally. Experience liaising with regulators and/or law enforcement authorities.
