Rostock ships sailed the Baltic and the North Sea but also the seas of the world. The foundation of the university in 1419 ushered in a temporary flowering of learning and culture. By the end of the 16th century the decline of the Hansa and the shift of trading routes led to a weakening, and later to the loss, of Rostock's predominance. The buildings of the city's historical core suffered considerable destruction during the last war. THE OPEN UNIVERSITY This is one development in education in which Britain can claim to have led the world. It was started in 1969. It allows people who do not have the opportunity to be ordinary 'students' to study for a degree. Its courses are taught through television, radio and special written coursebooks. Its students work with tutors , to whom they send their written work and with whom they then discuss it, either at meetings or through correspondence. In the summer, they have to attend short residential courses of about a week. PUBLIC LIBRARIES In comparison with the people of other western countries, the British public buy relatively few books: However, that does not necessarily mean that they read less. There are about 5,000 public libraries in Britain (that is about one for every 12,000 people ). On average, each one houses around 45,000 books. A recent survey showed that 70% of children between the ages of four and sixteen use the local library at least twice a month, and that 51% of them use it one a week or more. In addition, and unfortunately, many British people seem to prefer libraries to bookshops even when they want to own a book. INCREASING YOUR CONFIDENCE IN LISTENING Many people who listen to a foreign language think that the speakers of that language speak very quickly and 'eat their words'. Because they do not understand every word, they often feel that they are missing essential information. You need to get used to listening to English without feeling panic or frustration when you don't understand everything. Regular listening will improve your confidence in understanding English spoken at different speeds with different accents. Learning to listen effectively does not mean simply listening.
