TAN TOCK SENG HOSPITAL
Quote for the Appointment of an Operator to set up and manage fruits and drinks labeled
with Healthier Choice Symbol (HCS) vending machines at Tan Tock Seng Hospital (TTSH).
1.
Introduction
Tan Tock Seng is the second largest hospital in Singapore with 17 clinical disciplines and
15 outpatient clinics. These include Anesthesiology, Cardiology, Diagnostic Imaging,
Emergency Medicine, General Medicine, General Surgery, Respiratory Medicine,
Infectious Disease, Geriatric Medicine, Rehabilitation Medicine, Rheumatology, Allergy
and Immunology, Ophthalmology, Pathology and Laboratory Medicine, Orthopaedic
Surgery, Otorhinolaryngology, Psychological Medicine and Clinical Epidemiology. TTSH,
today has almost 4,000 staff.
The 1400 bed hospital is equipped with state-of-the-art facilities and medical equipment.

Tan Tock Seng is built at the junction of Moulmein Road / Thomson Road just next to
Novena MRT station.
The Hospital is more than a hospital, we bring quality services to our patients and visitors
according to their needs. The retail space within the building is located on the first level
and comprises a food court, flower shop, photo shop, bookstore, optical shop, organic
products shop and other food and beverage outlets.
2.
Management of Operations – Overview
The appointed operator shall set up and operate the fruits and drinks labeled with Healthier
Choice Symbol (HCS) vending machines for the patients and visitors of TTSH.
The fruits vending machines shall be operated to provide the best service and products to
patients, visitors and staff, at competitive prices.
3.
Duration of the Appointment
The appointed operator shall operate the vending machines for a minimum period of 1 year
with an option to re-new the contract for a period of 1 year subject to the discretion of the
Hospital.

Vendor Eligibility
a. $10,000 paid up capital
b. Provide reference check

Proposal Specifications
Annex A
For the realization of the vending machines, the vendor shall be required to propose a
comprehensive plan and strategy for the Hospital assessment. The proposal shall include
the following salient information:
a. Vendor must submit visuals of the vending machines. To include details such as the
dimensions of the vending machines.
b. The vendor shall provide proposed locations of all the machines they intend to install
at.
c. The vendor shall provide technical specifications such as the power point, electrical
supply or water supply requirement.
d. The vendor shall be required to provide suitably trained staff to provide best customer
service.
e. The vendor shall manage the vending machines with the needs of the customers in
mind and shall be required to use his / her initiatives in offering various types of
customer services which would leverage its position as a valuable service provider in
this aspect.
The vendor shall thus be required to advise the Hospital of the extent of their vendor
contacts and its relevant experience in the marketing and sale of such products.
f.
The vendor shall provide the items and prices. Any additional items please include
more pages to the list.
g. License fee shall be imposed on the operator for the vending machines. The vendor
shall therefore be required to propose to the Hospital a monthly license fee.
A specimen copy of the License Agreement pertaining to the vending machines, which
may be subject to changes, shall be available for perusal at the Materials Management
Department at a later specified date and at the expressed request from the vendor.
h. Proposed Operation Hours
24 hours daily

Advertising and Promotion
All media related to vending machines by the awarded operator shall be proof read and
subject to the Hospital prior approval before release to the public.
7.
Quote Submission and Presentation
All vendors are to submit triplicate copies of their quote proposals/ offers. Vendors are also
required to do a quote presentation of the proposals if and when requested by the Hospital.
8.
Format and Contents of Quote Submission
The submissions should include :

a. Executive Summary
Please provide a brief outline of the scope of your proposal, summary of total
investments and recommendations.
b. Overview Profile of Vendor
In addition to a compulsory submission of the vendor Registration Profile attached,
you shall be required to outline your experiences and expertise relevant to management
of the retail outlet.
c. Detailed Proposal to Proposal Specifications as outlined in Point 5 above
d. Projected Sales & Breakeven Forecast
e. Marketing and Promotion Plans
9.
Final Written Agreement
The awarded vendor shall be issued a Letter of Acceptance and to subsequently enter into
final written agreement with the Hospital.
