This will be done due to a DOT project to clear the construction limits for the widening of Joe Frank Harris Pkwy (State Route 3) on Georgia Department of Transportation project PI #: 0001574. Description of Type of Changes Planned: This project will place approximately 3.7 KF of fiber optic cable from the existing slack loop at the intersection of Joe Frank Harris Pkwy and Massell Dr to the new easement at F 1168 Joe Frank Harris Pkwy. The fiber cable will be sized per CLR Section 1.10.3. Place a MESA-2 cabinet and a 2700 pair Xbox, in addition to the fiber optic cable. Turn up the multiplexer and metallic DISCS systems and terminate the new NPG pairs in the 2700 pair X-box. Place approximately 0.375 KF of copper cable ranging in size from 900 to 600 pairs and cut the X-box serving area for P 3.1 Joe Frank Harris Pkwy to the new X-box at F 1168 Joe Frank Harris Pkwy. Place approximately 1.4 KF of fiber optic cable from the existing slack loop at the intersection of Grassdale Rd and Thornwood Dr to the easement at 100 Thornwood Dr. The fiber cable will be sized per CLR Section 1.10.3. Place a MESA-2 cabinet in addition to the fiber optic cable. Turn up the multiplexer and metallic DISCS system. Place approximately 0.7 KF of 600 pair copper cable from the new MESA-2 cabinet to the intersection of Thornwood Dr and Grassdale Rd and throw the underground copper feeding the 8 Magnolia Dr X-box. Back feed NPG pairs through the sheath vacated by the previous throw then throw the underground copper feeding the R 1364 Joe Frank Harris Pkwy X-box. A detailed cost analysis determined it was more cost effective to place fiber and DLC then perform the cutovers to replace the copper cables like for like outside of the road widening construction limits. Description of Reasonably Foreseeable Impact of the Planned Changes: After this work is completed, metallic facilities from the Central Office to the effected area will no longer be available. Unbundled loops that are defined as compatible with Digital Loop Carrier (DLC), e.g., those defined to transport POTS-grade service, will be transferred to the new DLC system. Competitive carrier employing unbundled loops that are defined to require metallic facilities, e.g., Digital Subscriber Line (DSL) or line sharing circuits will be notified individually. At the time of this submittal, there are no circuits impacted in the geography affected by this notification. This notification is intended to allow the effective carrier to convert the circuit to one compatible with DLC. It should be noted that if a competitive carrier obtains an unbundled loop that has been defined to transport POTS-grade service, but then utilizes the POTS-grade to provide DSL service, AT&T has no knowledge of the presence of DSL. In such case, AT&T has no basis to notify the carrier and there will be no means to continue DSL service.
