DEPARTMENT OF PLANNING, TRANSPORT AND INFRASTRUCTURE ROLE STATEMENT Learning and Development Team Leader – Infrastructure Public Transport Services Division Classification Level ASO7 ANZSCO Code 599999 Organisation Overview The Department of Planning, Transport and Infrastructure (DPTI) serves the South Australian community by enabling the safe and efficient movement of people and freight across the state and facilitating development of the State’s infrastructure, in accordance with South Australia’s Strategic Plan and the State Infrastructure Plan. Learning and Development Section Overview The Learning and Development Section within the Public Transport Services Division (PTS) of DPTI is responsible for the development, delivery and recording of PTS staff training requirements to meet divisional business goals and strategies and assist in the compliance of the Rail Safety Act 2007 and other legislative and regulatory requirements. As an Enterprise Registered Training Organisation (ERTO), the Section is also required to operate in a manner that is compliant with the requirements and obligations of the Australian Skills Quality Authority (ASQA). Role Overview The Learning and Development Team Leader – Infrastructure is responsible for: leading a team including managing work objectives and outcomes and establishing and monitoring work priorities; managing the development, delivery, assessment, review and evaluation of technical and operational training programs and requirements for PTS; utilising expert technical and training experience to achieve the high level outcomes of the position in compliance with ASQA requirements; providing expert advice and support to managers and staff across the division relating to learning and development issues in an electrified environment. Key Relationships The Learning and Development Team Leader – Infrastructure: is accountable to the Manager, Learning and Development; builds effective working relationships with other L&D Team Leaders and provides mentoring and coaching in technical areas for members of the Learning and Development Team; and liaises extensively and forms collaborative relationships with internal customers, service providers, external regulatory bodies and stakeholders. Active participation in industry networks. 533569264 Key Outcomes Provide comprehensive leadership of a team including: o managing work objectives and outcomes; o performance management; o establishing and monitoring workloads and priorities; o providing appropriate supervision and guidance; and o day-to-day operations and administrative duties of the team. Significant stakeholder consultation, on a technical level within a multidisciplinary environment to ensure effective working relationships and building of a customer focused, responsive team to support the effective achievement of quality training outcomes. Lead the facilitation of communication across all disciplines of infrastructure and operations relating to technical training requirements in line with the Rail Safety Act 2007 and other legislative and regulatory requirements. Lead the initiation, development, design, implementation and delivery of technical training and assessment programs, materials and tools including the outsourcing of this work where appropriate and formulation of strategies to address current and future technical training requirements, skill needs and gaps. Lead the evaluation, validation and quality assurance of technical training and assessment programs, materials and tools to ensure compliance with ASQA standards, business group requirements, best practice training and adult learning principles. Significant contribution towards the maintenance and development of the accreditation of the division as an Enterprise Registered Training Organisation in providing nationally recognised training and assessment. Provide expert technical consultancy services and high level advice across the division on a diverse range of complex and sensitive L&D matters including written reports and recommendations and in particular, technical requirements in an electrified environment. Act as an agent of continuous improvement within a challenging environment and adopt a positive personal approach to change and innovation. Support in shaping processes and a culture that encourages change and innovation. Maintain comprehensive up to date knowledge of industry standards relating to an electrified environment, relevant legislative and regulatory requirements in terms of operational and technical knowledge and skills, as well as training and assessment methodologies and practices. Provide advice and regular written updates to the Manager, Learning and Development on the progress of work objectives and priorities within the team. Coach and mentor the Team Leader – Operations in technical training requirements and assist where possible in the delivery of operational outcomes. Significantly contribute to the development, implementation and review of section plans and policy. Certificate IV in Training and Assessment or higher. Person Capabilities Proven experience in leading a team and the ability to work collaboratively in a team environment, including the ability to co-ordinate the output of a unit, work independently under broad direction, set priorities, plan and deliver high volumes of work to achieve outcomes within set timeframes. Recent, comprehensive experience and significant knowledge and competence in a high risk environment along with a broad understanding of a range of technical disciplines. Experience in a training environment and significant level of knowledge relating to national training packages, structure of competency standards and development of training materials (i.e. lesson plans, instructional materials and assessment tools). Highly developed communication and negotiation skills and the ability to collaboratively problem solve in a multidisciplined environment.
