POSITION DESCRIPTION TITLE APS Level Section/Branch/Group Location: Regional Manager – Compliance Operations EL 2 Compliance Operations Sydney The Environment On 1 July 2011, the Australian Skills Quality Authority (ASQA) became the national regulator for Australia’s vocational education and training (VET) sector. ASQA is a Commonwealth Statutory Authority with responsibility for registering training providers and accrediting courses, and regulating quality outcomes against national standards. ASQA will be administered from Melbourne with regional offices in each state and territory capital and administrative functions are performed in each regional office. These Regional Manager – Compliance Operations position will be based in Sydney. Purpose The Regional Manager – Compliance Operations will formulate strategies and policies, based on sound risk management principles, and in accordance with delegated authority, to manage the compliance assessment of registered training organisations (RTO) against regulatory requirements, including: The Australian Quality Training Framework, and/or The National Code of Practice for Registration Authorities and Providers of Education and Training to Overseas Students, and/or Other purposes as required (for example, where there is a formal arrangement between the National VET Regulator and a State/Territory Government purchasing authority to validate funding contract compliance). The Regional Manager – Compliance Operations will manage the performance of a diverse team that comprises Principal Compliance Auditors, Lead Compliance Auditors, auditors under contract to ASQA, and other staff performing related functions to ensure that the risks to quality vocational education and training are managed and governments, industry and consumers can have confidence in the qualifications issued, and the training and assessment services provided by registered training organisations. The Regional Manager – Compliance Operations based in Adelaide will coordinate ASQA’s client and stakeholder communications strategies. The Regional Manager – Compliance Operations in smaller regional offices (eg. Hobart, Canberra, Darwin, Perth) may be required to conduct audits of RTOs, when operational convenience demands. GPO Box 9928 Melbourne Victoria 3001 ABN 72581678650 www.asqa.gov.au The Job The Regional Manager – Compliance Operations will perform the following key duties and tasks: Leading the implementation of the compliance assessment strategy in accordance with the strategic and operational plans, relevant legislation and national standards Leading and managing compliance operations staff, information and communications staff, and data and administration staff in the performance of their duties and facilitating the development of their capabilities in compliance assessment and related activities Leading large and/or complex and/or contentious and/or high risk training quality compliance audits, when required Developing and monitoring operational plans and strategically managing resources to effectively deliver results Ensuring accurate, valid and comprehensive records of audit and other related information are maintained in accordance with policies and procedures and used to inform decision making and planning Preparing high level reports, briefs and correspondence on audit activities and related topics to a range of stakeholders including the ministerial council, commissioners, senior government officers and national committees, and provide input into related national policy and operational activities Contributing and providing expert representation and advocacy to Commissioners, the Administrative Appeals Tribunal and other decision-making forums to achieve favourable outcomes for all stakeholders Cultivating and nurturing productive internal and external working relationships with VET stakeholders Discharging duties with professionalism, integrity and due diligence, in accordance with delegated authority Adhering to public service values and the Code of Conduct and operating as an effective representative of the regulator in public and internal forums. Qualifications/Special requirements Possession of the following credentials is highly desirable: Certification of personal attributes, knowledge and skills as prescribed within AS/NZS ISO 19001:2003 Guidelines for Quality and/or Environmental Management Systems Auditing Competencies from the BSB07 Business Services Training Package: o BSBAUD402B Participate in a quality audit o BSBAUD501B Initiate a quality audit o BSBAUD503B Lead a quality audit o BSBAUD504B Report on a quality audit TAE40110 Certificate IV in Training and Assessment (or equivalent competencies). The Regional Manager – Compliance Operations must possess a current car driver’s licence and may be required to undertake frequent motor vehicle and/or air travel. Travel to venues requiring overnight stays and to international locations may also be required. Demonstrated ability in the leadership of a modern regulatory business unit and achieving results consistent with strategic and operational goals, and in managing teams, developing team capabilities and managing staff performance to achieve outcomes. 2. Demonstrated ability to conduct large and/or complex and/or contentious and/or high risk training quality audits using research, analytical, conceptual, risk management, interviewing and investigation skills to evaluate compliance with prescribed standards. 3. Highly developed conflict resolution, negotiation and influencing skills including evidence of developing and maintaining successful stakeholder relationships. 4. Excellent communication and interpersonal skills, including the ability to provide accurate and timely advice to senior management, and to communicate effectively with stakeholders and clients. 5. Extensive knowledge of vocational education and training in Australia and the regulatory framework for vocational education and training.
