The Job

ASQA is looking for people who have initiative, a commitment to excellence, strong analytical and problem solving capabilities, an ability to think conceptually as well as creatively, the capacity to communicate effectively with stakeholders, and to work within a team environment.

The primary role of the National Manager Corporate is to manage the provision of all corporate services to enable ASQA to efficiently, effectively and successfully meet its corporate objectives and discharge its responsibilities, including government and statutory reporting obligations.

Reporting to the Chief Commissioner/CEO and as a member of the Executive Management

Team, the National Manager Corporate is responsible for developing and implementing the corporate strategy as well as the essential support services. The focus of the role is to provide strong leadership and management in the functional areas of: human resources, financial management, communications, property and facility services, information management and technology, agency security, service delivery and infrastructure. Responsibility for human resources sits with a Project Manager until 30 June 2012, after which it moves to National

Manager Corporate. There are approximately 20 ongoing staff within the branch with some additional staff and functions involved in the early establishment of ASQA.

The position contributes to the strategic direction of the ASQA including organisation-wide human resource, financial and business issues and the ASQA governance framework. The position applies effective internal control systems and external accountability, managing an audit program and monitoring the agency’s risk profile and business continuity plan. It also oversights development of contemporary systems and management strategies to facilitate the linkage between the regulatory program and corporate support functions.

Major Deliverables

Develop and implement the corporate services strategy

Contribute to the development and implementation of an Annual Operational Plan for

ASQA.

Ensure the provision of efficient and effective corporate services delivery in keeping with

Australian Government accountability, legislation and other requirements

Contribute to the development of an effective organisational culture and the change management process during the formation of the new agency

Manage the financial administration aspects of ASQA including the preparation of annual budgets and budget reports

Develop and implement information management and technology strategies to enhance the efficiency and effectiveness of ASQA’s regulatory and corporate activities

Develop and implement a communications strategy, both internal and external, and manage the c ommunication relationship with the Minister’s office and other key stakeholders including DEEWR

Develop and implement a human resource management strategy that incorporates a human capital plan and effective learning and development

Liaise with partner agencies and other key stakeholders and develop effective relationships

Contribute to corporate development by assisting in the induction, training and mentoring of staff within the corporate area

Provide high level advice on aspects of operational policy and procedures to the Chief

Commissioner/CEO and provide input into submissions and policy papers as required

As required, represent ASQA at high-level policy and planning discussions, negotiations and briefings

Pre pare the agency’s Annual Report

Contribute to the negotiation of an Enterprise Agreement for the new Authority.

About the Person

Qualifications

Relevant tertiary qualifications such as finance, human resources, management or a related field and membership of an appropriate professional body will be favourably regarded.
