SAB Meeting Minutes for Monday, November 15, 2010 Meeting start time 4:13PM General Meeting Presidents Corner: UW Budget The University of Washington is a 3 billion dollar per year enterprise. $318 million of that budget comes from the state. $370 million comes from tuition revenues. $1 billion comes from research grants, (federal money with restricted use).In contrast, state money has unrestricted use. State budget July 1-June 30 biennial budget. In June the new budget is considered for the next year (on the odd year). The issue with the budget is that for the first time the tuition costs exceeds state funding, propelling the UW into a private enterprise rather than a public one. Housing and athletics are self supporting enterprises. The UW receives $100 million in gifts UW has adopted Activity Based Budgeting (ABB) for the new budget of $370 million: 30% of new revenue from tuition will go to the UW for central services (Provosts), 70% is allocated back to the colleges (Deans) As a public university the UW has to follow the rules of the legislature. The UW proposes a budget that the legislature has to approve. 7% of the budget must be used for Financial Aid (Husky Promise Program) as directed by the state legislature. 2008 the UW was asked to send back 4.2% of the budget. 2010 6.5% was asked to be returned, biennial budget was approximately 30%. July 2009 the UW laid off almost 1000 people. Each unit is given a dollar amount to pay back to the state. They each have to decide where to take the money from. Meeting the request of the state must happen. Higher education is a human capital intensive enterprise. (Dr. Gallardo’s words) UW regents approve the budget in May. Drafted in April. January and February are the budget hearings. The budget is implemented in the fall. Because or the election results, a state deficit expected of anywhere from 5% to 20%. Student power is best exercised when they are at the negotiation table. Student voice must be expressed during negotiations, not after by protest. (SAB, ASUW, GPSS articulate the student voices) It is the threat of student demonstrations that give students power at the table. Our influence is through the committees. Report to them, they represent you. 2005 UW regents approved graduate student waiver for in state tuition. Projected at $1 million in costs, but is now costing $4 million. A cut is needed here, and the debate is that it is not means based. A well articulated letter to the President or the Provost carries considerable power. It is a good way to get your voice heard. SAB Meeting Minutes for Monday, November 15, 2010 Meeting start time 4:13PM General Meeting Updates on the SDC map changes: According to Haynes and Godfrey, facilities is responsible for updating the accessibility maps. The situation is serious. Penn State was just sued on Friday for ADA noncompliance. The UW maps have not been updated since 2009. Discussion Points Diversity Requirement making headway. Kayla has updates to be sent out to SAB members from the Diversity Council meeting. Diversity representatives from all of the colleges come together to discuss best practices. Geography and SSW have a diversity requirement. Geography posits that majors are studying more than just maps. (politics and people, etc…) Med. School has a cultural competency requirement of a single class. UW commuter commons has been uprooted. Now has places in McCarty Hall, and Lander Hall. The next ASUW Board Meeting will be in Gould 435 Sidenote: UW Football pays for all other sports at the UW! $4.6 million generated from ticket sales. There is a decision pending for Dog Pack priority seating for season ticket holders.($125 for the season) 4th option, which seems to be the least costly, will place the section behind the scoreboard. This is a debated issue! Members are reminded to check the ASUW site for committees. Saturday, November 20th, 2010 Green Dot Program in McCarty Hall from 10 AM to 2 PM. Red dots represent and act of violence. Green dots represent active bystanders. The intention is to create a culture of change on campus. The top pick for the commencement address is President Barak Obama! There has been some issue with in class presentations from outside organizations (TFA and others). Screening is being considered for these presenters. Co-chair for the UW Women’s Center SAB is looking to make the Women’s Center a more visible place for students to utilize as a space. Kurds at UW is having an event on December 2, 2010 4-5:30 in the ECC. Students are invited to come and learn about Kurdish history and culture. Resident Advisor deadline is December 1, 2010. There has been a continued lack of diversity in RA positions that are filled. METCHA is having a mixer on Wednesday November 17, 2010 at the ECC Lounge. Faculty, Graduate Students, and Undergrads are encouraged to make connections. November 29th will be the last General Meeting of the quarter for SAB. Meeting concludes 5:40 PM.
