COUNCIL MEETING
MINUTES
Tuesday, February 17, 2015, – 7:00 PM
Community Room, Heidelberg, PA 15106
The February 2015 Heidelberg Borough Council Meeting was called to order at 7:00 PM, in the
Heidelberg Borough Community Room, 1639 East Railroad Street, followed by the Pledge of
Allegiance led by Council President Richard Pattinato.

Ratify and pass the minutes from the January 13, 2015 and January 20, 2015 Council Meetings.
Motion was made by Councilman Duda, seconded by Vice President Nolan to accept the minutes;
motion carried unanimously.
Motion to acknowledge receipt of the February 2015 Borough Treasurer’s report was made by
Councilman DeBar, seconded by Councilman Duda; motion carried unanimously.
Motion to approve and pay the bills was made by Vice President Nolan, seconded by Councilman
Duda. Roll call vote was taken: DEBAR – YES, DUDA – YES, NOLAN – YES, PATTINATO YES; motion carried.

Solicitor’s Report
The Solicitor reported that he submitted a written activity report to Council and would answer
any questions.
Mayor’s Report
Mayor LaSota reported summary police statistics for the period January 1 through January 31,
2015. In this period, the Heidelberg Police responded to 67 calls for service and collected
$359.47 in fines. He also reported that PENNDOT will be conducting traffic counting on
Industry Way, Garfield Avenue and 4th Street between March and June of this year. The Mayor
provided 2014 Police Statistics per officer to Council; this report outlines the calls answered by
the Police Department.
On January 22nd, he attended an Allegheny Land Trust Board of Directors Meeting in
Downtown Pittsburgh.
On January 28th, along with Vice President Nolan he attended the grand opening of Wee Care
Children’s Center at 1819 Ellsworth Avenue. He reported that at the grand opening event, the
Heidelberg Police distributed an informational pamphlet that outlines the Borough’s traffic
laws. The Mayor also reported regarding Police Department administration that it may appear
that the HPD has gone over budget with the use of part-time officers; however he reminded
Council that those part-time officers are filling the shifts of the vacant full-time officer position.
On February 7th, the Mayor reported that he presided over his 68th wedding ceremony, which
was held at the Borough Building.
On February 11th, he reported that he received notice that the Borough has been awarded for the
second year in a row, Allegheny County Banner Community status.
On February 13th, he attended the Local Government Academy Board Meeting that was held at
the new LGA Headquarters near the ALCOSAN Complex in Pittsburgh.
On February 16th, he attended the dedication of the Lincoln Portrait Gallery in Carnegie at the
Carnegie Library. He stated that Congressman Murphy was guest at the event. It was reported
that Carnegie Borough is working on a parade that will run the length of the Tri-Community
Revitalization Streetscape project in early May 2015.
The Mayor also reported on two articles of correspondence he received. The first being an
email from State Senator Wayne Fontana regarding hurtful allegations from a member of
Council regarding the Senator’s performance within Heidelberg. The Mayor reported that he
wrote back to Senator Fontana and stated that he has served Heidelberg well and that he truly is
a “Friend of the Borough,” as he has received the very first Key to the Borough. The second
letter was from Ms. Carol Struth, she donated a Heidelberg 75th Anniversary Book to the
Borough for our historical records.

New Business:
Motion to advertise Ordinance No. 617, an Ordinance of the Borough of Heidelberg, County of
Allegheny, Commonwealth of Pennsylvania, amending Section 78-5 (I) of the Heidelberg Borough
Code to remove references to firearms from that subsection. Motion was made by Councilman DeBar,
seconded by Councilman Duda; motion carried 3-1 with Vice President Nolan voting no.
Motion to authorize a request for a time extension from the Allegheny County Health Department
regarding the Sanitary Sewer System Administrative Consent Order based on the recommendation of
the Borough Engineer. Motion was made by Vice President Nolan, seconded by Councilman DeBar;
motion carried unanimously.
COMMITTEES
SHACOG
Vice President Nolan reported that she attended the SHACOG Meeting on January 15, 2015 at
Mt. Lebanon. She reported that this month’s meeting is here in Heidelberg on February 19th.
ROADS
Councilman Duda reported that PA Water Company work on Lincoln Avenue is still on-going.
He also reported that the DPW crew has been splitting the snow removal call out overtime.
RECREATION
Vice President Nolan reported that the Committee met tonight and that they set the dates for
2015 Community Events. She also reported that Monthly Seniors is this Thursday at 1:00PM
in the Community Room.
FLOOD CONTROL
Councilman DeBar reported that there have been no meetings of the Flood Control Authority.
PUBLIC SAFETY
Councilman Duda stated that the DPW crew has been active keeping the Borough sidewalks
and facilities clear of snow and ice.
CODE ENFORCEMENT
No Report.
COMMUNITY REDEVELOPMENT
Mayor LaSota reported that there have been no meetings of the Community Redevelopment
Committee.

Mayor LaSota offered Valentine’s Day remarks to the First Lady.
President Pattinato declared the Meeting adjourned at 7:17 PM.
