Tuesday, June 10, 2014, – 6:30 PM

The June 10, 2014, Heidelberg Borough Council Workshop Meeting was called to order at 6:30 PM, at
the Heidelberg Borough Community Room, 1639 East Railroad Street, followed by the Pledge of
Allegiance led by Council President Richard Pattinato.

Public Comment – (Agenda Items)
There were no citizens who had public comment regarding the Agenda items.
The following items were generally discussed, no action was taken:
1. Administration and Finance
a. SHACOG Joint O&M Point Repair Project – Year 3, consider action to authorize the
appropriate Borough Officials to enter into an administrative agreement by and between the
Borough of Heidelberg and SHACOG for the purposes of this sewer related project. It was
agreed to place this item on the Agenda for consideration.
b. SHACOG Joint O&M CCTV Inspection and Cleaning – Year 4, consider action to authorize
the appropriate Borough Officials to enter into an administrative agreement by and between
the Borough of Heidelberg and SHACOG for the purposes of this sewer related project. It
was agreed to place this item on the Agenda for consideration.
c. SHACOG Joint Municipal Sanitary Sewer Lining Project – Year 8, consider action to
authorize the appropriate Borough Officials to enter into an administrative agreement by and
between the Borough of Heidelberg and SHACOG for the purposes of this sewer related
project. It was agreed to place this item on the Agenda for consideration.
d. 2013 General Fund Surplus ($66,000), Borough Manager’s recommendation to transfer to
Capital and Reserve Accounts: Budgetary Reserve - $5,000, Equipment Money Market
Account - $20,000, Park Fund - $25,000, Road Fund - $15,000, and Business District
Improvement Fund - $1,000. It was agreed to place this item on the Agenda for
consideration.
e. Capital Budget Plan Review in relationship to Fund Transfers and Proposed Projects
f. Grant Awards since last month:
i. Grant Avenue Reconstruction Phase 3 Project - $18,500 (CDBG)
ii. Ellsworth Avenue Playground Project - $5,000 (Martha’s Fund)
g. Budgetary Reserve Fund / Payment of Emergency Demo of 602 Garfield Avenue (LaSota)
There was no discussion on this matter.

h. Vacancy Board Appointment (Nolan) It was agreed to advertise for this position.
i. Newsletter Advertising, consider and discuss ad prices.
i. Consider action to proceed with Summer edition of Heidelberg Highlights. It was
agreed to offer $25, business card sized ads in the newsletter.
2. Police / Fire / Public Safety
a. Ordinance No. 614 – An Ordinance requiring all persons, partnership, businesses and
corporations to obtain a permit for any construction or development; providing for the
issuance of such permits; setting forth certain minimum requirements for new construction
and development within areas of the Borough which are subject to flooding; and establishing
penalties for any persons who fail or refuse to comply with, the requirements or provisions of
this Ordinance. Consider action to adopt Ordinance. It was agreed to place this item on the
Agenda for consideration.
3. Public Works
a. Grant Avenue Reconstruction Phase 3 Project, consider action to accept grant and proceed
with the project. Paving of 400 Block of Grant (Ellsworth to Hayes) It was agreed to place
this item on the Agenda for consideration.
b. Federal Sign Reflectivity Replacement Plan – Traffic Signage in the Borough
4. Parks and Recreation
a. Ellsworth Avenue Playground Project Update
i. Engineer still working on project plans and specifications
ii. Manager working with DCNR on grant compliance forms and contract requirements
iii. Updated Opinion of Probable Construction Cost
1. Discuss project finance options / strategies
b. Paper Recycling (Abitibi) – no longer providing rebate that has benefited the Recreation
Fund, however will continue to recycle paper at no charge to the Borough.
5. Code / Planning
a. Ordinance No. 615, an Ordinance of the Borough of Heidelberg, amending the Borough’s
Zoning Ordinance Number 608, as amended, to amend Chapter 112 of the Heidelberg Code
of Ordinances, Zoning, as amending, (the “Zoning Ordinance”) to permit school buildings to
be used for child daycare purposes in R1 District subject to certain conditions and approval of
Borough Council.
i. Review of Planning Commission’s Recommendations, discussion on redrafting
Ordinance to reflect recommendations presented.
ii. Consider action to authorize Advertisement and Public Display of Ordinance No.
615. It was agreed to place this item on the Agenda for consideration taking out
restrictions on the existing trees.
b. Zoning Hearing Board, Alternate Position, term of Tom Musgrove to expire 6/16/14, consider
action to reappoint or advertise for a three year term. It was agreed to place this item on the
Agenda for consideration.
6. Community Redevelopment
a. Allegheny County Vacant Property Recovery Program, consider action to participate in the
2014 Side Yard and Blighted Structure Program. Borough / Citizens had much success with
this program in previous years.
b. Downtown Properties Program, Town Center Associates, consider action to participate in the
program. It was agreed to participate in the program.
c. Business District Adopt-a-Garden Program, consider action to proceed and solicit volunteers.

 Town Hall Meeting advertised and posted for June 24, 2014
 RFQ’s for Old-DPW Garage Roof and Masonry Projects posted and advertised, deadline to
respond is June 30, 2014.
 Municipal Reporter Magazine – Heidelberg mention for 2013 Bike Rack grant
Mayor LaSota questioned the format of the Town Hall Meeting on June 24th. President Pattinato stated
that he contacted County Councilman Mike Finnerty, Finnerty will serve as a moderator for the meeting.
Councilwoman Nolan stated that she invited a number of elected officials to partake in the meeting as
well.
Councilwoman Nolan also informed the audience that the Recreation Committee is currently selling
Oktoberfest Raffle Tickets.
PUBLIC COMMENT – (General items)
Dolly Kosol, 1746 West Railroad Street, expressed a desire to hold the annual First Night of
Lights at Heidelberg Park this year. She also questioned the status of installing an awning on the
Park Comfort Station.
Motion to adjourn was made by Councilman Duda, seconded by Councilman DeBar; motion carried
unanimously. Meeting was adjourned at 8:45 PM.
