CODSALL PARISH COUNCIL MINUTES Planning Meeting held in the Parish Council Chamber, Station Road, Codsall on Wednesday 27th March 2013 at 7.00 PM. Present: District and Parish Councillors: J Michell (Chair), Mrs P Campbell, M Ewart, Parish Councillors: S Jenkinson, Mrs V Birch, L Stovin, Mrs E Foster, Mrs C Millar, B Holland, R Etheridge (late), Mrs V Chapman (late) 1. APOLOGIES Apologies were received from P Kenyon, Mrs M Barrow, and R Marshall. 2. DECLARATIONS OF INTEREST AND REQUESTS FOR DISPENSATION Cllr Birch declared an interest in item 7.6 - Twinning. 3. MINUTES The Minutes of the Planning Meeting held on the 13th March 2013 were duly signed and agreed. 4. PUBLIC PARTICIPATION None 5. PLANNING DECISIONS The following Planning Decisions from South Staffordshire Council were received and noted: 13/00005/ADV 6. One fascia sign with illuminated lettering; one projector sign with keyline illumination; one non-illuminated, internally applied vinyl sign; and one non-illuminated, externally applied, aluminium folded-tray panel sign 9 Station Road, Codsall Approved PLANNING APPLICATIONS To receive the following Planning Applications from South Staffordshire Council: 13/00194/FUL Proposed second storey side extension 8 Bromley Gardens, Codsall No objections 13/00174/FUL First floor extension to dwelling to form bedroom and bathroom 11 The Paddock, Codsall No objections 13/00170 Streetworks style base station on adopted highways land Grass verge, Codsall Road, Pendeford No objections 13/00166/FUL Extension to Existing Council Leisure Centre to create new Fitness suite. Shared use with Codsall Community High School. Codsall Leisure Centre No objections 2 7. Correspondence & Discussion Topics 7.1 HS2 Phase II Draft Policy Request from Staffordshire Parish Councils Association for Parish Councils to submit views on the content of the policy document. Parish Clerk to respond that the councillors had no strong opinions on this matter. 7.2 Open Spaces Update Cllr Jenkinson gave an update on the recent Open Spaces site inspections. [Cllr Chapman arrived 7.08 pm] Cllr Holland asked the Clerk to give an update on the situation of land encroachment on Oaken Drive field. The Clerk advised that it has been confirmed that the land does belong to Codsall Parish Council. Cllr Holland therefore proposed to take legal advice to request to serve notice and a request that the land is made good. This was seconded by Cllr Jenkinson and unanimously supported by the Council. [Cllr Etheridge arrived 7.25 pm] 7.3 Oaken Drive Field A report was given to Councillors of a recent air rifle incident at Oaken Drive Field. The matter has been reported to the police. Matter of report. 7.4 HMRC – Real Time Information The Clerk advised the meeting that the Parish Council were ready for RTI from the 6th April. 7.5. Appointment of Internal Auditor To approve the appointment of Mr Derek Walker as the Parish Councils Internal Auditor. This was proposed by Cllr Ewart, and seconded by Cllr Etheridge. [Cllr Birch left the meeting whilst the following item was discussed] 7.6. Twinning Association – Grant Request A request from the Twinning Association for biannual grant (£500 given in previous years). The meeting resolved that a donation of £500 be given. [Cllr Birch returned to the meeting] 7.7. Upgrade lighting in the Parish Chambers Cllr Stovin briefed members that improvement to lighting within the chambers would cost £35.00 per light, plus fitting. The meeting resolved that lighting be improved within the chamber as per the demonstration light already installed. 3 7.8. Changes to the Tax Rate The Clerk advised the meeting that alterations made by District Council to Council Tax calculations has affected the Tax Rate for the Parish. 7.9 Response from Codsall Ex-service Sports Club with reference to bowling green on Wheel Field. The Ex-Servicemen’s Club confirmed in writing that they do not wish to pursue the relocation of the Club onto the Wheel Field. The Ex-servicemen Club did however wish the Parish Council success in the Wheel Field project. 8 Other matters arising. Cllr Chapman suggested Bilbrook and Codsall Parish Councillors and Parish Clerks meet together to discuss ideas at a future date. This was unanimously agreed by the meeting. Cllrs Jenkinson and Chapman to liase with Clerks to organise the event. 9 DATE OF NEXT MEETING Wednesday 10th April at 7.00pm
