WORTHINGTON PARISH COUNCIL Minutes Held at: METHODIST CHAPEL, MAIN STREET, WORTHINGTON Date: Thursday 2nd October 2014 - 7.30pm Present Councillors: Mann, Bramley, Weston Stevenson (Chair) Clerk Public - 1 077/2014 APOLOGIES FOR ABSENCE None 078/2014 PUBLIC PARTICIPATION No public questions 079/2014 LOCAL POLICING REPORT 7 Crimes were reported:3 separate incidents were reported between 9th – 20th September of Planters and plants being stolen from different locations 11 Sept – theft of golf equipment from outbuilding 18 Sept – Theft of farming equipment The police officer in attendance then went on to discuss a report of repeated anti social behaviour and damage on Henry Dane Way Play area and asked what the Parish Councils position was. The person reporting the incident had been misinformed as the play area is currently still under the ownership of the developer as no paperwork has been completed and exchanged. He will report on any further development, and contact the developer regarding the damage. 080/2014 DECLARATIONS OF INTEREST Cllr Mann declared a personal and prejudicial interest on matters relating to the allotments, as allotment holder Cllr Stevenson declared a none pecuniary interest in any matters relating to planning due to his role as chairman of the NWLDC Planning committee. 081/2014 MINUTES The minutes of the meeting held on 7th August 2014 were signed and agreed as a true record of the meeting. 082/2014 UPDATE FROM THE PREVIOUS MINUTES Cllr Stevenson had spoken to enforcement regarding the exact location of the Caravan and awaits further information from them Clerk to contact LCC Highways, and copy in N Rushton regarding the repainting of white lines throughout the parish, Many junctions the white lines are virtually erased. 083/2014 MEMBERS MATTERS ARISING Clerk to continue copying councillors on planning submissions, but it was confirmed that the planning department do not send receipts for submission. 084/2014 HENRY DANE WAY TRANSFER The developers solicitor has intimated that no funding will be provided towards the equipment or tree works (estimated 30-54k), It should have been transferred years ago, therefore the equipment would be in the management and responsibility of the parish council and maintenance would have been ongoing. They have suggested they send the transfer documents over, Parish council sign them and accept the commuted sum to complete the transfer asap… Advice given that this is not satisfactory. Currently the liability is still with the developer as registered land owner. Clerk to forward to C James in Enforcement for advice, Play area is not in reasonable state to transfer, and not agreeing with terms of sec 106. Await further instruction from C James / Crane and Walton before proceeding further. 085/2014 ACCOUNTS Accounts received and cheques signed Additional Payment of £340.00 to Worthington Methodist chapel for annual room hire. (based on last year £320 + 5% increase) 086/2014 CORRESPONDANCE LRALC – Newsletter, emailed to Councillors 087/2014 PLANNING MATTERS 14/00810 Cherry Tree Cottage, Lower Moor Road Two storey dwelling with triple garage No concerns raised, but it was noted that the garage proportions were excessive in relation to the other buildings Meeting Closed
