Departmental Overview: The Development Services Department is made up of three business areas: Development Planning, Engineering Services and our Building Control area BPi. The Development Planning team implements and enforces the Banyule Planning Scheme through regulation and facilitation of land use and development planning. Engineering Services provides transport and traffic, detailed civil design, and stormwater drainage advice and management to both internal and externally to residents and traders. Banyule BPi has two primary roles, that of the Municipal Building Surveyor fulfilling all of Council's regulatory requirements, and a commercial enterprise assessing and issuing building permits both within Banyule and throughout Victoria. Provide a high level of leadership, guidance and direction to all staff within the Unit to ensure they have a clear understanding of their responsibilities to the Unit, to Council’s goals and objectives and to the community. Act as a member of the Development Services Management Team in providing a fully integrated and coordinated development service. Operate the Service Unit in accordance with Best Value principles and in accordance with Council’s goals, strategic organisational requirements and community needs. Act as a delegate on behalf of Council in respect of all matters in the areas of Engineering design and transport management, including participation in and running of public meetings. Manage the service within the approval budget and monitor budget expenditure both within the Service Unit and on Capital Works projects of an Engineering and transport management nature, including the preparation of detailed Bid Submissions for Council and VicRoads / State / Federal funded projects. Ensure that community consultation is conducted as appropriate and in accordance with Council’s Community Charter and that community requirements and expectations are addressed in the provision of all functions of the Engineering service. Maintain an up to date knowledge of Council’s goals and objectives, staff management practices and Engineering design, transport and parking management trends, Council policies and community expectations and ensure staff are well informed in these matters and act accordingly. Ensure that all Engineering design and transport management works within the municipality are undertaken in accordance with established and accepted Engineering principles and practices and Council’s goals and objectives. Participate in the development of policy and provide input into Council’s City Plan and Business Plan. Manage staff issues (including occupational health and safety) and staff training. Implement personnel policies and practices including staff recruitment and selection and management of the staff development program. Ensure the effective and efficient completion of assigned Capital Works projects and all other responsibilities and duties as contained in the Best Value “Quality and Cost Standards” document (see attached). Accountability and Extent of Authority: The position is accountable for the management of resources, for the effective management and supervision of all services provided by the Service Unit, for being an effective coordinator, facilitator and team leader, for achievement of the requirements and obligations of Best Value and Council’s goals and objectives, for effectively supporting and representing the Service Unit and for advising the Manager on matters likely to impact on the operation of the Unit. The position is also accountable for the development of policy related to Transport and Engineering matters. Judgment and Decision Making: Human Resources Ability to develop methods, goals and objectives, policies, procedures and processes to improve the operation of the Service Unit. Ability to assess and evaluate all issues pertaining to the operation of the Unit and to provide effective solutions to problems and issues that may not necessarily be in accordance with standards or guidelines. Specialist Knowledge and Skill Management Skills Interpersonal skills: Human Resources Excellent knowledge of the regulations and other statutes in relation to road safety and the management of roads and drains and other infrastructure. A very good understanding of established Civil Engineering practices and principles, policies and practices and relevant Australian Codes, Standards and Guidelines and community expectations and requirements. Sound knowledge of budgeting and relevant accounting and financial procedures. An understanding of the legal, socio-economic and political context in which the Unit operates. Excellent time management skills to balance competing priorities in order to meet the requirements and obligations of Best Value for the full range of Engineering services. Management of staff and resources in relation to the operation of the Service Unit and to achieve Council’s overall goals and objectives for its Engineering Services Unit. Management of consultants on specific projects and tasks to ensure compliance with Council’s requirements. Conduct all work according to the requirements of the Banyule Management System, incorporating the Banyule Management Manual and Service Unit specific Quality and Cost Standards and procedures. Highly proficient in literacy, communication, negotiation and presentation skills. Extensive experience in transport and traffic or civil engineering, including experience in managing staff and resources and engineering projects. Completion of additional training or studies in staff management and/or Municipal Engineering.
