Health Care Infrastructure
The district health system has been envisaged as per the norm set up for the state to achieve the
objectives of primary health care, which comprises of preventive, curative and promotive health. The Health
system based upon the modern medical care has a wide net work of health institutions starting from subcenter level to tertiary level of healthcare institutions. The network of the health system is such that ideally it
can provide health care services at the doorsteps of the common people if properly planned and managed.

There is one District Head Quarter Hospital (DHH) at City Hospital, Cuttack, two sub-divisional
hospitals at Athagarh & Banki, 4 - UGPHC, 1 - CHC, 9 - PHC, 9 - Area Hospital and 52 - PHC(N) cater to
the health care need of the people. There are also 15 Ayurvedic & 21 Homeopathic dispensaries. The list of
Government health institutions is given at Annexure – I. The bed strength of these institutions is given at
Annexure – II.

District Head Quarter Hospital
District head quarter hospital is situated at Cuttack city and it is the referral hospital (secondary level)
for primary health centers. The administrative head of the hospital is ADMO(M) a senior class –1 Medical
officer. Both outdoor and indoor services with diagnostic facilities are available here. The Hospital building s
are old ones, some building are not used, as they are not safe. Both Pediatric and eye wards not functional due
to unsafe buildings. only Eye ward is new and well furnished. Total bed strength of this hospital is 130.out of
this medicine –30,Surgery 30,Obs& Gyne-30,Paediatrics 10,ENT 10 and eye 20.Orhopedic, Psychiatric , skin
& VD and Dental departments are not there in the District Hospital. There is a functional post partum center.
Besides the Administrative head there are 9 specialists (medicine, surgery, Obs & Gyne, Pediatric, ENT, Eye,
Radiology and Pathology). There are 14 Assistants Surgeons

BLOOD BANK SERVICE
The Blood Bank Service is available at S.C.B Medical College & Hospital, Cuttack and SDH Athagarh.
X-RAY
X-Ray facilities available in the following Health institutions of Cuttack District :DHH- City Hospital, SDH Athagarh, SDH Banki, UGPHC Tangi, UGPHC Maniabandha, UGPHC Mahanga,
UGPHC Adaspur, CHC Salipur, Area Hospital Narshinghpur and PHC(N) Khairamoda.
AMBULANCE SERVICE
Ambulance service is available at DHH City Hospital, SDH Athagarh and Banki, UGPHC Mahanga,
Maniabandha, Tangi, PHC Kanpur, Niali, Area Hospital Jorum, Narashinghpur Hospital, Kalapathar
Hospital, Baramba Hospital, Nageshpur PHC (N), Govindapur PHC(N), Khuntuni PHC(N). All ambulances
are managed by Zilla Swasthya Samittee.
Hospitals managed by Rotary Club, Lions Club have their own ambulance service.
MEDICAL WING
It deals with the treatment of patients. Govt. provides medicines @ 0.50 per OPD patient and Rs. 9.50
per indoor patient.
A Zilla Swasthya Samittee (ZSS) has been formed under the chairmanship of the Collector for
management and development of Medical wing and oversee implementation of National Health Programmes.
A scheme called five diseases treatment scheme (Panchabyadhi) started in July 2002 to cover five most
common diseases namely Respiratory Tract Infection, Malaria, Scabies, Leprosy & Diarrhoea. All medicines
required for treatment of these diseases are provided free of cost at govt. health institutions.
FAMILY WELFARE WING
Reproductive & Child Health (RCH) Programme is being implemented in this District since 1994. One
health sub centre has been established for every 5000 population in rural area. Immunization, registration of
pregnancy, care of pregnant women, popularization of family welfare measures, & measures for reduction of
infant mortality are some of the important activities under RCH care. All these services are provided through
health sub-centre. Registration of birth is done at PHC level. Apart from routine Immunisation activities,
pulse polio Immunization is being done in a campaign made on National Immunisation Days since 1995. Vit
“A” supplementation campaign is being done since March 1999 .

PUBLIC HEALTH WING
It deals with prevention of epidemic diseases in the district. The epidemic diseases common in Cuttack
district are Gastroenteritis, Acute respiratory infection and Bloody Dysentery. The PH wing disinfects wells,
houses and ghats to prevent epidemics.
Malaria, blindness, leprosy, tuberculosis are major public health problems of the district.
Many National Health Programmes such as National Anti Malaria Programme (NAMP), Enhanced
Malaria Control Programme (EMCP), AIDS Control Programme, National Leprosy Eradication Programme
(NLEP), District Blindness Control Scheme (DBCS) are being implemented in the district.
Malaria is endemic in Cuttack District due to vast forest area, large no of immigrant population staying
in unhygienic condition. National Anti Malaria Programme (NAMP) started in the year 1995 with an aim to
identify high-risk areas as per epidemiological parameter. Steps are taken for surveillance and DDT spray.
Cuttack district is non Enhanced Malaria Control Programme (EMCP) district. Spray of DDT, door to
door surveillance, presumptive radical treatment with Primaquine, IEC activities, distribution of Chloroquine
tablets through drug distribution centres (DDC) are being undertaken in Health institutions of the district. To
control the vector through Larvivourus fish through hatchery is being undertaken in the district. A proposal of
medicated mosquito net is also under active consideration.
Anti Malaria Month is observed on the month of June every year. Training of DDC, FTD, PRI
members and community leaders is going on at present.
AIDS
As the HIV problem intensifies, the issue of care and support for affected individual and prevention of
HIV transmission to those who are not affected become critical. One Voluntary counseling and testing centre
(V.C.T.C) is now functioning at DHH, City Hospital, Cuttack OPD since November, 2002. It provides free
counseling on HIV / AIDS and diagnosis of HIV status by blood testing through HIV rapid test for those who
come voluntarily. It distributes condoms, provides care & support to the affected. Utmost confidentiality is
maintained in the process.
National Leprosy Eradication Programme (NLEP)
Leprosy is hyper endemic in Cuttack District. The objective of this programme is to bring down the
prevalence rate of Leprosy cases to one or less than one per ten thousand population. The prevalence rate in
Cuttack District is 2.90 as on 31.01.2004. The aim of NLEP is to detect and treat Leprosy cases. MDT started
in this district on May 1987.

Leprosy Home and Hospital Cuttack with THW(Temporary Hospitalisation Ward)
District Blindness Control Society (DBCS)
This Programme started in the year 1996 in this district to bring down prevalence of blindness to 0.3%
and to achieve excellence in eye care services.
The primary purpose of the District Blindness Control Society (DBCS) is to plan, implement and
monitor all the blindness control activities in the district under over all guidance of the state/central
organization for the DBCS. Eye wards have been constructed at DHH - City Hospital, SDH Athagarh &
Banki. Cataract surgery is being done at these institutions. IOL is the preferable method for cataract surgery
now a days.
Revised National Tuberculosis Control Programme (RNTCP)
RNTCP programme has started in this District since 27.10.2003. The incidence of tuberculosis is
approximately 135 per one lac population in the district. Free sputum examination in all microscopy centres
of the district, free diagnosis and treatment of tuberculosis cases, supply of qualitative drugs to the patients,
full course treatment under directly observed treatment short course (DOTS) strategy, proper evaluation of
the treatment and frequent monitoring is under taken under this programme.

Prevention of Food Adulteration Programme
The Food inspector posted at Cuttack inspects different food establishments from time to time to check
food adulteration.
Orissa Health System Development project ( OHSDP ) (World Bank Assisted)
Orissa Health system Development project is being implemented since 1998. Nine medical institutions
i.e. DHH - City Hospital, SDH Athagarh, SDH Banki, UGPHC Mahanga, Maniabandha, PHC Kanpur, Niali,
Area Hospital Baramba and Narshinghpur have been taken up for up gradation of existing building and new
building to provide more no. of beds for patients, supply of equipments and medicines for better treatment.
Under OHSDP Activities Disease Surveillance, Quality Assurance Activities, Hospital waste management
and field service by District Task Force (DTF) is managed by OHSDP.
Disease Surveillance Activities.
Cuttack District is prone to Communicable Diseases like Diarrhoea, dysentery, malaria, acute
respiratory infection and common water borne diseases. Cuttack is also prone to various natural disasters like
flood cyclone, drought, heat wave etc which magnify the communicable disease burden and outbreak
potential. In this context it is imperative to detect theses diseases early enough to prevent their spread to other
susceptible and reduce unnecessary morbidity and mortality.
After the Super cyclone
Multi-disease Surveillance System (MDSS) is implemented in Cuttack
Districts for epidemic prone diseases with the support from international agencies.
MDSS is now functioning well in the rural Health system of Orissa .It has proved its efficiency during
the 2001 Orissa flood by providing adequate information to the planners and policymakers to take timely
decision for action. In normal situation it is helping to monitor the trend of diseases under surveillance in the
state and early outbreak investigations are conducted with containment measures.
In the context of increased incidences and threats of outbreaks of communicable diseases in
the Cuttack Municipal Corporation area it is essential to implement the Weekly Multi Disease
Surveillance System in Cuttack Municipality Corporation. In this regard attempt has been taken on
pilot basis to operationalise the system in this Urban Body.
After discussion on Quality Improvement Group ( QIG) all 25 nos. of Urban Dispensaries
have been instructed to send the weekly Multi Disease Surveillance report on every Tuesday of the
week by filling up the OMDSS primary data collection format. In this regard only a short orientation
has been given to the medical officers. Now the District Surveillance Cell is receiving 90 % of
weekly reports each week which is very encouraging.
