JOB SPECIFICATION
1. Summary of the broad purpose of the position, in relation to organisation goals
The Environmental Project Manager, Seaford Rail Extension is accountable to the Project Director for:
 providing professional project management in the initiation, planning, implementation and hand-over phases of the Project to
time, cost and quality requirements
 providing authoritative advice to the Project Director on complex issues
 providing professional and technical leadership to the development of environmental strategies/plans
 undertaking complex environmental investigations and preparing Environmental Impact Assessment documentation for the
Project
 providing expert advice on operational environmental effects and developing appropriate mitigation measures that contribute
to innovative and cost effective environmental solutions for the Project
 contributing to the continuous improvement and positive promotion of project management and environmental management
services within the Department
2. Reporting/Working relationships
The Environmental Project Manager:
 reports to the Project Director
 coordinates the activities of the staff in the project team
 provides professional leadership and direction to less experienced staff and is responsible for supervising assigned
staff/contractors and coordinating and delivering the work of assigned projects
 liaises/works cooperatively with managers and senior staff, the general public, Minister’s office and the media.
 is a Senior Professional Specialist
3. Special Conditions
 This is a contract position of 1-5 years and will expire at the end of the Project.
 Some out of hours work and inter/intrastate travel may be required.

4. Key outcomes and associated activities

Ensure effective project management in accordance with designated time, cost and quality objectives and provide
professional and technical leadership in environmental management by:
a)
evaluating project feasibility and constructability, and proposing and implementing proactive strategies for the
management of existing and/or emerging project risks
b)
controlling, monitoring and reporting progress, foreseeing problems and implementing corrective action to maintain
objectives
c)
making decisions based on significant professional judgement and appropriate technical, commercial, operational
and risk factors in a timely manner
d)
providing authoritative advice and specialist consultancy services to the Project Director on complex issues and
initiatives related to the Project
e)
establishing and maintaining effective and open communication with and reporting to clients, key stakeholders, the
Project Sponsor and other project participants at all project stages
f)
managing project budgets, cash flows and funding arrangements
g)
building and managing effective project team and ensuring team members have a clear understanding of their roles
and responsibilities
h)
developing and implementing appropriate procurement strategies as necessary to effectively deliver projects
i)
managing multiple activities concurrently and coordinating the integration of significant environmental components of
the Project
j)
preparing documentation for the EIA process, including relevant environmental approval documentation in
accordance with Departmental processes and Commonwealth/State legislation and ensuring environmental
considerations are taken into account during all phases of the project.
Ensure the continuous improvement of major project delivery and the achievement of Government, Agency and
client objectives by:
a)
ensuring that experience gained from the Project is brought back to the Department for application in other major
project areas including providing major influence on existing policy and work practices
b)
representing the Department as a specialist in technical committees, working parties, public displays and workshops
c)
providing expert input into future planning options and planning studies of future major projects
d)
contributing to the review, development and implementation of work practices, procedures, professional standards
and guidelines that provide service efficiencies, improvements and best practice
e)
contributing to the planning and policy development for environmental matters and the development and promotion of
environmental guidelines and standards
f)
providing assistance to staff and contractors in the application of Departmental environmental policies, standards,
practices, processes and guidelines
g)
participating in Directorate continuous improvement, strategic planning and quality management initiatives.

.Ensure the effective management and application of human resources by:
a)
undertaking the preparation of briefs for, and supervising the work of, consultants engaged in work
b)
providing professional leadership, direction and advice to less experienced staff/contractors
c)
managing and monitoring the technical adequacy and quality of assigned staff/contractors and their performance,
ensuring quality standards are maintained
d)
contributing to the planning and development of Directorate business plans, objectives and strategies
e)
promoting a culture of work flexibility, co-operation and facilitating sharing of professional knowledge and experience.

PERSON SPECIFICATION

Essential Minimum Requirements

Educational/Vocational Qualifications
a)

Degree appropriate to Environmental Management.
Personal Abilities/Aptitude/Skills/Experience/Knowledge
a)
Significant experience and professional expertise in managing major civil engineering works projects comprising
very complex components, and the supervision and management of contracts including comprehensive
knowledge of project management principles and processes and proven ability to:

build and lead multi-disciplinary project teams (including professional and technical resources, technical
specialists and consultants) and encourage team cooperation

integrate the technical, environmental and human relationship aspects of projects and balance conflicting
requirements

plan, program and coordinate work, manage risk and make informed decisions regarding project delivery

estimate, budget and manage the financial aspects of projects

develop and implement appropriate procurement strategies

make substantial public presentations
b)
Demonstrated knowledge of, and proven experience in, environmental management systems, environmental
impact assessment, environmental management and relevant environment legislation, in a range of
environmental areas including noise, Aboriginal heritage, air quality, biodiversity, contamination, etc.
c)
Demonstrated experience in providing strong professional leadership, and significant experience in providing
authoritative advice and specialist consultation services at a senior level, including interpreting and administering
legislative requirements.
d)
Highly effective interpersonal and communication skills, both written and verbal, with proven ability to identify and
respond effectively to the requirements of the customer, resolve conflict with tact and diplomacy and consult, liaise,
negotiate with a broad range of people, internal and external to the Department at all levels.
e)
High level ability to work independently, under broad direction only, and to make informed decisions, deliver
agreed outputs on time, within budget and to cope with demanding and complex work requirements in a context
of competing priorities and expectations.
f)
Proven ability to exercise significant professional judgement and discretion in dealing with sensitive policy
development issues and which includes astute political awareness of the current social and economic
environment in particular as it affects State Government projects and demonstrated work performance that
indicates a high degree of personal integrity and credibility.
g)
An understanding of, experience in, and ability to manage to the spirit and principles of the Premier's Safety
Commitment and the legislative requirements of the Occupational Health, Safety and Welfare Act, utilising
AS/NZS 4360 Risk Management, or to an equivalent set of standards

Eligibility for membership of the Environmental Institute of Australia and New Zealand (EIANZ).
Personal Abilities/Aptitude/Skills/Experience/Knowledge
a)
Experience in environmental impact assessment of major infrastructure projects. and the development of
management approaches to mitigate adverse environmental impacts.
b)
Understanding of transport infrastructure construction/rehabilitation principles, procedures and practices.
c)
Sound experience in contracts utilising General Conditions of Contract AS2124.
d)
Experience in the development of community consultation programs and public representation of a Department.
e)
An awareness of the significance of the current social and economic environment and the resulting responsibility
placed on the Department for public involvement and accountability.
f)
Understanding of the functions, activities and organisation of the Department and the Major Projects Directorate.
