RESOLUTION NO. 2013 A RESOLUTION OF THE MAYOR AND CITY
COMMISSION OF THE CITY OF HALLANDALE BEACH,
FLORIDA, AWARDING BID #FY2011-2012-021, MAJOR
MEDIAN LANDSCAPE MAINTENANCE, TO PRESTIGE
PROPERTY MAINTENANCE, INC., IN THE AMOUNT OF
ONE HUNDRED ELEVEN THOUSAND TWO HUNDRED
THIRTY-EIGHT ($111,238.00) DOLLARS; AUTHORIZING
THE CITY MANAGER TO EXECUTE AN AGREEMENT
WITH PRESTIGE REFLECTING THE AWARD OF BID;
APPROVING AN ADDITIONAL ONE HUNDRED
THOUSAND ($100,000.00) DOLLARS, TO BE UTILIZED
FOR THE REPLACEMENT OR PURCHASE OF
ADDITIONAL PLANTS AND/OR ADDITIONAL MULCH;
AND AUTHORIZING THE CITY MANAGER TO EXECUTE
THE ADDENDUM TO THE AGREEMENT SETTING
FORTH THE CRITERIA FOR ACCESSING THE
ADDITIONAL FUNDS; AND PROVIDING AN EFFECTIVE
DATE.
WHEREAS, the City of Hallandale Beach is dedicated to enhancing the quality of
life in our community by providing superior services; and

WHEREAS, the City seeks to enhance the level of services for the maintenance
of the major medians throughout the community; and

WHEREAS, on August 16, 2012, the City advertised in the Sun Sentinel, Bid
#FY2011-2012-021 for Major Median Landscape Maintenance; and

WHEREAS, funding for this project has been properly appropriated and the
budget adopted for Fiscal Year 2012-2013; and

WHEREAS, staff has completed the necessary due diligence by contacting
38
references and visiting sites currently maintained by the proposers and determined that
39
Prestige Property Maintenance is the lowest responsive, responsible bidder for both
40
Option A and Option B in the amount of One Hundred Eleven Thousand, Two Hundred
41
Thirty-Eight ($111,238) dollars; and

WHEREAS,
City Administration is recommending to the Mayor and City
44
Commission of the City of Hallandale Beach that bid #FY2011-2012-021 be awarded to
45
Prestige Property Maintenance, Inc. as in the best interest of the City and residents; and

WHEREAS, the City Administration has determined that an additional amount of
48
One Hundred Thousand ($100,000) dollars should be available for the replacement or
49
purchase of additional plants and/or mulch, as set forth in the Addendum to the
50
Agreement; and

WHEREAS, the Mayor and City Commission have determined that it is in the
53
best interest of the City to award bid #FY2011-2012-021 for major median landscape
54
maintenance to Prestige Property Maintenance and to make available an additional One
55
Hundred Thousand ($100,000) for replacement or purchase of additional plants and/or
56
mulch as set forth in the Addendum to the Agreement; and

WHEREAS, the Mayor and City Commission desire to authorize the City
59
Manager to execute the Agreement, reflecting the award of the bid, and the Addendum
60
setting forth the criteria for accessing the additional funds.

NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND THE CITY
COMMISSION OF THE CITY OF HALLANDALE BEACH, FLORIDA:

SECTION 1. Award of Bid. The Mayor and City Commission hereby award Bid
66
# FY2011-2012-021, Major Median Landscape Maintenance to Prestige Property
67
Maintenance, Inc.

SECTION 2. City Manager Authorization. The Mayor and City Commission
70
hereby authorize the City Manager to execute an agreement and the addendum
71
between the City of Hallandale Beach and Prestige Property Maintenance, Inc., in
72
substantially the same form as attach as Exhibit A, for Major Median Landscape
73
Maintenance. The City Manager is further authorized to expend/appropriate an
74
additional One Hundred Thousand Dollars ($100,000) to be utilized for the replacement
75
or purchase of plants and/or mulch as set forth in the Addendum to the Agreement.

SECTION 3.
Effective Date. This Resolution shall take effect immediately
upon its passage and adoption.
