RESOLUTION NO. 2013 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE
CITY
OF
HALLANDALE
BEACH,
FLORIDA,
AUTHORIZING THE CITY MANAGER TO EXPEND AN
ADDITIONAL AMOUNT OF TEN THOUSAND ($10,000)
DOLLARS TO PURCHASE FIRE RESCUE COMMUNICATIONS
EQUIPMENT, AND BASIC AND SPECIALIZED TOOLS FROM
THE BROWARD SHERIFF’S OFFICE FOR THE REMAINING FY
2012-2013; AND TO AUTHORIZE THE CITY MANAGER TO
EXPEND THE NECESSARY FUNDS IN EXCESS OF FIFTY
THOUSAND ($50,000) DOLLARS, AS APPROVED DURING
THE BUDGETARY PROCESS FOR FY 2013-2014; AND
PROVIDING AN EFFECTIVE DATE.
WHEREAS, the City procures a variety of items for the Fire Department from the
Broward Sheriff Office (hereinafter “BSO”) logistics warehouse; and

WHEREAS,
the items purchased from BSO include communications equipment,
23
absorbents, basic and specialized tools, foam, personal protection equipment, intravenous (IV)
24
fluids, batteries, medical equipment, and over one hundred (100) additional items; and

WHEREAS, utilizing the cooperative procurement process saves the City roughly twenty
(20%) percent on the purchase of supplies; and

WHEREAS,
due to the competitive pricing available on other items, the Fire
30
Department purchased other necessary items initially planned to be procured through another
31
vendor causing the City to exceed the City Manager’s authority for this vendor; and

WHEREAS, City Administration requests an additional amount of ten thousand
($10,000) dollars to procure the necessary supplies for the remaining FY 2012-2013; and

WHEREAS, City Administration is budgeting in excess of fifty thousand ($50,000) for
37
items purchased from the Broward Sheriff’s Office for the 2013-2014 fiscal year, and the City
38
Manager is required to obtain the authorization of the City Commission for all purchases over
39
fifty thousand ($50,000) dollars; and

WHEREAS, the Mayor and City Commission recognize that the purchases from the
42
BSO are routine and necessary purchases for the continued operation of the Fire Department,
43
and that it is in the best interest of the City of Hallandale Beach that the Fire Department be able
44
to obtain the necessary equipment on a continuance basis; and

WHEREAS,
the City Administration recommends that the Mayor and City Commission
47
authorize the City Manager to expend an additional amount of ten thousand ($10,000) dollars
48
for the purchase of Fire Department equipment from Broward Sheriff’s Office for the remaining
49
FY 2012-2013, and authorize the City Manager to expend the necessary funds in excess of fifty
50
thousand ($50,000) as approved during the 2013-2014 fiscal year budgetary process as it is in
51
the best interest of the City of Hallandale Beach and its residents.

NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND THE CITY
COMMISSION OF THE CITY OF HALLANDALE BEACH, FLORIDA:
SECTION 1. City Manager Authorization.
The Mayor and City Commission hereby

authorize the City Manager to expend an additional amount of ten thousand ($10,000) dollars

for the purchase of Fire Department equipment from the Broward Sheriff’s Office for the
59
remaining FY 2012-2013, and authorize the City Manager to expend the necessary funds in
60
excess of fifty thousand ($50,000) as approved during the 2013-2014 fiscal year budgetary
61
process as it is in the best interest of the City of Hallandale Beach and its residents.

SECTION 2. Effective Date.
This Resolution shall take effect immediately upon its
passage and adoption.
