A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF HALLANDALE BEACH, FLORIDA, AUTHORIZING
THE CITY MANAGER TO ISSUE A WORK AUTHORIZATION TO
EAC CONSULTING, INC., A PREVIOUSLY APPROVED
CONTINUING SERVICE VENDOR, PURSUANT TO RFP#20132014-006 TO PROVIDE ENGINEERING DESIGN AND
PERMITTING SERVICES FOR A TOTAL COST NOT TO EXCEED
ONE HUNDRED EIGHTY FOUR THOUSAND ONE HUNDRED
THREE ($184,103.00) DOLLARS; AND PROVIDING FOR AN
EFFECTIVE DATE.

WHEREAS, on June 15, 2011, the City authorized the submittal of a grant application to
18
Broward County through the Integrated Water Resource Program (IWRP) for the feasibility of a
19
reuse water program utilizing reuse water from the City of Hollywood; and
20

WHEREAS, the City shares the same water resource challenges as many other utilities
22
in South Florida and with a population that is rising, coupled with the limitations of the Biscayne
23
Aquifer, the City must meet the water supply needs of the future; and
24
25
WHEREAS, a feasibility study was completed utilizing the IWRP grant, and the feasibility
26
study identified installing an eight inch PVC reuse water line from the City of Hollywood, Wiley
27
Street to the City’s Joe Scavo Park; and

WHEREAS, the proposed installation of the eight inch reuse water line will provide for the
30
irrigation of Joe Scavo Park, thereby affording the City with the capacity for up to 0.25 MGD of
31
reuse water which will assist the City of Hollywood in reaching the requirement to close all outfalls;

and

WHEREAS, EAC Consulting, Inc. was one of the Continuing Service vendors approved
by the Mayor and City Commission on November 19, 2014; and

WHEREAS, the proposed authorization to EAC Consulting, Inc. expands the project from
37
a feasibility study to engineering design plans, permitting and limited post design services that
38
will be utilized for the construction of the reuse water line; and

WHEREAS, the City of Hollywood’s wastewater plant releases the water without enough
41
pressure to reach the required destination, the project requires a pump station to assist the water
42
in being distributed to Joe Scavo Park; and

WHEREAS, the City Administration request Mayor and City Commission authorization to
45
issue Work Authorization to EAC Consulting, Inc., a previously approved Continuing Services
46
Vendor, pursuant to RFP #F2013-2014-006 to provide engineering design and permitting services
47
for a total amount not to exceed One Hundred Eighty Four Thousand One Hundred Three
48
($184,103.00) Dollars; and

WHEREAS, the Mayor and City Commission have determined that it is in the best interest
51
of the City and its residents to authorize the City Manager to issue a Work Authorization EAC
52
Consulting, Inc., a previously approved Continuing Services Vendor, pursuant to RFP #F2013-
53
2014-006 to provide engineering design and permitting services for a total amount not to exceed
54
One Hundred Eighty Four Thousand One Hundred Three ($184,103.00).

NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND THE CITY
COMMISSION OF THE CITY OF HALLANDALE BEACH, FLORIDA:

SECTION 1. City Manager’s Authorization. The Mayor and City Commission hereby
60
authorize the City Manager to issue a work authorization to EAC Consulting, Inc., a previously
61
approved Continuing Service Vendor pursuant to RFP #F2013-2014-006, to provide engineering
62
design and permitting services for a total amount not to exceed One Hundred Eighty Four
63
Thousand One Hundred Three ($184,103.00). The City Manager is authorized to take necessary
64
action to effectuate the project.

SECTION 2.
Effective Date. This Resolution shall take effect immediately upon its
passage and adoption.
