WHEREAS, the SW/NW 8th avenue corridor has a high number of pedestrians,

bus riders, and motorists due to the connectivity between Pembroke Road, Hallandale
16
Beach Boulevard, and SW 11th Street (County Line Road); and

RESOLUTION NO. 2015A RESOLUTION OF THE MAYOR AND CITY
COMMISSION OF THE CITY OF HALLANDALE BEACH,
FLORIDA, AUTHORIZING THE CITY MANAGER TO
EXECUTE A STATE OF FLORIDA DEPARTMENT OF
TRANSPORTATION LOCAL AGENCY PROGRAM
AGREEMENT AND A FEDERAL-AID PROJECT
FUNDING REQUEST FOR IMPROVEMENTS ON NW/SW
8th AVENUE; AND PROVIDING AN EFFECTIVE DATE.

WHEREAS, both the Broward County Bus Service and the City of Hallandale
19
Beach Minibus Service have routes that take place along this corridor, and the routes are
20
in operation during the night time hours. Additionally, pedestrians and other motorists
21
continue to utilize the corridor during this time; and

WHEREAS, on March 16, 2011, the Mayor and the City Commission authorized
24
the submittal of an application through Transportation Enhancement grant funding in the
25
amount of three hundred thousand ($300,000) dollars for the enhanced pedestrian safety
26
from increased lighting and visibility; and

WHEREAS, the City submitted an application to implement solar pedestrian
lighting along this corridor to enhance safety and visibility for pedestrians; and

WHEREAS, the Broward Metropolitan Planning Organization advised the City of
32
the project Award on September 9, 2011. However, grant funding for construction was not
33
available from the Florida Department of Transportation (FDOT) until FDOT’s Fiscal Year
34
2015-2016; and

WHEREAS, the City and HBCRA budgeted forty nine thousand six hundred eighty
($49,680) dollars for survey, design, and permitting of the project; and

WHEREAS, FDOT has approved documents needed for Local Agency Program
(LAP) certification; and

WHEREAS, the FDOT grant amount is two hundred ninety four thousand
43
($294,000) dollars; two hundred sixty two thousand ($262,000) dollars for construction
44
and thirty one thousand five hundred ($31,500) dollars for Construction, Engineering, and
45
Inspection Services. The current engineer’s estimate for the project is three hundred
46
thousand ten ($300,010) dollars, which is thirty seven thousand one hundred fifty
47
($37,150) dollars higher than the two hundred sixty two thousand five hundred ($262,500)
48
dollars awarded for construction in the grant; and

WHEREAS, the City Administration plans to request fifty thousand ($50,000)
51
dollars for this project in the Fiscal Year 2015/2016 Budget process in case additional
52
funds are needed once the actual bids are received; and

WHEREAS, the construction is anticipated to begin November, 2015, and should
be completed by January, 2016; and

WHEREAS, as a condition of receipt of funds, FDOT is requiring the City to enter
58
into a Local Agency Program Agreement and Federal Aid Project Funding Request. The
59
Local Agency Program Agreement and Federal-Aid Project Funding Request between
60
State of Florida Department of Transportation and City of Hallandale Beach are attached
61
as Exhibit 2 and incorporated into this resolution as if fully set forth herein; and

WHEREAS, the City Administration recommends City Commission authorize the
64
City Manager to execute a State of Florida Department of Transportation Local Agency
65
Program Agreement and a Federal-Aid Project Funding Request for improvements on
66
SW/NW 8th Avenue from SW 11th Street to Pembroke Road, FPN. No. 431716-1-58/68-
67
01, in the amount of $294,000; and that City Manager be authorized to execute the
68
necessary documents and establish accounts to implement the project.

NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND THE CITY
COMMISSION OF THE CITY OF HALLANDALE BEACH, FLORIDA:

SECTION 1. City Manager Authorization. The Mayor and City Commission

hereby authorize the City Manager to execute a State of Florida Department of
75
Transportation Local Agency Program Agreement and a Federal-Aid Project Funding

Request for improvements on SW/NW 8th Avenue from SW 11th Street to Pembroke Road,
77
FPN. No. 431716-1-58/68-01, in the amount of two hundred ninety four thousand
78
($294,000) dollars; and that City Manager be authorized to execute the necessary
79
documents and establish accounts to implement the project.

SECTION 2. Effective Date. This Resolution shall take effect immediately upon
its passage and adoption.
