MINUTES of the Meeting of the Town Council held in the Council Chamber on Monday 27
April 2015, on the rising of the Meeting of the Planning Committee.
Meeting commenced at 7.08pm.

14.516 Public Speaking Time
No members of the public wished to speak.
14.517 Apologies for Absence
Apologies were received from the Chairman, Cllr A J Dent (previous engagement),
Cllr T D Wright (unwell) and County Cllr Mrs C Channon.
14.518 Declarations of Interests in Items on the Agenda
No interests were declared.
14.519 Minutes
The Minutes of the Meeting of the Town Council held on 23 March 2015 had been
circulated prior to the Meeting. It was unanimously agreed they be signed as a true
record.
14.520 Report of Committee
The Minutes of the Meeting of the Finance Committee held on 13 April 2015 were
noted.
14.521 Report of Neighbourhood Beat Manager
Mrs J E Vanstone read the crime report for the period 23 March to 24 April 2015.
During that time four crimes had been reported:
 A Common Assault occurred on 29 March where a male threw an item at his
mother. The male has been charged with the offence.
 A male had been given a Caution after being found with a class B drug in his
home.
 On 30 March at 7.30pm a Common Assault occurred in Station Road. The
offender had been dealt with by the way of a Community Resolution
(Restorative Justice).
 Between 12.30am and 9.50am on 15 April a burglary occurred at The King
Billy public house. Entry was gained and alcohol and cash was taken. The
investigation was on-going. The Police are appealing for any information with
regards to this to call 101 and quote crime ref CR/025854/15.

During the same period 33 incident logs were also reported:

14.522 Chairman’s Comments
The Town Mayor, Cllr Mrs C A Sismore-Hunt said that this was the last meeting of
the Council year and it could be the last ever meeting for some Members. She was
disappointed that the other candidates had not attended the meeting; they had all
received an agenda but maybe they had their reasons for not attending. She wished
everyone the best of luck and said that whoever was sitting on the Council in May
would have been voted in by the people of the town.
14.523 Clerk’s Report
Mrs J E Vanstone reported:
1.
She had received a lot of good comments about the redecoration of the hall.
2.
She asked Members to note the date of the Annual Meeting; it would be held
on 18 May not 11 May as previously advertised.
3.
She advised Members of two New Members Welcome/Refresher evenings
being held at East Devon District Council. The dates were 13 and 20 May
with different subjects on each evening. She would forward details after the
election.
4.
As Members would be aware, it would be the 70th Anniversary of VE Day on 8
May and a short service would be held at the War Memorial at 10.45am.
14.524 Reports of Council Representatives on Other Bodies
No reports were made.
14.525 Reports of County and District Councillors
District Cllr S V Hall said he did not have anything to report as all his work on the
Licensing Committee was outside the Budleigh Salterton area.
14.526 Cheques for Signature
Payment of cheques for the month of April 2015, in accordance with Appendix A, was
approved.
14.527 Devon County Council: Grass Cutting
The quotations for grass cutting at various locations in the Town were received and
considered. It was

The quotation from Matt Lynch should be accepted.
14.528 East Devon District Council: S106 Project – Cycle Path on The Green
The scheme, which had been re-costed by EDDC officers, was approved.
14.529 Lions Club of Budleigh Salterton: Gala Week 2015 – 23 to 31 May 2015
(i)
Consideration was given to a request for a concessionary hire charge
to be applied for the hire of the Public Hall.
Resolved:
A nominal charge of £100 will be made.
(ii)
Consideration was given to a request to use The Green.
Resolved:
Recommend approval to East Devon District Council with the
condition that no cars are allowed to park on The Green.

14.530 Public Hall Committee: Exterior Works
The decision made by the Public Hall Committee for the remaining re-pointing to be
carried out by Skinner Construction at a cost of £4800 was ratified.
14.531 Audit: Financial Year 2014/15
It was noted that David Hinchliffe had agreed to act as Internal Auditor and his
anticipated fee will be £300.

14.533 Any Other Business at the Chairman’s Discretion
1.
Cllr D J Harrison said he was pleased to see the Town Handyman clearing
the seating area at the bottom of Victoria Place.
2.
Cllr R S Mitchell asked if the Town Handyman could clear the weeds at the
side of Chapel Hill, especially at the top of the road.
3.
The Deputy Town Mayor, Cllr C Richards said he was sorry to read a letter
from Mr S Chilcott in the Budleigh Journal regarding cycling on the seafront.
He wondered if the local police had read it as well!
