BUDLEIGH SALTERTON TOWN COUNCIL MINUTES of the Meeting of the Town Council held in the Council Chamber on Monday 18 August 2014, on the rising of the Meeting of the Planning Committee. Meeting commenced at 7.09p.m. PRESENT Cllr Mrs C A Sismore-Hunt (Town Mayor) Cllr C Richards (Deputy Town Mayor) Cllr A J Dent Cllr A N Gooding Cllr D J Harrison Cllr A L Jones Cllr C A Kitson Cllr R S Mitchell Cllr T D Wright Clerk: Mrs J E Vanstone Others Present: One member of the public and one representative of the press PART A 14.154 Public Speaking Time No members of the public wished to speak. 14.155 Apologies for Absence Apologies were received from Cllr Mrs L D Evans (holiday) and Cllr M C Hilliar (working). 14.156 Declarations of Interests in Items on the Agenda No interests were declared. 14.157 Minutes The Minutes of the Meeting of the Town Council held on 23 June 2014 had been circulated prior to the Meeting. It was unanimously agreed they be signed as a true record. 14.158 Report of Committee The Minutes of the Foreshore & Footpaths Committee held on 14 July 2014 were received and adopted. 14.159 Report of Neighbourhood Beat Manager Between 15 July and 18 August the following crimes were reported: CR/091813/14 – occurred between 15 and 21 August. Improper use of public communication network. Under investigation. CR/096060/14 – occurred between 2004 and 2014, fraud incident under investigation. CR/089915/14 – occurred 14 July, theft from shop, under investigation. CR/090071/14 – Criminal damage to shop property, offender dealt with. CR/090314/14 – occurred 16 July, use threatening words to cause harassment alarm and distress, offender dealt with. CR/091660/14 – occurred 30 May to 21 July, theft by employee, under investigation. CR/091919/14 – occurred Sunday 20 July, theft of personal possessions left in garden Boyne Road. Under investigation. CR/097778/14 – occurred 11 August, burglary to property Bedlands Lane; nothing stolen, linked to neighbour dispute. 46 CR/098385/14 – occurred 11 to 13 August, criminal damage to property at St Peter’s Swimming pool. No viable lines of enquiry at this time. 14.160 Chairman’s Comments The Town Mayor, Cllr Mrs C A Sismore-Hunt reported: 1. As Members were aware, Steve Hall had resigned from the Town Council and she wished him well for the future. 2. She had attended a World War One Commemoration Service in Honiton. 3. She had attended Bicton College for the Turf Cutting of the new Sports Hall. Cllr C A Kitson said he hoped there was no ill-feeling between Mr Hall and the Town Council. Cllr Mrs Sismore-Hunt said that she had spoken to Mr Hall and she was content there was no bad feeling. She added that she did not want to pressurise him in to staying on the Council as it was obvious he had made up his mind to leave. The Clerk advised that the vacancy had been advertised, as per rules, and she would keep Members updated of progress. 14.161 Clerk’s Report Mrs J E Vanstone thanked Members for the card and flowers received following her recent operation. She was pleased to advise that the procedure had been successful and she was now pain-free! She then reported: 1. She had attended a Meeting of East Devon Clerks and Chairmen at which quite a few ideas for the use of Parishes Together Funding had been discussed. She would be including these on the agenda of a future Town Council meeting. Cllr T D Wright asked if there was any news of the cycle racks. Mrs Vanstone said she had chased the company but had not received a response as yet. She said she would chase them up again. Cllr C A Kitson asked when the final repairs would be carried out to the wall, following the installation of new gas pipe. Mrs Vanstone advised she had chased up Bagwells and would chase them again this week. 2. She had not heard when work on the Cycle Path on The Green would be started. Cllr Wright said he understood it would be started in September and the Town Council would be advised before work started. 14.162 Reports of Council Representatives on Other Bodies Knowle Village Hall Cllr A N Gooding reported that there would be a Flower Show at the Hall on 13 September followed by a family barbecue to raise funds for the new playground equipment. 14.163 Reports of County and District Councillors District Councillors Cllr A J Dent reported there was not a great deal happening at District. He reported on an application in Bear Lane, and whilst not within the Town Council’s boundary, he felt the details were important. He said that officers were recommending approval of an extremely contemporary designed new dwelling. He and Cllr S Hall were trying to resist approval and as such the application would be before the Development Management Committee on 28 August. He felt planners were inconsistent, having recently turned down a new dwelling in Dalditch Lane – he said this application was in the Area of Outstanding Natural Beauty and outside the Built-Up Area Boundary, as was the Dalditch Lane application! 14.164 Cheques for Signature Payment of cheques for the month of July 2014, in accordance with Appendix A, was approved. Cllr C A Kitson commented on the over-spend for the Civic Service. The Clerk advised that the Town Mayor would be re-charged the difference. 47 14.165 Deputy Caretaker The decision made by the Public Hall Committee to employ a Deputy Caretaker was noted and agreed. 14.166 River Otter The management of the Lower Otter was discussed. Cllr A L Jones said he had been approached by numerous residents who all felt the river had been neglected for many years and as such islands were forming in the middle of it. He also thought the idea to flood the lower section was a bad idea. He asked that the Town Council writes to the Environment Agency requesting the river is dredged so the silt and gravel that has built up in it can be removed. After further discussion it was Resolved: The Clerk will write to the Environment Agency requesting the river is dredged and she will also write to Clinton Devon Estates requesting that the fallen tree by White Bridge be removed. Cllr Jones suggested that the Clerk copies the letter to East Budleigh with Bicton and Otterton Parish Councils. 14.167 Budleigh in Business Consideration was given to a request from Budleigh in Business that the group be charged the non-commercial rate at the event to be held in the Public Hall in October. It was Resolved: Budleigh in Business is not a registered charity or raising money for charitable causes and therefore the non-commercial rate will not be applied. 14.168 Audit of Accounts: Year Ended 31 March 2014 It was noted that the Audit had been successfully completed. 14.169 Request for Grant Aid 2015/16: Lions Club of Budleigh Salterton Consideration was given to sponsorship for the Children’s Cycle Competition and it was Resolved: Sponsorship of £150 was agreed. 14.170 Correspondence Received East Devon District Council: (1) Letter from Mark Williams re: Upper Station Road Car Park (2) Parking Orders Clinton Devon Estates: Update on Ragwort and Himalayan Balsam Otter Valley Association: Summer newsletter Healthwatch Devon: Summer 2014 Allotment & Leisure Gardener: Issue 3 2014 Clerks & Councils Direct: July 2014 The Clerk: July 2014 Everyone’s Tomorrow: Summer 2014 14.171 Any Other Business at the Chairman’s Discretion 1. Cllr R S Mitchell asked what could do about the state of a piece of land in Bedlands Lane which has become overgrown. He wondered if the Town Council could write to the owner and ask that it is tidied up. The Clerk said she would try to contact the owner. 14.172 Dates of Next Meetings Planning Committee: Planning Committee: Town Council: 8 September 2014 at 7.00pm 29 September 2014 at 7.00pm 29 September 2014 on the rising of the Planning Committee 48 14.173 The Deputy Town Mayor Moved that: Under Section 100(a)(4) of the Local Government Act 1972, the public and press be excluded from the Meeting as exempt information was likely to be discussed. The Town Mayor, Cllr Mrs C A Sismore-Hunt reminded all Councillors that any information discussed in Part B must remain confidential. PART B 14.174 Town Improvement Fund The estimate to repair/repaint the lamp posts from the Budleigh Club to the Lime Kiln Car Park was discussed. It was agreed that Skinners had done a great job repainting the lamp posts from Steamer Steps to the Budleigh Club and it was Resolved: The estimate from Skinners should be accepted. 14.175 Chamber Table Consideration was given to the repair of the square oak table which was in the chamber (the press table). Consideration was also given as to whether it be disposed of (either before or after it is repaired). It was Resolved: The table will not be repaired and will be disposed of.
