Planning Panels Victoria Department of Planning and Community Development Level 1, 8 Nicholson Street, East Melbourne 3002 Moonee Valley Racecourse Redevelopment Advisory Committee BIOGRAPHY OF ADVISORY COMMITTEE MEMBERS Kathryn Mitchell Kathryn Mitchell was appointed as Chief Panel Member with Planning Panels Victoria, for the Victorian State Government in June 2004. Prior to these appointments, Kathryn was a full time Senior Panel Member with Planning Panels Victoria since its inception in 1996, and was an occasional sessional member with the Victorian Civil and Administrative Tribunal (VCAT) from 1999 to 2004. Kathryn is the immediate past President and a Fellow of the Victoria Planning and Environmental Law Association (VPELA), and has been a State Judge for the Urban Development Industry Association (UDIA) - Victorian Chapter Awards of Excellence since 2003. In 2008 Kathryn was the recipient of the Raymond J Peck award for Services to Industry by the UDIA. In 2011, she was the recipient of the Richard J Evans award from VPELA for her services to planning in Victoria. Kathryn has a Bachelor of Arts in Planning, a Graduate Diploma in Urban Sociology and a Master of Arts in Planning (Research). She has previously worked in the private sector, local government, and as an academic. Gordon Anderson Gordon Anderson has Civil Engineering qualifications from the University of Melbourne. He has broad senior management and executive experience gained from over thirty years with the Victorian Government (VicRoads, Public Transport Corporation and Docklands Authority) and more than ten years as a consultant. He is a Fellow of the Institution of Engineers Australia, a Chartered Professional Engineer, and a Member of the UK-based Chartered Institution of Highways and Transportation. Gordon has particular expertise in major infrastructure and urban development planning and implementation. His focus is on project management, engineering, traffic, public transport, pedestrian, bicycle, environmental, urban design and heritage matters. He has been a sessional member with Planning Panels Victoria since 2001 and chaired or sat on a wide range of panels and advisory committees. Moonee Valley Racecourse Redevelopment Advisory Committee Member Biographies Page 1 of 2 Stephen Hancock Stephen Hancock has worked throughout Australia and other countries in the fields of hydrogeology, environmental geology, groundwater engineering applied to resource including contaminant management and mineral resource development. His experience includes projects for a variety of industries, including mining, petroleum, heavy industry, agriculture, irrigation, municipal engineering and waste management. Stephen has skills in solid waste management from his background in mining hydrogeology and geochemistry and from tailings management and mine site rehabilitation. His experience in this area spans his entire professional career and includes working in the investigations for and design of systems for managing tailings, solid inert waste, municipal waste, contaminated soils, industrial wastes and high level prescribed wastes. Stephen has been a sessional Panel member with PPV since 2007. Jim Holdsworth Jim Holdsworth is an architect who has spent most of his career as a consultant urban designer and strategic planner, mainly in Victoria. After 10 years in a senior planning and urban design role in local government, he returned to private practice in 2005 and now conducts a specialist urban design consultancy, providing advice to developers, architects and Councils regarding proposed developments, predominantly in inner Melbourne. His background experience also includes heritage and urban character studies, environmentally sustainable design and the role of urban art in the public realm. Lucinda Peterson Lucinda Peterson is a planner with extensive experience in planning at a regional level. Lucinda was recently with the Southern Grampians Shire Council as Manager Planning and Environment and prior to holding this position, was a senior planner at Warrnambool City Council. Lucinda brings experience in regional issues and also urban planning experience having worked for a number of metropolitan Councils including the City of Melbourne and in the private sector.
