This is with reference to the large number of proposals of Long Span Missing Bridges
being sent by the States, on the roads which have been already sanctioned in the past. In this
regard, I am directed to convey that the rural roads being constructed under Pradhan Mantri
Gram Sadak Yojana (PMGSY) are normally low volume traffic roads and as per Rural Roads
Manual IRC SP 20: 2002 interruption to traffic to some extent is permitted.
Accordingly, the states are requested to explore the possibility of providing causeways
wherever possible in place of proposing long span bridges considering that the cost of causeways
is much lower than the Long Span Bridges.
I am also directed to convey that as per Operations Manual Para No. 4.3.1 (bullet No. 5) a
joint inspection of the propose bridge site by the Superintending Engineer of the concerned area
and the State Technical Agency (STA) is expected to be carried out for deciding the broad
features of the long span bridges. This is required to be scrupulously followed and a report of
such visits should be sent to NRRDA by the State while sending the proposals of Long span
bridges. STAs are also requested to kindly send their report of the inspected bridges to NRRDA.
