IMPERIAL COUNTY CLASS TITLE: DEPUTY DIRECTOR OF PUBLIC WORKS – FIELD OPERATIONS BASIC FUNCTION: Under the direction of the Director of Public Works, plan, organize and direct the construction, reconstruction and maintenance of County roads, bridges and solid waste disposal sites; schedule, assign, supervise and evaluate the performance of assigned personnel. REPRESENTATIVE DUTIES: Plan, organize and direct the day-to-day operations of the Field Operations Division of the Public Works Department; coordinate assigned areas of responsibility with other functional units within the department. Plan and direct the construction, reconstruction and maintenance of County roads, wooden bridges and solid waste disposal sites; determine priority of roads to be constructed and repaired; assign personnel and equipment to road districts and solid waste sites as needed. Train, schedule, assign and supervise assigned personnel; evaluate the performance and control hiring, firing, discipline and promotion of assigned staff. Coordinate activities of Field Operations with other Public Works functions including engineering and surveying, construction inspection, design and right-of-way. Prepare cost and time estimates for work projects including bridges, road repair, siphons and solid waste activities. Develop budget information for Field Operations and assist in the development of the department annual budget; authorize and control expenditures for equipment and supplies including oil, fuel, tools, parts, road signs and paint. Determine equipment needs for Field Operations and recommend equipment acquisitions to the Director; direct the development of specifications for equipment purchases. Provide assistance to other County departments regarding their need for, and use of, department equipment and services. Estimate cost and time for road work projects including work for other County agencies on such projects as parking lot construction and maintenance and road seal coating. Operate a variety of equipment including an automobile and two-way radio; train division personnel in the proper operation of heavy road and construction equipment including motor grader, draglines and dozers. October 1992 Deputy Director of Public Works – Field Operations - Continued Page 2 Attend or conduct a variety of meetings to present information, discuss issues and concerns, answer questions, receive training and to remain current on techniques, legislation, materials and equipment; attend Board of Supervisors meetings as required. Meet with governmental and public agencies and utilities to discuss and resolve issues; meet with the public to discuss concerns related to County roads, bridges, solid waste sites and right-of-ways. Prepare and maintain a variety of federal, State and County records and reports related to personnel, work performed, budgets and equipment. Direct emergency operations related to roads, bridges and solid waste sites; respond to emergency call-outs as required. Advise and assist the Director of Public Works with solid waste site planning and regulatory compliance. Recommend guidelines, policies and procedures for road and solid waste site operations and personnel. Represent the Director at meetings with representatives of other agencies regarding mutual assistance projects, concerns and emergencies. Perform related duties as assigned. EDUCATION AND EXPERIENCE: Any combination equivalent to: graduation from high school supplemented by course work in business, engineering or drafting and six years increasingly responsible experience in the construction, repair and maintenance of roads, bridges and solid waste sited including at least two years in a supervisory capacity. LICENSES AND OTHER REQUIREMENTS: Valid California driver’s license. WORKING CONDITIONS: Indoor and outdoor environments; subject to driving a vehicle to conduct work. Physical abilities required include climbing, bending, walking on rough or uneven surfaces, seeing to drive a vehicle, and speaking to exchange information and make presentations. Incumbents may be exposed to extreme heat, fumes from waste sites, contact with hostile or abusive individuals, and noise and heat from equipment operations. October 1992
